Members of the group involved in thefts from NPP Istok have been named
The case concerning JSC NPP Istok named after A.I. Shokin again attracted media attention.
The fact is that the competent authorities have completed the investigation of one of the criminal cases related to the theft of products from the above-mentioned enterprise, reports a MorningNews correspondent with reference to Kommersant.
The company is serious. It develops electronic devices for radar.
We are talking about a case initiated under paragraphs “a”, “b” of Part 4 of Art. 158 of the Criminal Code of Russia (theft committed by an organized group on an especially large scale). It was launched last year.
At first it was assumed that the damage from the theft of products was about 4.5 million rubles. But later the figure changed. And we were already talking about 304 million.
According to the investigation, the criminal group included Lieutenant Colonel Alexander Tekhan (served under contract as the head of the 67th military representative office of the Moscow Region), captain of the third rank Timur Siyukhov (served as his deputy), military representative of the 1st category Alexey Savchuk, head of the 213th th laboratory of NPP Istok Tatyana Baranova, driver Alexander Pichugin and general director of Redan LLC Yulia Shabanova.
“According to the distributed… roles, the task, in particular, of the head of the 213th laboratory, Tatyana Baranova, included the artificial creation of surplus products, then applying the appropriate factory markings to it and preparing fictitious documentation from the manufacturer for them… Baranova transferred the products to the military representative Savchuk, and he – to the driver of the NPP Alexander Pichugin with the corresponding invoices for its unhindered removal from the territory of the plant,” writes Kommersant.
As a result, the competent authorities uncovered the scheme.
Moreover, the defendants in the case (except for Alexander Tehan and his deputy) entered into pre-trial cooperation agreements with the main military Prosecutor’s Office. They not only admitted guilt, but also gave evidence. The cases have been sent to court.
This is not the first scandal affecting such an important industry. Recently, the court handed down a verdict against the former head of the department of public procurement and pricing of the Ministry of Defense, Sergei Kushnarev. According to Kommersant, the man was found guilty of particularly large-scale fraud.
The case for fraud in the military department procurement system was opened in the summer of 2020.
