Repair of Krasnaya Presnya turned into a criminal case

The Amur Regional Court granted the appeal of the former mayor of Tynda Marina Mikhailova, after six months of being in a pre-trial detention center, she was transferred to house arrest, Kommersant was told in court today, June 23. Marina Mikhailova is charged with abuse of office (part 2 of article 285 of the Criminal Code of the Russian Federation).

The criminal case was initiated after checking the repair of Krasnaya Presnya Street in Tynda. According to investigators, in December 2021, the mayor accepted and paid for materials worth more than 130 million rubles under the contract. At the same time, the work was not completed, and the materials were missing. Also under investigation is the contractor, the head of Karier-A LLC David Margaryan, who is accused of embezzling these funds in the performance of a municipal contract.

According to lawyer Karo Zhamkochyan, the appellate instance recognized the groundlessness of the conclusion of the Blagoveshchensk City Court about the special complexity of the criminal case. The Court of First Instance earlier motivated the decision by the need for a large number of investigative and procedural actions. These arguments were not supported by the materials of the criminal case, which, according to the lawyer, speaks of the inefficient organization of the investigation and the unreasonable delay in the investigation, in the absence of legal and factual complexity of the investigation.

52-year-old Marina Mikhailova, who has been held in a pre-trial detention center since December 18, will be under house arrest until July 14. According to the lawyer, she remained cheerful and determined to prove her innocence.
