The management of the enterprise for the production of special-purpose radio communications equipment NPO Angstrem was transferred to the United Instrument-Making Corporation, several RBC sources in the IT market and in the government told RBC. The information is confirmed in the Rusprofile database, the corresponding change took place on May 8.
The ability to stop the rights of shareholders and the powers of the management bodies of an enterprise supplying products under the state defense order in the event of a disruption in supplies was introduced by decree of the President of Russia in March this year. It was assumed that it would operate under martial law, which is now introduced on the territory of the DPR, LPR, Zaporozhye and Kherson regions.
“Management will be carried out by a subsidiary holding of Rostec with a specialization in the field of radio electronics. This is a forced measure, which is temporary. Rostec has been given the task of helping colleagues competently build processes for the high-quality execution of the state defense order, ”says one of RBC’s interlocutors. He recalled that several years ago the state set similar tasks for Rostec during anti-crisis measures at Uralvagonzavod and Kurganmashzavod. “Now these assets are successfully operating, supplying equipment for a special military operation. In the case of NPO Angstrem, the task is more complicated, the situation and the severity of the issue are different, since there is no time, the effect is needed here and now, ”said this interlocutor.
The transfer under management is introduced temporarily, we are not talking about the seizure of assets, a source close to one of the relevant departments tells RBC: “The main task is to stop any risks of disruption of the state defense order.”
According to another interlocutor of RBC, the reason for the failure of the state bond order of NPO Angstrem “was the lack of components”, and the external control model “will be used for competition” due to the fact that the current army suppliers “failed to fulfill the tasks of providing troops with communication systems” .
The representative of Rostec declined to comment. RBC sent a request to the Ministry of Industry and Trade.
What does NPO Angstrem do?
Until the beginning of 2018, NPO Angstrem belonged to the Angstrem Group of Leonid Reiman, and then the latter was merged with Alternativa Capital, which he also owned. Reiman from 1999 to 2008 served as head of the State Committee for Telecommunications, and after its transformation, the Ministry of Communications and Information Technologies (now the Ministry of Digital Development, Communications and Mass Communications). In 2008-2010, he was an adviser to President Dmitry Medvedev, after which he left to do business. In addition to NPO Angstrem, he indirectly owned a stake (its size was not disclosed) in the Zelenograd plant of Angstrem JSC, as well as the Angstrem-T company, which had planned to build a microelectronics production plant since the late 2000s, and a number of other assets . Now JSC Angstrem is part of Element Group, a joint venture between Rostec and AFK Sistema, and Angstrem-T came under the control of the state corporation VEB.RF due to a debt of 815 million euros, and in 2019, the Moscow Arbitration Court declared the company bankrupt.
NPO “Angstrem” specializes in the development and creation of radio communications, automation, information security and software for military and special purposes. In particular, the enterprise produces Azart portable radio stations, which are designed to provide jamming and reconnaissance-protected classified radio communications at the tactical control level. In 2021, the second generation of this radio station was presented at the Army forum.
At the end of 2022, the ROSA NICKEL operating system developed by NPO Angstrem was registered in the register of domestic software. According to the documentation, it should be suitable for use in military command and control bodies, ministries and departments, government agencies, as well as in industrial enterprises that process information containing state secrets classified no higher than “top secret” inclusive.
At the same time, in the middle of last year, RBC sources said that another Reiman company, NTC IT Rosa, was working on an operating system for mobile devices, which they planned to promote among the military.
