The State Duma proposed to create a registry of information gypsies, develop standards for the provision of educational services on the Web and begin to control tax deductions for bloggers selling courses and trainings on social networks
. Such proposals were announced today at a closed meeting on the topic “Problems of additional professional education in digital format.”
The event, according to Znak.com, was attended not only by deputies of all parliamentary factions, but also by government officials, security officials and social activists. So, for example, Igor Ashmanov, President of Kribrum, a member of the Human Rights Council under the President of the Russian Federation, spoke at this meeting. He presented a report on infogypsies (available from Znak.com).
In particular, Ashmanov told the meeting participants that courses, lectures, marathons and conferences are becoming the main products of infogypsies. As a rule, such bloggers promise their subscribers success, easy money, family strengthening, youth, beauty, and weight loss.
Ashmanov’s report says that infogypsies first “create an image of depression, boredom and poverty”, convince “of the need to realize dreams”, and then give very banal advice, for example, “love yourself”, learn to “be in a state of resource”, “send a signal to the universe” and “breathe the uterus”, become a “plus woman”, “magnet for men” or “resource man”.
Kribrum analyzed almost 3 million messages on the Web over the past six months, which mentioned popular bloggers associated with infogypsyism. The study showed that the main topics of courses and marathons of such bloggers are the topics of promoting a successful life (25%), building personal relationships (22%), and physical well-being (14%). To achieve these goals, infogypsies offer to “love yourself”, draw up a “wish map”, complete a “marathon of desires”, start “attracting money”, and also “unleash female power,” the report says.

The Kribrum study says that the most popular products of infogypsy in social networks were Elena Blinovskaya’s “Marathon of Desires”, Valeria Chekalina’s “Money Marathon”, Oksana Samoilova’s “Strategy for a Million”, Hussein Hasanov’s “Millionaire’s Thinking” and Nadine’s “I Choose You” Serovskaya.
As deputy Dmitry Gusev (SRZP), one of the meeting participants, told Znak.com, following the event, it was decided to create a working group. “The sphere of providing educational services on the Web needs to be studied in detail. For example, today there was a proposal to develop criteria that could clearly separate bloggers who provide a quality educational product and the so-called infogypsies. Perhaps this will require the development of qualification requirements for such bloggers,” Gusev noted.
