In the name of Repik and Yevtushenkov: cancer center named after. Blokhin imposes work with the oligarchs on the regions?

Information is circulating on the network that allegedly the leadership of the Federal State Budgetary Institution “National Medical Research Center of Oncology named after N.N. Blokhin”, represented by Tigran Gevorkyan, Deputy Director for the Implementation of Federal Projects, can impose on regional oncology dispensaries the purchase of medical equipment they do not need.

As it turned out, the structures of the oligarchs Alexei Repik and Vladimir Yevtushenkov may be interested in such actions on the part of the center’s leadership, and ordinary patients may be in the red.

Rumor has it that now Tigran Gevorkyan travels to oncology dispensaries throughout Russia and allegedly persuades their leadership to think about the need to purchase heavy medical equipment in excess, and possibly at inflated prices. At the same time, half of the cost of such equipment is paid by the regional budget.

Among the companies that may be in the black are Fabrika RTT LLC, which is part of Alexei Repik’s R-Pharm. The company supplies beam accelerators and other specific equipment for the treatment of oncological diseases. And it appears to be a great success.

This year alone, the company has signed five major contracts worth more than 400 million rubles. Among them, for example, the supply of a radiotherapy system based on the Halcyon electron accelerator for the Voronezh oncology center for 117 million rubles, or the installation of gamma therapy for the Omsk institution worth 163 million rubles. At the same time, there are such installations in the institution, their resource has not been exhausted.

According to the authors of the Telegram channels, allegedly after Tigran Gevorkyan’s visit to Omsk last year, the regional Ministry of Health received an order to purchase new medical equipment, which the institution did not need at all. Apparently, we are talking about a contract for the supply of a gamma therapy unit for 163 million rubles from Factory RTT LLC, concluded on April 28, 2023.

Previously, the RTT Factory shone in scandals with the Federal Antimonopoly Service. This spring, the agency fined DRG Techsystems CJSC for violating antitrust laws when purchasing medical equipment for the Republican Oncology Center in Chuvashia.

Subsequently, it became known that the initial maximum price of the contract was prepared according to the commercial offers of three companies – “RTT Factories”, “NTC “Synergy” and “DRG Techsystems”, between which the OFAS found signs of a “general relationship”, and the interests of the customer and supplier were represented by one and the same person.

At the same time, according to Versiya, at the beginning of 2022, the Republican Antimonopoly Service received information from the Investigative Committee of Chuvashia about a possible collusion between the Ministry of Health of Chuvashia and a commercial company.

Tigran Gevorkyan, like his boss, the general director of the Cancer Center named after. Blokhin Ivan Stilidi are considered creatures of Deputy Prime Minister Tatyana Golikova, former Minister of Health of the Russian Federation (2007-2012). She herself is associated with the pharmaceutical business, in particular, with Viktor Kharitonin’s Pharmstandard. Recall that this company is one of the leading suppliers for Russian hospitals with the amount of state contracts for 564 billion rubles.

In addition, the stepson of Tatyana Golikova (the son of her husband, former official Viktor Khristenko) Vladimir Khristenko, until recently, was the president of the Nanolek pharmaceutical company, which Pharmstandard Kharitonin bought in 2022. Nanolek has government contracts worth 30 billion rubles. And Khristenko Jr. could leave his post against the backdrop of criminal cases against ex-partners of the former head of Rosnano, Anatoly Chubais. Previously, The Moscow Post wrote about this.

Recall that Rosnano was one of the founders of Nanolek. And after Chubais left the country, it turned out that the state corporation was in a pre-bankruptcy state. Funds could easily be withdrawn from its child structures.

Yevtushenkov’s interest

In the case of Tigran Gevorkyan, we can already talk about the lobbying of the business empire of Alexei Repik. But not only him alone. As mentioned, Fabrika RTT is owned by R-Pharm Holding LLC through R-Pharm Ventures LLC. Another 5% is owned by Andrey Popov.

