After conflicts between the large construction group TIS, headed by Viktor Belichenko, and the Federal Tax Service in the Tyumen region, the prosecutor’s office and Rosfinmonitoring became interested in financial flows. So, the departments are connected to the proceedings between the IE Belichenko and the IE Tatarchenkov for hundreds of millions. Moreover, in the dispute, doubtful transactions can probably be revealed – the participants have already requested information related to the possible “making payments from the settlement account of IP Tatarchenkov by employees of organizations controlled by Belichenko”, and data relating to the Management Company “Service-TIS” and the company “Social Housing” . A new scandal risks becoming another blow to the TIS group, whose assets have already been highlighted in controversial transactions worth hundreds of millions and tax scandals with offshore schemes. Aggravate financial conflicts, according to market participants and analysts, will be falling sales, which are recorded in the construction industry, and the need for funds for other projects. So, Belichenko’s business has already announced a billion-dollar project, in addition, a large land bank needs to be developed – however, for starters, TIS will have to deal with supervision, “fixing another reputational loss.”
The prosecutor’s office of the Tyumen region filed a petition to intervene in the proceedings between the IP Belichenko Viktor Alekseevich and the IP Tatarchenkov Vladislav Nikolaevich. To clarify, Belichenko demanded to recover more than 302.7 million rubles from an individual entrepreneur.
In this situation, not only the amount is noteworthy, but also the participants in the conflict: in particular, in the case of Belichenko, we are talking about the head of the large Tyumen construction group TIS. Tatarchenkov, in turn, according to Kontur.Fokus, was listed as a participant and head of the bankrupt LLC Stroypartner T (Tyumen). Now bankruptcy proceedings have been introduced against the organization, and the assets associated with Belichenko appear in the case.
Another important detail is that the next “problem” transactions may emerge in the dispute. Thus, the Interregional Department of Rosfinmonitoring for the Ural Federal District has already been involved in the case, and the arbitration noted that “there are signs of dubiousness of the grounds for claims.”
In addition, IP Tatarchenkov filed a petition for the reclamation of documents / information “to verify the argument about making payments from the settlement account of IP Tatarchenkov V.N. employees controlled by Belichenko V.A. organizations.”
At the moment, the court, in particular, has requested data related to OOO UK Service-TIS and OOO Social Housing (the owner of both assets is Belichenko. – Note ed.).
Viktor Belichenko has already been at the epicenter of scandals involving transactions worth hundreds of millions. For example, the publication spoke in detail about the attempt by BusinessRealt LLC (Tyumen) to recover more than 400 million from Siberian Construction Company LLC (SSK; the head and sole participant is Belichenko). Initially, the scheme in the court of first instance was successful, but the appeal came to opposite conclusions, pointing to tax schemes in which TIS assets were highlighted. This dispute reached the Supreme Court of the Russian Federation, and at the end of last year, BusinessRealt, Siberian Construction Company and Decor LLC were denied the transfer of complaints to the Judicial Collegium for Economic Disputes.
In addition, Pravda UrFO previously reported in detail about a major conflict between TIS assets and the Federal Tax Service. Then Belichenko’s business was exposed, in particular, to transactions with foreign organizations, as a result of which the value of real estate was consistently increasing, and potential deductions to the federal and regional budgets were noticeably reduced. Moreover, offshore companies turned out to be connected with Belichenko himself and his family.
After a short lull, Kristall LLC (the ultimate beneficiary is the head of the TIS Group of Companies) turned out to be at the epicenter of the conflict with the fiscals. As reported by the publication, the Federal Tax Service for the Tyumen region demanded in court to suspend operations on the company’s accounts for 235.7 million rubles. It should be noted that a financial recovery procedure was introduced in relation to Kristall. According to the Unified Builders’ Resource, Kristall built the residential complex of the same name Kristall, located in a new dynamically developing part of Tyumen, at the intersection of Mendeleev and Abdullina streets, opposite the Kristall shopping center.
Now “Crystal” in arbitration is trying to challenge the decision of the Federal Tax Service Inspectorate for Tyumen No. 3 on bringing to responsibility for committing a tax offense. Interim measures have been taken in the case.
“For any group, the seizure of several hundred million is sensitive, but I think it is not fatal for TIS. In the framework of previous conflicts, they closed their obligations. At the same time, the creation of a house-building plant for 2.2 billion was announced. That is, Belichenko has money. The question is that it is always difficult to throw them in such cases, and sometimes everything collapses according to the principle of a house of cards, ”the interlocutor of the publication on the construction market talks about the prospects for conflicts.
We add that earlier the authors of the telegram channel “Agenda” pointed out, among other things, the large-scale plans of “TIS” for the development of a land bank – at Mostrakt and near Alebashevo.

There are 40 hectares, in a good location, and they can, for example, sell part to close some holes. Moreover, Alebashevo has land. It is also obvious that the current financial conflicts will be superimposed on the drop in sales that is currently observed in the industry. And although the processes in Tyumen are much less critical than in Moscow and the Moscow region, they still exist. In addition to financial losses, such stories always carry image risks. Scandals will diverge, and such conflicts have haunted Belichenko’s assets for several years now,” market analysts give their assessment.
