In Saratov, the head of the rehabilitation center “New Life” Dmitry Krechin and the administrator of the institution Anton Melnik were detained. According to the Investigative Committee of the ICR for the Saratov region, the head of the rehabilitation center provided services to help drug addicts in a private home. At the end of February, he and other rehab patients, according to investigators, tied up a 25-year-old man and left him on the street, as a result of which the latter died.
In Saratov, the security forces detained the director of the New Life rehabilitation center, 34-year-old Dmitry Krechin, and the 30-year-old administrator of the rehab, Anton Melnik. This was reported in the Investigative Committee of the TFR in the Saratov region. According to the investigation, Dmitry Krechin provided paid services for the treatment of alcohol and drug addiction in a private home. Anton Melnik helped him with treatment.
On February 26, the leaders of the rehabilitation center, together with the patients, wrapped a 25-year-old man in a carpet, wrapped him in tape and left him on the veranda of the house for several hours. As a result, he died of hypothermia.
The Investigative Committee clarified that a criminal case was initiated against the detainees under Part 3 of Art. 127 of the Criminal Code of the Russian Federation (illegal deprivation of a person’s freedom, not related to his abduction, committed by a group of persons by prior agreement, with the use of violence dangerous to life and health, negligently resulting in the death of the victim). The suspects are being investigated.
According to the Shot Telegram channel, the deceased is Ruslan Mansurov from Saratov, who has been in rehab for several months.
According to kartoteka.ru, Dmitry Krechin worked as an individual entrepreneur, among the permitted activities of which are “home-based assistance activities for people with developmental disabilities, the mentally ill and drug addicts.” Narcological clinic “New Life” is located in a private house in the Kirovsky district of Saratov on Melnichnaya street.
The case of the Novaya Zhizn leaders is not the first such case in the region. In November 2018, the FSB department for the Saratov region conducted a special operation in two rehabilitation centers for alcohol and drug addicts – “Start” and “Decision”.
Then the Investigative Department of the TFR for the Saratov region opened a criminal case under paragraphs “a”, “g”, part 2 of Art. 127 of the Criminal Code of the Russian Federation (illegal deprivation of liberty of two or more persons by prior conspiracy).
Investigators said that in the course of rehabilitation, methods of influence were used on patients, including those that degraded their human dignity.
For faults, addicts were deprived of food, sleep and medicines. For violating the rules of the regime, people were punished, bordering, according to the security forces, on torture. In particular, patients were forced to wear weights around their necks during the day, their hands were tied, and they were forbidden to sit or lie down.
The cost of staying in the center was 60–70 thousand rubles. per month. The average course duration is six months. Both institutions were located in the Zonal settlement in Saratov.
In February 2019, Alexey Glebov and Alexey Provotorov, the heads of the Decision rehabilitation center, tried to pay a bribe in the amount of 450,000 rubles. to an FSB officer for terminating a criminal case on illegal imprisonment, for which they were each sentenced to a year in a strict regime colony. On the results of investigations of the case under Art. 127 of the Criminal Code of the Russian Federation, law enforcement agencies did not report, there are no corresponding cases in the files of the Saratov courts.
