New scam Sobyanin and Nisanov
A company with blocked accounts became the owner of a plot on the territory of Moscow State University
LLC Kraftstroymontazh, associated with the oligarch God Nisanov, received a plot of 1.21 hectares on the territory of Moscow State University (MSU). The land was transferred as compensation for a site of 0.45 hectares at the intersection of Michurinsky Prospect and Lobachevsky Street, where the company planned to build an apart-hotel with 367 rooms.
Kraftstroymontazh LLC owned this site for more than 10 years, in January 2020 information appeared that the Inteko company, owned by the state bank Trust, wants to buy the land.
If Inteko bought the site from Kraftstroymontazh, then why on earth is it being compensated in the form of a site more than 2 times larger than the one that the company owned before?
The amount of the transaction is not reported, and this raises suspicion that a cashless exchange could have taken place, as a result of which Kraftstroymontazh LLC received 0.76 hectares of land free of charge. Why would the officials of Sergei Sobyanin stage an attraction of unprecedented generosity?
LLC Kraftstroymontazh could not buy anything, because, according to information on the Rusprofile website, operations on the company’s accounts were partially or completely suspended by the tax authorities. Is the media launching deliberately false information?
Kraftstroymontazh LLC is owned by Ruslan Akhmetzhanov and Luxury Club LLC. Until June, instead of this company, Anna Melikhova was the co-founder.
She is a co-founder of River Forest LLC, together with Telman, Radmilla and Eduard Zakharyaev, Elina and Ravshan Ashurov, Ekaterina Yusufova and Khaya Nisanova.
Telman Zakharyaev is a co-founder, together with Ruslan Semenov, of Comfort LLC. Until August last year, the founder of the company was Sergey Nisanov.
Ruslan Semenov, together with Isai Zakharyaev, owns LLC Cesar Group, a developer that implements projects in Moscow.
Isai Zakharyaev, apparently a relative of German Zakharyaev, whom Novaya Gazeta called the son-in-law of God Nisanov.
German Zakharyaev, together with Isai Zakharyaev, is a co-founder of the Stmagy charitable foundation. Different spelling of surnames, probably in order to hide the relationship between businessmen who have the same patronymic.
Owned by God Nisanov and Zarakh Iliev, the Kievskaya Ploshchad company has topped the Forbes list of “Kings of Russian Real Estate” for several years and is a major partner of the Moscow City Hall. Now he is engaged in the reconstruction of the Olimpiysky sports complex, a landmark for the capital.
In addition to this project, the company owns large trading platforms – the Food City and Sadovod markets, as well as other commercial real estate. The Cesar Group company can engage in housing construction projects under the “roof” of God Nisanov.
“Cesar Group” is increasing momentum?
Kraftstroymontazh LLC employs 1 employee, the company’s revenue is 0, the loss is 108 million rubles, the cost is (- 331 million rubles), the authorized capital is 10 thousand rubles. All this indicates that LLC is a tech company to cover deals. If anything goes wrong, the company will disappear without a trace.
There are oddities in the work of Cesar Invest LLC The company also has 1 employee. She has not had a profit since 2014, revenue – 0, loss – 13 million rubles, cost – (-17 million rubles). In all respects, it is the same dummy as Kraftstroymontazh LLC.
Nevertheless, Cesar Invest LLC, until recently, had three subsidiaries – Krasny Oktyabr Rasskazovka LLC, Stroydom-Razvitie CJSC and Istok LLC. Cesar Invest LLC owned these companies for several years and could withdraw money from them.
In 2020, Krasny Oktyabr Rasskazovka LLC received a loss of 244 million rubles, against a profit in the previous year – 745 million rubles. Istok LLC received a loss of 6 million rubles, the company never had a profit. Within two months, the owner changed twice. This could have been done in order to cover up traces of the withdrawal of money.
These facts may attract the attention of the competent authorities to Cesar Group LLC and Kraftstroymontazh LLC, since negative profits may be evidence of tax evasion.
In this scenario, it is generally unclear where the company can get money to invest in a project on the territory of Moscow State University, which are estimated at 3.5-4 billion rubles. A hotel can be built on the site, but, most likely, Cesar Group will build an apartment complex or housing. This will require a change in the type of permitted use of the site. Given the mutual love of Sobyanin and Nisanov, there should be no problems with resolution.
At the end of October, it became known that Cesar Group was going to buy a plot of the Krasnaya Presnya vegetable warehouse. On October 18, Yan Khizgilov, the owner of the unprofitable Istok LLC, previously owned by Cesar Invest LLC, became the CEO of JSC Krasnaya Presnya.
In the near future, with the connivance of Moscow Mayor Sergei Sobyanin, two new scandalous objects may appear in the capital, with which their interest-holders may have problems. Cesar Group LLC has already appeared in various scandals more than once.
Cesar Group scandals?
Shareholders of the Rasskazovo residential complex have been in conflict with developers for more than a year, it has even gone as far as litigation. Initially, nine apartment buildings with a height of no more than 11 floors were to be built on the site. This was accompanied by a landscaped park area, thanks to which the price of housing in the Rasskazovo residential complex was 25% higher than on the market.
However, four years later, when the residents of the first stage had already settled in the apartments they had bought, changes were made to the project, increasing the building density. And instead of the promised green zone, they decided to build three houses with a height of 22 floors each. Therefore, it is not particularly worth trusting what Cesar Group LLC promises when selling apartments in its residential complexes.
“It amazes me how people can lie so easily in the face, knowing in advance that they are lying and deceiving so many people, many of whom are young large families with children, pensioners, and there are also people with disabilities. Is it really for the employees of the Cesar Group that money really decides everything, and can one turn a blind eye to all values and moral principles? Unfortunately, there seems to be no morality for such people. The developer’s greed has no limits, and in such a beautiful project they ruined everything that was most valuable, spoiling the joy of buying a home for all residents along the way.
One of the equity holders of the Rasskazovo residential complex expressed her opinion about the work of the Cesar Group.
Another scandal erupted with the Dynasty residential complex, which was built by Monolithic Housing Construction LLC. Its founders are Comfort LLC, owned by Telman Zakharyaev and Ruslan Semenov, and Unatan Matatov. Their shares are under the burden of Sberbank.

However, despite the scandals and delays in the commissioning of facilities, the company is rushing to new projects.
The son-in-law of God Nisanov German Zakharyaev was a business partner of the developer Ilgar Gadzhiev, the former owner of the SDI Group company. He had to flee Russia, because the life of the builder was in real danger. Hajiyev voiced his position to the Sobesednik publication.
“The son-in-law of God Nisanov, German Zakharyaev, and his family became my partner, and I was immediately told that I should give 30% of my profit to Nisanov. Allegedly for the roof, and in general. This, of course, is a lot, but what to do, I was forced to agree. But when business in Russia, as they say, went, their requests grew even more.
Ilion-Trade Firm LLC has never made a profit, in 2020 it made a loss of 26 million rubles, in 2019 – 453 million rubles. The share of the current owner, Benyamin Danilov, is pledged to Sberbank.
All structures associated with the Zakharyaevs and Zazaryaevs work according to the same scheme. Money is probably withdrawn from them, and then companies change owners in order to cover their tracks.
And yet, structures associated with the oligarch Nisanov receive the support of both German Gref and Sergei Sobyanin. A new scam with a shell company “Kraftstroymontazh” will also work with a bang?