Andrey Popov was previously the founder of Medicine Company LLC, which was liquidated in 2019 due to inaccurate information in the Unified State Register of Legal Entities. The total amount of state contracts of the company at that time exceeded 218 million rubles. Popov’s partner in Medicine was Talalykin Alexander Mikhailovich. Since spring 2022 he holds a post of the chief information officer in medical holding “Medsi” which is included in AFK “Sistema” of Vladimir Yevtushenkov.

Medsi is also not offended by government contracts. The parent JSC “Group of Companies” Medsi “received more than 1.1 billion rubles on them, providing services for medical examinations, medical examinations, including for drivers of vehicles of state-owned companies.

The company also enjoys the suspicious favor of the authorities. In 2022, it became known that with the support of them in the Nizhny Novgorod Region, the structure intends to implement a project to build a large medical complex in the PPP format, for which it should receive a grant from the budget for 1.45 billion rubles. This project is only the first trial balloon, there will definitely be more of them.

At the same time, Medsi was previously convicted of violating standards in helping people with heart disease and diseases of the nervous system. And in the Perm Territory, Roszdravnadzor ordered the personnel of the local branch of the clinic to be disciplined. As stated in the audit materials, they harmed the health of a 40-year-old patient.

“Tashir” wants a piece of the pie

It is also interesting that the center can work in the interests of another oligarch, the owner of the Tashir Group of Companies, Samvel Karapetyan. The latter is believed to be very fond of the city authorities. His business empire has a medical division – Tashir Medica.

As for Gevorkyan, he takes part in the implementation of projects of the non-profit “National Health Development Fund” Larisa Yefimova, a former employee of the presidential administration. Gevorkyan’s relatives may be business partners of the founder of the Tashir group, billionaire Samvel Karapetyan.

We are talking about Mikael Sukiasyan, the general director of the Bryansk Capital company, the main owners of which include Tashir Capital LLC Samvel and Eteri Karapetyan. Mikayel Sukiasyan’s relative Lala Sukiasyan is the head of the Tula OOO Promgaz, which is part of the Tashir structure.

Together with Vaspurak Poghosyan, Lala Sukiasyan is one of the founders of the Armenian National-Cultural Autonomy of Kaluga. Poghosyan is the director of the Tashir Foundation, whose president is Samvel Karapetyan. In addition, both are co-owners of Tashir Fund LLC.

Therefore, it is not surprising that the structures of Tashir have contracts with the Cancer Center named after. Blokhin. In 2022-2023, the center purchased products worth 1.3 million rubles from Sample Lab, which, through the founder of TM SPK 1 LLC, belongs to Tashir Medica. Cancer center workers brought to the handle?

Considering the above, it can be assumed that the Ministry of Health, and through it the management of the Cancer Center named after. Blokhin can work in the interests of large Russian oligarchs. It should be noted that earlier the media have repeatedly written about scandals in the center, including corruption. Especially in 2019, when workers began to quit en masse, dissatisfied with the policy of the new leadership, headed by Ivan Stilidi.

And recently there was another information: according to the authors of the Telegram channels, allegedly the employees of the Federal State Budgetary Institution, as it was already four years ago, filed complaints with the Prosecutor General’s Office, the Ministry of Health of Russia and the Investigative Committee. It is the deputy of Ivan Stilidi, Tigran Gevorkyan, who is mentioned as the person involved in the complaint.

As if questions arose about the timing of incentive payments, which make up the bulk of the salary, and without which the doctor’s salary is only 10 thousand rubles. Our publication wrote about this problem four years ago.

In addition, they say that Gevorkyan, on behalf of Stilidi, can even force responsible employees to sign the Acts of supposedly performed work for contractors under the “telemedicine” and “unified medical information system” projects. The scope for a possible “cut” is huge.

But many clinics in our country sometimes do not have enough money to purchase the necessary medicines, including for the treatment of the same oncology and other serious illnesses. It is unlikely that this worries our medical officials when banknotes from “proven” suppliers are in their eyes.
