In Buryatia, on September 10, elections of deputies of the People’s Khural of the new convocation were held. Based on the voting results, the deputy chairman of the government of the republic for security issues became one of the candidates who took a seat in parliament. Peter Mordovskoy.
The news about the official’s participation in the elections caused a lot of surprise and managed to create a stir in the regional media long before the single voting day. Since now Mordovsky will have to put in his place a controlled person, through whom he will continue to provide protection for the “black” forestry business in the republic. And one of the expected candidates for this place may be a representative of the security forces of Buryatia. Babr understands the situation.
One among strangers
Let’s start in order. Peter Mordovskoy approached the fall elections with trepidation, announcing his candidacy back in March, two months before the primary votes.
The official came out under the banner of “United Russia”, choosing for himself, as a former military man, the most suitable district No. 19, which includes military units, as well as remote microdistricts of Ulan-Ude: the military town of Sosnovy Bor, Yuzhlag (prison), Myaso- and Flour Mills. Thus, he ousted Larisa Krutiyan not only from this constituency, but also from parliament as a whole, who was not elected again due to health problems.
There were no doubts about the final election of Mordovsky due to the fact that his nomination was approved by all prominent members of the Buryat cell of United Russia. Therefore, his name could be seen in the May list “ER” primaries.
Another thing is that Mordovskaya, for ethical reasons, cannot protect the interests of local residents in Khural due to the sad experience of working as deputy chairman. This includes failed fire protection in Buryatia there is an equally similar fire fighting system. During major fires, local residents are forced to fight off the fire with their bare hands while the deputy emergency chairman sits in his office. The official is so indifferent to his work that he has stopped reporting even to the head of state.
Another significant case occurred in 2020. We are talking about the deputy chairman going on vacation in the midst of the coronavirus agony. This situation called into question his suitability for this position.
Speaking of positions. Petr Mordovskoy is a former police officer who worked all his life in the Ministry of Internal Affairs and made a career in criminal investigation. He had not previously served either in the Ministry of Emergency Situations or in healthcare. But at the same time, in 2017, the position of “deputy chairman for security” was created specifically for him. Therefore, it is not surprising that the fight against the elements and the preservation of public health are not within its competence.
Also in 2020, Mordovsky’s name appeared in a criminal case related to murder girls by police officers in Cranberry Pad. Federal security forces searched his house: there was a suspicion that the official could be covering up criminals, since it was he who headed the republican criminal investigation department from 1999 to 2008 (the crime was committed in 2002). However, the ex-policeman’s involvement in murder was never confirmed, and the case itself remains in limbo.
Let’s return to the elections. Despite Mordovsky’s scandalous past and present, he can be classified as one of those isolated candidates who are not major sponsors of the United Russia party, but are highly valued by it for its many connections. Thus, the candidate received great support from the faction and foresters (about whom – a little later) and began “a new page in my biography”. Now Mordovskoy, having taken the deputy’s box, intends to tighten his grip on power in parliament. But what about the chairmanship?
New in the ranks of close associates
As soon as rumors appeared online about Peter Mordovsky’s transfer to Khural, the question arose about his replacement as deputy chairman. After all, this place is not simple, but golden, as it is directly connected with the forest mafia. The local media were worried about this.
Mordovskoy is known for the fact that he has been protecting the illegal timber business in Buryatia for a long time and with impunity. His people have been working for the Republican Forestry Agency for several years. And the official was able to finally “register ownership” of the entire forest complex of the republic in 2022, replacing the head of RALH in place of Alexander Martynov, who retired Sergei Boroshnoev – head of the republican agency for civil defense and emergency situations and ex-head of the department for the prevention of corruption and other offenses in Buryatia.
Boroshnoev is a kind of creature of the deputy chairman, with whom the newly appointed forester worked back in the structures of the Ministry of Internal Affairs. Therefore, Mordovskoy first put Boroshnoev in charge of the republican agency of civil defense and emergency situations, and then transferred him to RALH. Currently, Boroshnoev is one of the most devoted people to Mordovian, following all his instructions. And the same one is only happy to help his brother, receiving for this almost a quarter of a lem a month.
However, scams in the forestry sector were not long in coming after the RALH update. Three months after the appointment of Sergei Boroshnoev as head of the forestry agency, security forces intercepted a large cargo timber, which was planned to be illegally exported from Buryatia to China. Buryat customs recovered 19 thousand cubic meters of wood with a total value of 230 million rubles.
Such a huge shipment could not have escaped the attention of Mordovsky and the RALH controlled by him, so we can safely conclude that this illegal sale of wood was carried out in agreement with both parties.
The current head of RALH is Sergei BoroshnoevNow in place of the deputy chairman, Mordovsky needs to put a controlled person who will help him conduct his “black” business further. Initially it was assumed that his place could be taken by the current Minister of Internal Affairs for Buryatia Oleg Kudinov, also famous for reputational scandals. Because due to his age (Kudinov’s 65th birthday is this year), he can easily leave the service.
However, later the BurKOPsoyuz telegram channel stated that Mordovskoy and Kudinov had placed their bets on the head of the public order department of the Buryat Ministry of Internal Affairs, Colonel Vilikton Sodnopova, who is respected in the police community and is well known to the head of Buryatia. Both are certainly interested in placing an authoritative person in such a position.
At the same time, government officials may be prevented from promoting their candidacy. There they are now considering him as a candidate for the post of Chairman of the Special Programs Committee of the Administration of the Head Alexandra Khankhashanovawho, according to local authorities, has overstayed his welcome and deserves more.
