The Elma Project company, which is part of the Elma Group (specializes in investment and real estate management), has won an auction for the sale of several warehouse buildings in Mytishchi near Moscow.
Previously, these buildings belonged to companies from the contour of the owner of the Safmar Group of Companies, Mikhail Gutseriev – Mosstroyplastmass and Mytishchi plastic. The oligarch himself is rightly considered one of the largest debtors among representatives of Russian big business.
It was the debts that led to the alienation of this property from an influential family. Initially, they were pledged to Rost Bank, which was reorganized by the Binbank of Mikhail Gutseriev and his nephew Mikail Shishkhanov, and then, after the collapse of both structures, they ended up with Trust.
Apparently, the cunning Gutseriev did not reconcile himself to the loss, and decided to get them in a roundabout way. Recently, it is Elma that has been intensively buying up the former real estate of the Gutserievs. And the head of the Department of Trade and Services of Moscow, Alexei Nemeryuk, can stand behind this company – more than a scandalous character.

“Circle” of Gutseriev’s assets
According to various estimates, the debts of the Gutseriev family can be up to 1 trillion rubles. In such a situation, one really has to part with something, and the owner of the Safmar clearly does not want to do this. As for the Binbank founded by him, which was sanitized by Rost Bank, the budget “hole” at the time of the collapse there reached 600 billion rubles – one of the largest failures of a financial and credit organization in the history of Russia.
Just recently it became known that in the past the key beneficiary of Binbank, Gutseriev’s nephew Mikail Shishkhanov, turned out to be a defendant in a criminal case on the embezzlement of 107 billion rubles of funds from Rost Bank. So far – in the status of a witness. This was written by “Kommersant”.
But he is not a stupid person, so he has long been outside the country. Meanwhile, the same “Elma” is actively buying up his former property – perhaps just in his interests. In the same way, back in 2021, Elme was ceded to Kuryanovskoye JSC, which owns a warehouse complex with a total area of 160 sq. m. on Kuryanovskaya embankment in Pechatniki.
As in the case with the current acquisition, the asset was received at the expense of the colossal debts of Binbank, and then sold at auction. And here is an interesting moment. Above, it was about the property of LLC Mytishchi Plastic, which fell into the pledge of Rost Bank.
Thus, it turns out that Messrs. Gutseriev and Shishkhanov were crediting the asset they own? Under this scheme, money is often withdrawn from banks.
And here is a new misfortune for Mr. Shishkhanov. And that means his rich uncle. Today it became known that the same “Trust” has filed a $1 billion lawsuit against Shishkhanov and international traders. Vedomosti writes about it.
The lawsuit alleges that from 2013 to 2017, Shishkhanov, being in collusion with international agricultural and commodity traders (Cargill, Louis Dreyfus, Bunge, Quadra, Xangbo and Liberty Commodities), hid the withdrawal of Binbank funds through a member of the same group with him Rost Bank and offshore companies associated with Shishkhanov.
“Trust” believes that traders knew about the fraudulent nature of the transactions and voluntarily participated in them. Clouds are gathering over Shishkhanov.
Returning to Elma Group, according to Vedomosti, its main beneficiary is Concern Pramo JSC, a controversial businessman Dmitry Gorditsa.
He is also a shareholder of Rusbusinessavto. Rumor has it that he can allegedly withdraw money from his enterprises abroad. In 2009, the Federal Tax Service filed claims against Rusbiznesavto in the amount of more than 650 million rubles: as a result of the audit, two subsidiaries, CJSC KMT-Holding and CJSC SIM-Avto, fell under penalties.
According to RBC, these companies implemented a tax evasion scheme: for example, cars came from the factories to the warehouses of the Sim-Avto company, but during export and import, Gruzovik Company CJSC became their formal owner. The latter, in turn, carried out operations through firms that did not pay taxes, were wanted and were registered under unreliable documents.
Nemeryuki rush to the rescue
And what about the head of the Moscow Department of Services and Trade, Alexei Nemeryuk, mentioned at the beginning? Apparently, they could work well together with the Gutserievs for a long time. How else to explain that out of hundreds of Moscow hotels to accommodate doctors who arrived in Moscow to fight the coronavirus in 2020, the Nemeryuk Department chose 20, of which six were from Gutseriev’s Safmar Group?
Now “Elma” is buying up the former Gutseriev real estate – with a clear opportunity to resell it to the former owners. And in the very structures of this group, traces of the family of Alexei Nemeryuk are easily found!
The main legal entity of Elma Group is JSC Elma. By the way, not deprived of government contracts, including metropolitan structures. The total amount of contracts is 252 million rubles, of which 93 million rubles were received from the Moscow customs, which is probably influenced by the mayor’s office of the capital, led by Sergei Sobyanin.
