In Chita, a sentence was passed on the former deputy head of the Single Customer Service of the Trans-Baikal Territory, Viktor Guslyakov. The investigation proved that the official, together with other employees of the institution, provided assistance contractors in obtaining lucrative contracts in exchange for bribes amounting to about 70 million rubles. Viktor Guslyakov entered into a pre-trial cooperation agreement with the prosecutor’s office and admitted guilt, so he received a relatively mild sentence – eight years in a maximum security colony.
On October 2, the Central District Court of Chita issued a guilty verdict against 41-year-old Viktor Guslyakov, occupied in 2021 and 2022, the position of deputy head of the Single Customer Service of Transbaikalia. He was found guilty of committing crimes under Part. 5 and 6 tbsp. 290 of the Criminal Code of the Russian Federation (receipt of bribes by an organized group on a large and especially large scale).
“It was established that from May 2021 to September 2022, the accused, as part of an organized group of other employees of the institution, committed seven episodes of receiving bribes totaling about 70 million rubles from commercial structures. In return, they received assistance in conducting tenders and further construction of social facilities as part of the implementation of the national projects “Culture” and “Housing and Urban Environment,” the regional prosecutor’s office said in a statement. A criminal case was initiated based on materials from the regional department of the FSB.
The objects to which the bribe-payers gained access were the Trans-Baikal State Puppet Theater “Far Far Away Kingdom”, three apartment buildings for displaced people from emergency housing and orphans in Chita and the Olovyanninsky district of the Trans-Baikal Territory, as well as a school combined with a kindergarten , in the village of Mogzon, Khiloksky district, Trans-Baikal Territory.
The court found Viktor Guslyakov guilty and sentenced him to eight years of imprisonment in a maximum security penal colony with a fine of 60 million rubles. and confiscation of funds in the amount of about 21 million rubles.
The verdict did not enter into legal force. 8 years of imprisonment under Part 1 5 and 6 tbsp. 290 of the Criminal Code of the Russian Federation is the minimum sanction, the maximum penalty is 15 years in prison. As Kommersant was told by the regional prosecutor’s office, the person involved in the criminal case entered into a pre-trial cooperation agreement with the supervisory agency and admitted his guilt. The state prosecution insisted in court on a term of nine years, as well as a ban on holding certain positions after serving the sentence.
Viktor Guslyakov was born in 1982 in Ulan-Ude. Since 2010, he led his own design company, and later headed the SRO RA “Builders of the Chamber of Commerce and Industry of the Republic of Belarus”. In 2019, he was appointed to the position of head of the Capital Construction Department (UCD) of the Government of Buryatia. He worked in this position until 2021, when a court in Ulan-Ude found him guilty of committing official forgery and imposed a court fine of 40 thousand rubles.
Employees of the Republican Investigative Committee found out that in 2019, Viktor Guslyakov signed documents with the organization on the commissioning of medical equipment for an oncology center worth 100 million rubles, knowing for certain that the equipment was not delivered within the time frame specified in the contract.
Viktor Guslyakov took the position of deputy head of the Single Customer Service of Transbaikalia after this incident. Together with him, Vitaly Chumakov and Vladimir Imekov, who held various positions in the UKS of the government of Buryatia, went to work in this organization. Both are now in jail. In relation to them, criminal cases of accepting bribes have been separated into separate proceedings.
