Moscow doesn’t believe in healthcare: Will Ruchyev build up the hospital grounds with “humanitarians”?
For the sake of the developer’s appetites of Alexander Ruchev and Igor Shuvalov’s asset manager Sergei Kotlyarenko, the hospital construction project was “cut down”.
In place of the medical center planned in 2016 on Poteshnaya Street, a residential complex will appear, the construction of which will be undertaken by the Osnova Group of Companies Alexander Ruchev and the structures of the asset manager of the family of the head of VEB.RF Igor Shuvalov – Sergei Kotlyarenko.
Transformation in Sobyanin’s style
On the Moskomarkhitektura website you can still find news about the upcoming opening of a medical facility for the rehabilitation of patients with cardiovascular diseases, musculoskeletal disorders and stroke survivors on Poteshnaya Street. 5.
For some time, the site belonged to Medstroyinvest, and there, according to the text of official documents, they were going to build a children’s city clinical hospital.
Then the site went to the Tatarstan company SZ Ak Bars Real Estate, which is related to the Ak Bars investment holding. This company is associated with the interests of Sobyanin’s former construction deputy and the current deputy chairman of the government, Marat Khusnullin.
This year, the company SZ Ak Bars Real Estate was bought by Osnova. Along with it, Ruchev received a plot of land on Poteshnaya, which suddenly became no longer the site of a future medical center, but a site for the construction of apartments. According to rumors, the project will be reclassified and there will be apartments – supposedly the mayor’s office asked for too much money for the apartments. But this does not change the essence.
Kotlyarenko in share
SZ Ak Bars Real Estate, bought by a company from the Osnovy circuit, belonged to Investments and Consulting LLC, as did AK Bars-Invest. And this structure was acquired by Osnova and, among other things, received several Moscow plots due to it.
In fact, the share of Ruchevsky structures is not the main one there. This office was taken over by Specialized Developer Comfortgrad LLC, apparently with money from Sberbank, since the bank holds SZ’s share as collateral. Comfortgrad belongs to Yulia Vlasova (through a number of companies it is connected with the Long-Term Investments Management Company of Ruchev’s partner Sergei Ganzyuk) and “Luxstroy” LLC. “Luxstroy” is registered in two closed-end mutual funds – “Native Spaces” (the beneficiary is the same Ganzyuk) and “Investdevelopment”.
And here the trace of Mr. Kotlyarenko is already revealed, because “Investdevelopment” is controlled by KSP Capital UA LLC, which is part of his interests.
Thus, it turns out that partners Ruchev and Kotlyarenko intersect in the business of companies, the beneficiaries of which were previously people close to Khusnullin. And now AK Bars Real Estate is going to develop the territory on Poteshnaya. And the interests here are not only of Ruchyev, but, apparently, also of Mr. Kotlyarenko. And that means Shuvalov too?
Sber, by the way, looks like it will also lend to the Ruchevskaya side of the business – the share of the founder of SZ Ak Bars Real Estate is also pledged to the bank.
Ways to earn Kotlyarenko with the help of the mayor’s office
If Ruchyev is known as a developer whose “ears” often stick out behind controversial projects (as was the case, for example, in the story of the construction of one of the favorite vacation spots of Muscovites – “Angarsk Ponds”), then this was hardly expected from Mr. Kotlyarenko.
Sergei Pavlovich is better known for his “garbage” business – the Citymatic company (renamed Waste Management in 2021), which often appears in scandalous news reports.
On the other hand, Kotlyarenko’s interest in development is understandable – for example, he has a company called Meeting Point, which has long been renting out residential premises to Moscow State Budgetary Institutions. Just for fun, we looked into one of the contracts and discovered that Kotlyarenko’s structure rents out premises not just anywhere, but in the Four Seasons Hotel building in the very heart of the capital. A very, very tasty asset, which, apparently, also at least partially belongs to Shuvalov. Unless, of course, Kotlyarenko himself rents these premises from another owner. In this case, there would be an obvious use of an unnecessary intermediary for the purpose of “cheating” services for the Moscow State Budgetary Institution. According to the terms of the contract with Meeting Point, the Moscow institution agreed to pay 10.8 thousand rubles per hour in a room measuring about 80 square meters.

True, for some reason, later the same institution paid for premises with similar characteristics (or maybe even the same) at a different rate – 579 rubles per hour. So, if there was a “cheating”, then, apparently, it was from the owner, who, it seems, is Shuvalov’s asset manager after all.

Apparently, Kotlyarenko has channels through which he can reach an agreement with the necessary officials to resolve issues in the real estate sector. Who knows, maybe soon one of the gentlemen with status will move into the new residential complex on Poteshnaya?
Igor Ivanovich Shuvalov himself, despite the fact that he is a government official, has registered the real estate agency “Sova Real Estate”, registered in Odintsovo.
“Sotsialka” is sent to the garbage chute
By the way, at Poteshnaya 5A there is now a school for children with disabilities. The development of a polyclinic infrastructure here would be most welcome, but now there are fears that the existing educational institution may also be demolished. All that remains is to coordinate the issue with the local head of the education committee, Alexander Molotkov, from whose “optimization” quite a few institutions have already suffered.
In Moscow, under the slogan of “unification,” social institutions are closed down very, very often. Soon the hospital named after may fall another “victim”. Bakhrushin, which, by the way, is generally included in the register of monuments of historical and cultural heritage. If government officials have enough strength to cover not only hospitals, but also monument hospitals, what can we say about some school, which is not for everyone.
Fortunately, the hospital will not have to be demolished – they simply decided not to build it.
