According to the correspondent of The Moscow Post in the Novosibirsk region, a scandal unfolded around the requirements for the regional operator for the treatment of MSW LLC Ecology-Novosibirsk as part of the first bankruptcy procedure – supervision.

The company is a subsidiary of VIS Group of Companies, controlled by Igor Snegurov and his partner Dmitry Doev. It is also a waste management company. There are a lot of scandals around the company, outstanding obligations and government contracts for billions. It looks like it will be difficult for the beneficiaries to pull off a bankruptcy scheme to get out of the water dry.

Communal bankruptcy

Back in 2021, Ecology-Novosibirsk asked to be declared insolvent due to debts of 1.9 billion rubles.

And now, after the introduction of the first bankruptcy procedure, supervision, a large-scale confrontation unfolded around the demands of affiliated structures. Thus, the creditors categorically opposed claims of more than 321 million from the EcoTrans-N company, indicating that both the applicant and the debtor are members of the VIS group. According to experts, the debts were formed in order to gain control over the procedure to the detriment of the other participants in the dispute.

In Novosibirsk, the company brought many problems to the residents. She implemented several projects in the region at once. The choice of Ecology-Novosibirsk as a regional operator was not accidental. In July 2016, the VIS Group signed a concession agreement with the regional government on the construction of two waste sorting plants for a period of 40 years. As of today, it has been suspended.

Then it was rumored that the governor of the Novosibirsk region Andrey Travnikov could be pressured, since the “daughter” of “VIS” was the only participant in the competition.

As soon as the company started operating in 2020, Novosibirsk began to turn into a dump. The reason was then called non-payments of the regional operator “Ecology-Novosibirsk” to its contractors, because of which the carrier companies “LaTrans”, “EcoLine” and “Eco-line” left the market at the beginning of the year.

The firm was clever at making up excuses for non-fulfillment of obligations. For example, in March and April 2021, she explained the problems of garbage collection with the fact that garbage trucks could not get to the city center due to snow, after which breaking garbage trucks and parked cars were to blame. But despite all her failures, she received huge government orders. So she received 520 million rubles – as a supplier, and over 5 billion – as a customer. Where the money went is not clear.

Hung-up long-term construction

The VIS group has managed to become famous in the region for other things as well. So, for example, the company built, but never completed, seven polyclinics – objects that the city really needs.

The concession agreement for their construction was concluded in 2018 and is designed for 10 years. Initially, the value of the contract was 6 billion rubles. The Seventh Concession Company, a subsidiary of the VIS, planned to engage in direct construction. But from the moment of signing, the cost of creating facilities, taking into account the cost of equipment for polyclinics, suddenly increased to 9.7 billion rubles.

It was planned that in 2023, medical institutions will already receive patients. In November 2021, the Minister of Economic Development of the Novosibirsk Region, Lev Reshetnikov, said that the cost of building polyclinics had already increased to 14.99 billion rubles.

Later, delays began with the commissioning, and now it has become completely known that the Novosibirsk Ministry of Health has sued the company. According to Kommersant, the amount of claims is 54.6 million rubles.

Another big project in Novosibirsk is the construction of the fourth bridge across the Ob. The project was launched in 2017. But towards the end of 2021, VIS announced an increase in the estimate by 6.5 billion rubles. Allegedly, an error was made in the calculations. Here, as with polyclinics, nothing happened on time. Probably, the bridge will become a new huge long-term construction with a lot of traffic jams and inconvenience for the population.

Gold, friends and relatives

The problem of all projects and schemes with bankruptcies looks like VIS Group has no money. However, if we raise the data, then in 2021 the company earned a total of 502 million rubles with a revenue of 765 million rubles.

It turns out that there are funds, but they are invested in other projects. For example, in the development of the Kyuchus gold deposit in Yakutia. Earlier, The Moscow Post wrote that the White Gold company, one of the beneficiaries of which is Dmitry Doev, received a license to mine gold at this deposit.

In addition to a company in which money can be poured in, Doev also has good connections. The patron of the businessman is the head of Gazprom, Alexei Miller. His ill-wishers call the VIS group a laundry through which Gazprombank’s money is laundered. This writes “Glavk”.

However, this time, Miller is unlikely to help Doev: the fact is that “Dmitry Doev’s legacy” has recently been generating major conflicts around Gazprom’s assets. In addition, as Pravda UrFO reports, the Federal Tax Service and the Ministry of Internal Affairs have already turned their attention to financial schemes.

Apparently, Dmitriev Doev and his partner Igor Snegurov will have to get out of the new scandal on their own. It is possible that both businessmen have not been in Russia for a long time, but simply withdraw money through their assets like White Gold. This indirectly confirms that Doev’s relatives are getting stronger in London.

So, recently there was information that a certain Anna Berkovich became the director of the recently registered London company ALIBRA INTERNATIONAL LANGUAGE SCHOOL LIMITED. Berkovich is called the ex-wife of Doev. Figured jointly with Anna Berkovich, and Mikhail Dmitrievich Doev (probably Doev’s son). It is noteworthy that, according to the above-mentioned database, Mikhail Doev is listed as a director of NEKTON SERVICES (UK) LIMITED, also registered in London.

If the firms of Doev and Snegurov really go through bankruptcy schemes, and this is more than likely even in the face of scandals, then the consequences for Novosibirsk will be sad. The townspeople will not soon move away from the garbage collapse, it is also unlikely that in the near future they will receive a new bridge across the Ob and clinics, because the oligarchs have more important things to do than social obligations.
