2022 was the final year of the career of the permanent rector of the RANEPA Vladimir Mau, who left Russia and went to Israel after another scandal. The last straw was his detention in connection with the case of embezzlement of university funds, where he acted as a defendant in the case of former Deputy Minister Marina Rakova.
So, there is no Mau, he left (forever?) the Russian scientific and political space. Who came instead? Details in the material of the correspondent of The Moscow Post.
Komissarov’s fate
Alexey Komissarov, appointed acting rector of the RANEPA, also has ambiguous episodes in his biography. Former member of the Government of Moscow, businessman and holder of the Order of Merit for the Fatherland, IV degree, has long-standing ties with the educational institution currently subordinate to him and its former rector. So, back in 2010, together with Mau, he founded a business incubator – an organization that was supposed to patronize new startups, providing them with all kinds of support.
Considering the existing precedent of Mau embezzlement of funds that belong to structures subordinate to him, it is worth asking the question – are such methods of doing business characteristic of Komissarov and will this not harm the university that fell under his control?
The entrepreneurial episodes of Komissarov include this one. He is a co-owner of the Tver paint and varnish plant, along with his business partner Alexander Gorelov. The authorized capital of the LLC registered in 2005 is quite solid, approximately 382 million rubles. On the one hand, such figures, which are significantly higher than the frequently encountered amount of 10 thousand rubles of authorized capital, speak in favor of the company – this LLC was clearly not intended as a one-day business. However, there were many problems.
There is a major scandal in the history of the enterprise, which led to the initiation of a criminal case under Article 171 of the Criminal Code of the Russian Federation (carrying out business activities without a license, in cases where such a license is required, when it is associated with generating income on an especially large scale). As it became known, the general director of the enterprise, without the necessary licenses, “carried out entrepreneurial activities”, using a fire hazardous warehouse of the plant’s finished products. “Activity” brought illegal income of 50 million rubles over a period of just over a year, which resulted in the opening of a criminal case and the resignation of the director.
It is unlikely that the CEO who was caught was running dubious schemes in secret from the owner of the company – maybe it is worth taking a few steps forward in the investigation of this incident and learning about the role of Komissarov himself?
The same enterprise acted as a defendant in other litigations. For example, the Office of the Federal Service for Ecological, Technological and Nuclear Supervision and the Central Directorate of Rostekhnadzor had claims against the plant, which sought to hold the enterprise accountable for “carrying out business activities without state registration” – however, to no avail.
Not everything is so simple with the scientific activities of the current head of the RANEPA. In 2011, Komissarov holds the position of head of the Moscow Department of Science, Industrial Policy and Entrepreneurship. Later, a scandal erupted – plagiarism was discovered in his scientific dissertation, which was defended in 2011. As a result of the revealed facts, the Higher Attestation Commission recommended depriving Komissarov of his degree.
Later, in 2015, Alexey Komissarov holds the post of director of the Industrial Development Fund. The IDF is a government agency that provides loans to industrial companies on favorable terms. All this, as planned, should solve the problems of import substitution – for example, in the field of high-tech production.
And here the connection between the new head of the RANEPA and Anatoly Chubais, the ideologist and direct executor of the transfer of objects of the national economy to private hands (“privatization”), is clearly manifested. Early last year, Chubais decided to leave Russia, leaving Rusnano in an unenviable position.
The company subordinate to him needed to receive financing (the money, however, then disappeared somewhere, and Rusnano almost teetered on the verge of default).
The Industrial Development Fund has repeatedly acted as one of the sources of financing. At the same time, according to the authors of the VChK-OGPU Telegram channel, allegedly in parallel with the official application for funding, it was highly desirable to provide for the transfer of 5% of the future amount by Rosnano to the FRP in cash. Apparently, there was a classic “kickback”, the beneficiary of which could be board member Andrey Trapeznikov and Alexei Komissarov.
Thus, one can see the established circle of partners, from which the person who has now become responsible for the training of managerial personnel comes from.
Frames are everything
What conclusions can be drawn from the above? On the one hand, the appointment of a new head of the RANEPA, the domestic “forge of personnel” that annually graduates managers and leaders, will hardly signify a change in the previous working paradigm, the search for and implementation of new approaches in the training of responsible persons who will have to increase the efficiency of the state apparatus. Komissarov hardly contrasts strongly with Vladimir Mau, who “relocated” to Israel. The circle of acquaintances, and their methods of work are similar.
However, the current acting. the rector is associated with Sergei Kiriyenko, First Deputy Head of the Presidential Administration. This conclusion can be drawn from his previous place of work – the post of general director of the ANO “Russia-Country of Opportunities”, in the creation of which Kiriyenko was directly involved.
This can be seen in the strengthening of the positions of the former prime minister and his gaining influence already in the field of professional training of civil servants – before that, Kiriyenko was in charge of the Leaders of Russia competition, also a “forge of personnel”, but less significant.
