Oleksandr Kamyshin, Chairman of the Board of the Joint Stock Company “Ukrzaliznytsia” and/or his subordinates conceal data on the use of subsoil, which is the object of the property rights of the Ukrainian people in accordance with Article 13 of the Constitution of Ukraine.
In particular, the results are concealed activities of the Ukrzaliznytsia quarry, which, even before the start of the full-scale war of the Russian Federation against Ukraine, generated damage worth hundreds of millions of hryvnias and was the subject of numerous law enforcement investigations. On September 14, 2022, we turned to the Chairman of the Board of Ukrzaliznytsia Alexander Kamyshin with an official request (scanned copy below). Among other things, we asked for:
- How many and what kind of valid special permits does Ukrzaliznytsia have?
- How many minerals were mined in 2021 and the first half of 2022?
- What are the production and financial results of Ukrzaliznytsia in 2021 and the first half of 2022?
- How much crushed stone was produced and at what prices was it sold?
- How much rent did the company pay for the use of subsoil?
- Ukrzaliznytsia’s management still plans to privatize the quarries — or have the plans that the company announced earlier have changed?
- Who exactly in the management of Ukrzaliznytsia is responsible for efficient managing a company's quarry?

Starting from the first ten days of October, the press service of Ukrzaliznytsia promised us that just about, and the answer to our questions would be ready and provided. We heard a promise to send a response to our request for information almost every week.
In the end, perhaps the only thing that we were still told about was that for the management of the quarry economy in the leadership of Ukrzaliznytsia, apparently, the responsible member of the board Yevgeny Shramko. They say that it is he who coordinates the activities of the Industry Control Center branch, which manages quarries, which is headed by Alexei Osman. At the same time, we got the impression that Ukrzaliznytsia officials are concerned about our issues, and some of them believe that no information can be provided, justifying the martial law regime (in force in Ukraine against the backdrop of a bloody war unleashed by the Russian Federation against our State).
We asked you to answer questions that can be answered. As for the rest, they were asked to clearly indicate the legal grounds for refusing to provide information on each item. We were promised to respond to the request by the end of the working day on November 10, 2022.
Unfortunately, for almost two months we have not received any official response from Ukrzaliznytsia about the activities of the quarry.
With deep gratitude and respect for the significant role that the friendly professional team of Ukrzaliznytsia has played, continues to play and, no doubt, will play in saving citizens and businesses, restoring the economy of our State, we consider it unacceptable to hide the results of subsoil use – hiding behind the regime. Since the unprofitability of the quarry economy of a state company ultimately places an additional financial burden on the state budget, on every private company and every citizen.
It is also outrageous that the results of quarry activity in Ukrzaliznytsia are hidden even after the statement of the Bureau of Economic Security, which was published on September 21, 2022 – a week after sending our request.
As we wrote earlier, a branch of one of the state joint-stock companies in BEB were suspected of non-payment of UAH 1.3 billion in taxes. The identifying features mentioned in the Bureau's release slightly indicate that we are talking about the Industrial Control Center (MCC) branch, whose activity “is to meet the needs of critical infrastructure enterprises in the supply of crushed stone, sand, sleepers, other products, etc. .d.”
We quote the BEB release:
“…The branch in previous years declared losses in the amount of UAH 324 million and UAH 51.7 million, respectively. At the same time, the annual plans for the extraction of crushed stone products were only half completed.
Based on the results of monitoring market prices, BEB analysts found that agreements for the supply of crushed stone products were concluded by the branch for storage facilities (business entities) without an auction, moreover, at prices three times lower than market prices. In turn, storage facilities sold products, including to state-owned enterprises, already at market prices.
It was also revealed that during 2020 agreements were concluded for the supply of crushed stone products with more than 100 storage facilities, for a total over UAH 1.4 billion, and for 2021 — for a total amount of about UAH 180 million, which is 8 times less compared to 2020.
The probable amount of income lost by the branch may be more than UAH 3.4 billion, and the amount of unpaid taxes (VAT and corporate income tax) to the state revenue may be more than UAH 1.3 billion.
