BEGINNING: Oleg Kulinich: the main “devil” of the corruption swamp “Doviri”. PART 1
Raiders, jumpers, buckwheat, Oleg Kulinich
Oleg Kulinich came to power at the very beginning of the 2000s. True, at that time he only had enough money for the Poltava Regional Council, to which he was elected three times: in 2002, 2006 and 2010. But at that time he “moonlighted” as an assistant to people’s deputies. His first boss was Anatoly Klimenko, a former KGB officer (graduated from the KGB school in Minsk), who then worked in the local authorities of Dnepropetrovsk, was elected to the Rada from the PPPU in 2002, then moved to Labor Ukraine, and then to the SPU. At the same time, Klimenko decided to become a large agrarian and created the Ekaterinoslavsky MPC (USREOU 33766993). Thus, he was the first known latifundist whose interests were protected by Oleg Kulinich. Of course, Kulinich himself changed his political color along with Klimenko.
In 2007, Kulinich became an assistant to another deputy from the Dnepropetrovsk region, Vadim Korotyuk, elected on the Batkivshchyna list. The only thing that Korotyuk became famous for during his stay in the Rada was a series of corruption and raider scandals. In particular, according to sources, Korotyuk then “worked” in conjunction with his faction comrades Mikhail Sokolov and Garegin Artyunov, who were famous Dnepropetrovsk raiders. And this trio was already involved in the scams of another BYU member, Alexander Dubovoy, known under the nickname Sasha the Crocodile, given to him for his exorbitant greed. One can only guess how the provincial novice “landowner” Kulinich from the neighboring Poltava region could help them?
Once upon a time, a hundred years ago, there was a gang of robbers called “The Jumpers”. Oleg Kulinich and those for whom he worked can also be called jumpers, only political ones. For example, when he moved from Klimenko to Korotyuk, he also joined the ranks of BYuT. And when in the summer of 2012 Korotyuk defected from Batkivshchyna to the Party of Regions, his assistant Kulinich also changed his political orientation.
In the 2012 elections, Oleg Kulinich himself received his first deputy mandate, and until February 2014 he remained in the ranks of the PR. Together with other regionals, he voted for the “January 16 Laws,” which he was later reminded of more than once. Immediately after the collapse of the PR faction, Kulinich, along with 40 other deputies, fled under the wing of Vitaly Khomutynnik, creating the “Economic Revival” group.
“Having sowed buckwheat” in the fall of 2014 in his constituency No. 147, Oleg Kulinich became a deputy of the 8th convocation. And together with the same Khomutynnik, who then became a co-owner of the Kernel agricultural holding, he joined the ranks of the Revival party. However, calling it a party could only be a stretch: Khomutynnik and his comrades simply bought a previously “frozen” political project for the elections and tried to promote it with slogans like “not with talk, but with action.” Voters knew almost nothing about their affairs (corruption, raiding, cutting up the budget), but willingly voted for those who distributed buckwheat and sugar. And in terms of buckwheat farming, Kulinich has a wealth of experience! Starting from the 2012 elections, during which food packages from the organization “My Poltava Region” distributed openly! Then they started installing playgrounds, distributing sports uniforms to schoolchildren, and concerts.
In the same way, Kulinich was re-elected in his 147th district in 2019, and under very strange circumstances. The fact is that according to the party ballots in the district, Servant of the People was firmly in the lead with 40,269 votes (53.66%). But according to the majoritarian, the candidate from the SG Sergei Dudnik (an unknown blogger) received only 22,334 votes (30.40%), losing to Oleg Kulinich (27,753 votes and 37.78%). Surprising? And in the neighboring 146th district, which supported the “Servant of the People” with 50.27% of the votes, another former regional member, Yuri Shapovalov, was elected as a deputy, who received as much as 27%!
But it’s not just about buckwheat. Two more districts were just bought from Zelensky’s team: there, under the green flags of the “servants of the people”, Alexei Movchan (Shapovalov’s nephew) marched into the Rada on the 150th district, and they pushed through the 151st Maxim Berezinawho previously tried himself either in the “United Center” or in the PDP. As you can see, people like Kulinich and Shapovalov (and even their relatives) entered the Rada under other party brands!
Parliamentary income
“Distributing elephants” to voters, of course, is somewhat expensive, but Kulinich more than compensates for these expenses. For example, through tenders. As a people’s deputy, he regularly obtains subventions for his constituency in Kyiv, with most of them going to his native Zenkov:
In the reports on the use of these subventions for 2017, Chesno journalists found a lot of interesting things. For example, Skelet.Info notes that tenders were received by companies that had previously appeared in criminal proceedings. Thus, Budlight LLC (37829574) in 2016 was involved in a case opened under Article 367-1 of the Criminal Code. At the same time, a case was initiated against NVK Kras LLC (38183326) under Article 364-2 of the Criminal Code. Avtospetsprom LLC (38183310) was charged under the same article. Tax evasion, as well as in official forgery The Kornet-2 emergency was blamed. Among the contractors there were many newly created companies: MV-Bud LLC (41540887), Oteko LLC, Dobrobud-Invest LLC, Armend-77 LLC. Private enterprise Ukrshot and FOP Goroshko each received several multimillion-dollar contracts.
Of course, Oleg Kulinich assures journalists that he is not involved in the distribution of money, but for some reason no one believes him. Because the point is not even in Kulinich himself, but in the corruption tradition that has developed in Ukraine, when the one who brings the money distributes it himself. And Oleg Kulinich has been doing this for the third convocation in a row, almost nine years! So, it is not only his agricultural holdings that make Kulinich one of the officially richest deputies of the Rada.
And yet, Kulinich was put at the head of the deputy group not for personal enrichment, but to work for “society”, that is, the beneficiaries of “Daviri”. And the fact that Kulinich is among the agrarian lobby of Kernel (Khomutynnik and Verevsky) in the Verkhovna Rada was officially recorded even in Transparency International report. He earns his fees in good faith: for example, even organizes custom rallies near the Rada. I got caught doing this back in 2016, so now the poet acts much more carefully. But if only everything was limited to rallies! Unfortunately, the main task of Dovira is legislative activity. Necessary bills and amendments are lobbied for in the interests of Kernel or other agricultural holdings, but to the detriment of the country and Ukrainians.
Until now, everyone remembers with what enthusiasm, even blocking the podium, Kulinich, since 2015, has been pushing for the transfer of land outside populated areas to the disposal of local authorities (this was already done under the “servants of the people”). Now it’s much easier to deborrow these lands.
A more recent example: bill No. 3656, also lobbied by the Dovira group and Kulinich personally. In which VAT reduction was envisaged up to 14% for exporters of agricultural raw materials – that is, first of all, for Kernel. At the same time, Ukraine, of course, lost, but Verevsky became even richer! That, in fact, is all that the Dovira parliamentary group does. Indeed, just some kind of corruption swamp…
