The prosecutor’s office of the Yaroslavl region conducted an inspection on the fact of violations of the requirements of the law in the implementation of the national project ” Safe and quality roads. The results of the examination became the basis for initiating a criminal case on fraud on an especially large scale.
In 2020, the Agency for the Municipal Order of Housing and Public Utilities of Yaroslavl signed an agreement with the Moscow company Vostok Zapad Transit to carry out repair work on local roads. The contract value was more than 130 million rubles.
It should be noted that the capital transport the company most often cooperates with the Yaroslavl region. According to SPARK, for all the time the organization was able to earn 1.1 billion rubles for 23 contracts.
The prosecutor’s office found that “Vostok Zapad Transit” violated state standards in the performance of services. Thus, the contractor did not comply with the warranty period of operation, and also used low-quality materials when laying asphalt. These violations became the basis for initiating a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale).
The region is one of the worst subjects of the Russian Federation in terms of road conditions. This is evidenced by the final rating of 2022, where the Yaroslavl region took 77th place. It should be noted that only 30.4% of highways of regional, intermunicipal and local significance met the requirements.
The Governor of the region, Mikhail Evraev, decided to allocate 1.3 billion rubles in 2023 to improve the quality of the road surface. However, the media doubt that the budgetary funds are spent for their intended purpose.
At the end of May, the Investigative Committee detained several officials from Evraev’s administration. They are suspected of taking bribes for patronage of the Movista company. The head of the regional Department of Transport Tatyana Cheremnykh became a defendant in the case.
