JSC “Kyivgaz” on January 3, without bidding, entered into an agreement with the lawyer association “Lex Group” on legal services for UAH 2.40 million. This is reported in theProzorro“, they write Our money.
The provision of legal aid (advocacy) services was ordered for 2023. The rest of the details are unknown because the contract has not been made public. This law firm received an order from Kievgaz for the first time. Previously, the same company hired others without bidding: in 2021 – Ader Haber Lo JSC on 979 thousand UAHand in 2020 – Ader Loyers JSC for 980 thousand UAH.
The founders of the capital “Lex Group” are director Sergei Bazilevsky, Irina Varakuta, Sergei Vinokurov and Rustem Akhmetov. The last one is deputy Kyiv city council from the party “OPLE”, and Bazilevsky as his assistant. In 2021, Akhmetov promoted the use of the Russian coronavirus vaccine Sputnik V in Ukraine, but the profile commission of the Kyiv City Council rejected draft decision about contacting the government. In 2010-2014, Akhmetov headed the Ukravtogaz Subsidiary of NJSC Naftogaz of Ukraine, in 2006 – the Department of Legal Support of the Ministry of Energy, in 2002-2005 – the legal department of Naftogaz, and in 2001-2002 – the legal department, where he was to the board.
The founder of “Kievgaz” is the Department of Communal Property of Kyiv. The shareholders are PJSC “Company Kievenergoholding” (60%), the community of Kyiv (28.5%) and Cyprus “Rilosal Capital Limited” (5.5%). In turn, Kyivenergoholding is 61% owned by a Kyiv company, another 14% owns the Cypriot Densec Limited, and 25% owns the British Artio Global Investors Ltd, registered with Glentex Finance Limited of an unknown jurisdiction.
Since 2010, the board of Kyivgaz was headed by Sergey Gorovoy, the son-in-law of Yuriy Boyko, leader of the OPF parliamentary faction. After the death of Gorovoy in 2019, Andrey Vingranovsky, the husband of Yulia Levochkina, the sister of Sergei Levochkin, headed Kievgaz. The Lyovochkins also represented the HLE in the Verkhovna Rada, but Yulia Lyovochkina drew up a mandate in 2022.
Kievvlast has repeatedly written that Kievgaz is controlled by the Lyovochkins. And in another text, the publication writes that Boyko, together with Lyovochkin, retains control over Kievgaz, despite the fact that another of their firms, Kievgazenergy, is suspended from gas supplies to Kievans.
