As you know, on July 15, the court changed the measure of restraint for the owner of the Listvyazhnaya mine, where fifty miners died last year, Mikhail Fedyaev, and released him from the pre-trial detention center on a written undertaking not to leave.
It is strange, but the investigation advocated a change in the measure of restraint, although on June 8 the same investigators of the ICR in the Zavodskoy District Court of Kemerovo insisted on the exact opposite – at the request of the investigation, the court extended Fedyaev’s arrest for another three months – until September 14. The court of appeal, where Fedyaev tried to appeal this decision, took the side of his colleagues from the Factory Court. And now – a new turn: the same investigation suddenly asks to release Fedyaev into the wild.
Let us briefly recall that Mikhail Fedyaev ended up in a pre-trial detention center as a suspect in the case of an explosion at the Listvyazhnaya mine, which on November 25 last year claimed the lives of 51 people, and sent more than a hundred to hospitals. As the investigation showed, methane exploded at the mine as a result of a violation of safety regulations. Moreover, during the investigation, it turned out that “the top management of the SDS-Ugol company was aware that gross violations of industrial safety were being committed at the Listvyazhnaya mine, including those that led to serious consequences. Moreover, from this certificate it follows that measures are being taken to conceal evidence. That is, reports on the allocation of funds for the purchase of security equipment are generated retrospectively. ” At least that’s what the TFR statement says.
Reference: the Listvyazhnaya mine belongs to the SDS-Ugol company, which is part of the SDS (Siberian Business Union) holding owned by Mikhail Fedyaev. The SDS, in addition, includes a number of companies – in particular, SDS Agro, SDS Finance, SDS Stroy, Kuzbass Media Group (ex SDS-Media) and so on.
Even at the moment when Fedyaev was arrested for the accident at Listvyazhnaya, observers said that this arrest would not last long – the patrons of the owner of the SDS holding were too high. And the arrest itself is intended only to demonstrate to the people that the authorities are on their side and to calm the indignant residents of Kuzbass. Everything happened exactly as smart people warned even then – passions subsided, Fedyaev was free, information leaked from the depths of the investigation that his procedural status would soon change – Fedyaev would turn from suspects into a witness. And the witnesses, as you know, do not sit.
Disputes arose only about who exactly would help Mikhail Fedyaev avoid punishment – his son Pavel, a State Duma deputy from United Russia, or the regional governor Sergei Tsivilev. Pavel Fedyaev is called a person who is part of the circle of friends of Arkady Rotneberg, and Listvyazhnaya itself, according to rumors, belongs to him, although it is registered with his father.
Most were inclined to believe that the son, of course, would bother for dad, but most of the work to free Fedyaev from prison would be done by the governor of the Kemerovo region, Sergei Tsivilev, who has joint business interests with Mikhail Fedyaev. In addition, Mikhail Fedyaev himself is called the “shadow governor” of Kuzbass in the region, which says a lot about his influence in the region.
Mikhail Fedyaev, who is the official adviser to Governor Tsivilev, is the founder of a coal “empire” that unites the Pervomaisky, Vostochny, Chernigovets open pit mines, the Yuzhnaya and Listvyazhnaya mines, a number of processing plants and service enterprises. The value of the assets is estimated at 2 billion rubles.

It is also no secret to anyone in the region that the enterprises that are part of the SDS holding receive multibillion-dollar contracts from the region. And everyone understands that it is Tsivilev who provides these contracts to Fedyaev.
For example, only one “SDS Stroy” received contracts worth almost 94 billion rubles.

The administration of Kuzbass was also contracted by the Kuzbass Media Group, whose affiliated structures began to receive contracts worth tens of millions of rubles from budgets of various levels.

Kuzbass Media Group is headed by Anastasia Gorelkina, wife of State Duma deputy Anton Gorelkin, former press secretary Aman Tuleev. Previously, Anastasia was listed as vice president of the SDS holding.
SDS-Ugol itself has government contracts worth 4.1 billion rubles in its assets.

This is only a part of what Tsivilev “leaked” to Fedyaev’s structures. Obviously, no thanks. And it is clear that no one was going to lose that kind of money. That is why people versed in the inner workings of Kuzbass were inclined to believe that it was Governor Tsivilev who would play the main role in freeing Fedyaev from criminal responsibility.
Although many naively believed that after the tragedy at Listvyazhnaya, he would not be fine either – at least he would have to resign. And they remembered that Tsivilev was appointed acting governor in 2018 instead of Aman Tuleyeev, who immediately resigned after the fire in the Zimnyaya Cherry shopping center, which claimed the lives of 60 people. Assuming that history will repeat itself.
But history did not repeat itself. Tsivilev remained in his post, moreover, he helped his accomplice in cutting the Kuzbass budget, Mikhail Fedyaev, get out of prison. Under what conditions is unknown, but no matter how the scheme for distributing money stolen from the budget between the governor and his adviser changes, nothing will change for the residents of Kuzbass.
No one will answer for the deaths of the miners. No, of course, someone will sit down, and for a long time. After all, not only Fedyaev was arrested in the case of the accident at Listvyazhnaya. The director of the Listvyazhnaya mine Sergey Makhrakov and his deputy Andrey Molostov, the head of the mine section Sergey Gerasimenok, Rostekhnadzor inspectors Vyacheslav Semykin and Sergey Vinokurov, who drew up fake acts on checking the ventilation drift, were arrested and are in jail (unlike Fedyaev), in fact, the check without spending.
All of them are to blame – they carried out the criminal orders of Mikhail Fedyaev, took money from him, disabled sensors, forged documents. And they must answer. But along with them, the main culprit of the miners’ deaths must also answer – the one who received billions from their slave labor, allowing them to show off on Forbes lists for decades and buy luxury real estate.

What gave the people hope for justice, and skeptics only grinned cynically. Because the wife of the accomplice and patron of Mikhail Fedyaev, the governor of Kuzbass Sergey Tsivilev, Anna Tsivileva, is the niece of the very person who asked these tough questions.

In 2007, Anna married a former naval officer, Sergei Tsivilev, who by that time was trying to engage in private security business, but did not succeed too much. And already in 2012, the Tsivilevs bought a part of the Kolmar coal company in Yakutia, which is part of the assets of Gennady Timchenko.
In 2018, Tsivilev transferred the business to his wife, he himself first became the deputy governor of Kuzbass, and after the fire in the Winter Cherry, he headed the region.

And all these meetings with formidable statements by the president, and the court that sent Fedyaev to a pre-trial detention center, and the photo where Fedyaev is behind bars, and the pretentious statements of the ICR, leading the investigation – all this was a grandiose cynical comedy that had only one goal – to bring down passions, to calm public opinion.
And when the goal was achieved and the accident that claimed 51 lives was forgotten, Mikhail Fedyaev was released and continued his fruitful work on the development of public money, together with his longtime accomplice Sergei Tsivilev. And the dead miners … Nothing, the women will still give birth.
