In 1986–1999, he taught political economy at a local university, was elected to the republican State Council, headed the Cheboksary branches of Moscow commercial banks, and headed the regional Ministry of Finance. Then Aksakov became a State Duma deputy, which he still has been for 25 years in a row (from III to VIII convocation). Since the end of the 2000s, he has been a member of the Just Russia party.