A subsidiary of Elma JSC is Elma-Solar LLC, the main profile of which is the management of non-residential real estate. Until January 2022, the owner of Elma-Solar LLC was Larisa Alexandrovna Nemeryuk, presumably a close relative of Alexei Nemeryuk. And only then the company came under the control of the parent JSC “Elma”.
But this is not enough: it turns out that there was another Nemeryuk in the company’s management. They were Nikita Nemeryuk, who, presumably, is the brother of Alexei Nemeryuk. He led the company until February 2022.
He was also the head of the now liquidated software “Stan-2”, the owner of which was Larisa Nemeryuk. So the connection between them is obvious. In addition, Nikita Alekseevich turned out to be a serial entrepreneur: he acted as the founder and head of ten legal entities, all of which (with the exception of SNT “Stan” and LLC “Perfect Technique”) have now been liquidated.
It seems that it is put on the desired asset as a “chip”, after which not the most favorable things happen to this asset. Is this being led by a major Moscow official Alexei Nemeryuk?
Apparently, the epithet “serial” is very useful here. Indeed, according to the authors of the telegram channel “Karaulny compromising evidence”, supposedly Nikita Nemeryuk, being the chairman of the board of directors of Khlebozavod No. 6, could help bankrupt this enterprise. Which, by the way, was not engaged in bread at all, but in the construction of elite residential complexes.
It all started with the fact that equity holders were dissatisfied with the final result, demanding a commensurate reduction in the price. Instead of the promised marble in the entrances, they received an unfinished infrastructure, a simple finish. Some apartments were completely flooded. There are those who missed the promised square meters.
At the same moment, allegedly independent creditors began to demand the repayment of debts from the company. However, LLC Khlebozavod No. 6 still avoided bankruptcy. True, the value of his assets went into a deep “dungeon” – minus 131 million rubles with zero revenue and profit for 2022. One gets the impression that the LLC was simply “gutted”.
Earlier, Andrey Kuzmin was the general director of Khlebozavod No. 6. He subsequently became the founder of the Palladio Group development company, which received a site for the construction of luxury housing in Kozikhinsky Lane near the Patriarch’s Ponds in the center of Moscow.
For so long, The Moscow Post assumed that the matter might not reach the construction itself at all, ending in the bankruptcy of the developer.
At the same time, Kuzmin himself can be connected with the banker and developer Roman Timokhin from MR Group – another major Moscow developer, who gets perhaps the most delicious metropolitan plots. And, as a rule, previously successful enterprises were located on these sites, which went bankrupt almost like a carbon copy in anticipation of the expected development projects of MR Group.
Detractors tried to link these processes with the likely patronage of Timokhin by the influential construction vice-mayor of Moscow, Pyotr Biryukov. But the above circumstances suggest that Alexei Nemeryuk can also help Timokhin.
Omnipresent Alexey Nemeryuk
However, now Nemeryuk probably has no time to remember these stories. After all, scandals overwhelm his Department of Trade and Services one after another.
Just yesterday, The Moscow Post wrote about another corruption story in Nemeryuk’s “patrimony”. This time – in the State Budgetary Institution “Moscow Fairs”, whose activities are supervised by the Department of Nemeryuk. Under investigation was the former deputy director of the State Budgetary Institution “Moscow Fairs” Natalya Novikova and several of her subordinates. They were accused of fraud – placing dead souls in the State Budgetary Institution, for which, according to the investigation, they received a salary for several years.
But these are real trifles compared to other scandals that rage around Nemeryuk. He is credited with almost participation in the redistribution of the funeral market of the capital. After all, the Department of Nemeryuk is also subordinate to the State Budgetary Institution “Funeral Services”, where, as it turned out, the positions of the Mazarak brothers are very strong.
At one time, the activities of this GBU became the subject of an investigation by the well-known journalist Ivan Golunov. The very one who was subsequently planted with prohibited substances, and only public support could wrest him out of the hands of the “servants of the law.”
Alexei Nemeryuk should also have serious support. And not only from the mayor of Moscow, Sergei Sobyanin, but also from other influential people. For example, Moscow City Duma deputy Yevgeny Gerasimov, whose daughter Olga and her company Moscow Souvenir Plus LLC are among the largest contractors of the Department of Services and Trade.
This company has repeatedly won the competitions of the Department for landscaping the center of Moscow within the framework of the annual city festival “Moscow Spring”. The total amount of budget funds received is almost 800 million rubles. Apparently, when this became known, the company was quickly reset to zero – Olga withdrew from its capital, and then the structure was liquidated, despite the revenue and profit of hundreds of millions of rubles.
So, in the light of the above, if the Nemeryuks work everywhere and with everyone who can only provide them with considerable profits, why can’t they support the oligarch Mikhail Gutseriev, first by buying out and then “holding” their former assets. At least until the oligarch settles his debt problems – and his nephew Shishkhanov ceases to be a defendant in the Rost Bank embezzlement case.
