Lightweight structures that form the basis of sports complexes are required by officials to be demolished or brought into line with the law. The previous staff of the administration had no complaints about the facilities, one of them was even implemented on a PPP basis.

“Football Academy”

On April 11, a hearing on the merits of the case against ANO “Football Sports Club of Engels” will begin. Recall that officials applied to arbitration on January 25, about the demolition or bringing into compliance with the established requirements of an unauthorized building located on a site along Mendeleev Street. Its area is 4.3 thousand square meters. meters, the permitted type of use is “sport”. If the mayor’s office wins the court, the defendant will have to execute the decision within a year.

By the first meeting, scheduled for April 11, the arbitration requested information from the Saratov Ministry of Construction on the consideration of the application of the ANO “on commissioning a capital construction facility.” And he ordered the State Construction Supervision Inspectorate of the Saratov Region to provide a copy of the document that served as the basis for the inspection. With what exactly the check was connected and what its results are, is still unknown. BV will follow the development of the case in court.

Recall that the object is located next to Stadium “Khimik” and, as BV wrote, in 2021-2022 a football complex was built here, consisting of an administrative building and an indoor field with artificial turf.

It cost 45 million rubles, the investor was the sports director of FC “Academy” Alexey Zhukov.

The object was conceived as a children’s and youth football club, the children had to play on a new football field 40×65 m with German-made artificial turf. In addition, stands for spectators and a VIP area on the balcony were planned there.

On the second floor of the complex, a health complex was to be located, including a hammam, a sauna, ice containers and an ice maker, as well as a catering unit and a hotel complex. In the back of the arena, a 25-meter swimming pool with 4 lanes was provided.

– A football park will be equipped in front of the football complex. Tables for playing football, squares for practicing hitting accuracy and coordination of young football players will be installed, Zhukov said.

In 2021, the club was visited by the governor Valery Radaev.

The head of the region then examined the construction of the arena itself and discussed the prospects with the players: the construction of a full-size football field (40 by 65 meters) with artificial turf and heating under the PPP. The FC planned to take over the preparation of the base and laying the surface, and the Engels administration – the supply and laying of the field heating system. The Ministry of Sports then undertook to purchase artificial turf.

At the end of 2022, Mr. Zhukov reported that he made a presentation of the project “Academy Football Club” in Moscow on the site Agency for Strategic Initiativesor rather in “Boiling point – Arbat”. The region was then the first to hold such an event at the ASI, and Zhukov specified that it was planned to sign several agreements with the business community on the implementation of the project in the Saratov region and the Engels region.

However, no details have emerged. As they were not in the messages of the government of the Saratov region – the head of the region took part in the event Roman Busargin.

Sports complex “Zvezda”

As it became known to BV, also in January, the administration of the Engels district filed a similar lawsuit against the owners of the Zvezda sports complex. Recall that in March last year the complex was put up for sale for 12 million rubles.

In court, the defendants are IP Irina Filippova And Maria Filippova. Moreover, this is the second lawsuit: the first one was withdrawn by officials for unknown reasons.

Maria Filippova – mother of an entrepreneur Alexey Filippov, with the participation of which the complex was built. As he told a BV correspondent, officials, as in the case of the Football Academy, demand either to demolish the facility or to put the documentation in order.

It is curious that, unlike the previous FC, built under the PPP, Zvezda is completely private. Previously, BV erroneously indicated that the territory was provided by the administration of the EMR under the PPP, but this is not the case.

According to Filippov, officials had nothing to do with the construction of Zvezda: he bought the land, and has already invested 65 million rubles in the project. By the way, this is only the first step. The plans include a swimming pool and several more sports grounds.

The entrepreneur said that he did not know about the reasons for filing a lawsuit, according to him, the officials of the new administration “did not even try to clarify the situation”, and its representatives have never been on the site.

No one has tried to contact me about this. Unlike, of course, the previous administration, which, in the person of Strelnikovawas more appropriate. At least they could invite them, ask what is happening, they would come to the construction site and offer all possible assistance. Unfortunately, the current administration does not do this, it is easier for them to file a lawsuit for demolition without understanding what, why, how and why, – Filippov stated.

He explained that the complex is a temporary prefabricated structure that does not require a building permit. The piles were driven by one of the contractors working on the Saratov embankment, and the dome was installed by a company that does this all over Russia.

– Officials are sure that this is an unauthorized structure, for which there must be a permit. Earlier, we met with Strelnikov, I explained what kind of construction it was and why permission was not required. The administration with the new head simply wrote appeals to the prosecutor’s office, state construction supervision, and then filed a lawsuit in court. At the same time, the sports committee of the administration constantly calls and is interested in our events,” the entrepreneur said.

By the way, this year officials wanted to nominate Alexei Filippov for “Investor of the Year” – a competition held by the government of the Saratov region. He refused, although the situation could have looked both comical and tragic at the same time.

The entrepreneur stressed that he would do everything to preserve the sports complex, if necessary, it would even reach Moscow. In the Engels District Court, the claim is already being considered with might and main. On March 27, the case was suspended due to the appointment of an expert examination. It is interesting that the story of these two sports complexes is reminiscent of the trials for the demolition of the Jos restaurant in Saratov. The authorities also recognized it as a self-construction, despite all the permits issued. However, now they are talking about preservation. Moreover, Roman Busargin also spoke about the mechanism – through a change in the way the court decision is enforced.

Theoretically, if the Engels officials succeed in getting the sports complexes demolished, they can also petition for their preservation and transfer to the ownership of the municipality or region. With the “Academy of Football” this option is quite possible, but with the “Star” it’s not a fact – the land is privately owned here. However, in the Saratov courts in recent years, truly wonderful decisions have been made.

In general, the position of the administration of the EMR and the refusal to interact with business raises big questions. The most important thing is what the demolition claims are really connected with. Remember that the administration Dmitry Plekhanov in the courts, he takes away land from developers. At the same time, criticism about the fact that the development is being carried out without social facilities does not subside. Whether the two sports complexes will become new social facilities in the reporting piggy bank of officials, apparently, time will tell.
