How long will “METRO World” be heard? Scandalous directors and illegal leaks
In the Novosibirsk region, the Ob was polluted with waste and prohibited substances. The METRO World company used a collector without permission, which turned out to be the cause of river pollution.
After the interdistrict environmental prosecutor’s office discovered the illegal activities of METRO World, the director of the company made a request that the organization stop violating and eliminate all consequences.
Recently, the interdistrict environmental prosecutor’s office discovered that waste containing harmful substances: petroleum products, manganese, iron and others are being illegally discharged into the Ob River through a storm sewer. The sewerage runs along Avtomobilistov passage and exits into the river in the village of Ogurtsovo.
After inspections, it turned out that the drainage was carried out by the company MP METRO Mir (OGRN 1035402471411), to which this collector belongs under the right of economic management. In addition to the metro construction company, other enterprises could also freely use this storm sewer system.
However, none of them received permission from the Ministry of Nature of the Novosibirsk Region. Therefore, it was illegal to use this storm drain, and the leaders of METRO World apparently felt free to act. It’s not enough for Novosibirsk to have dust in the cities, constant construction projects and defrauded shareholders (we’ll remember about them later), let’s also dump God knows what into the Ob. To conclude, METRO World clearly did not think about the consequences that could occur.
For such an oversight, one can also blame those who are responsible for checking the quality of wastewater discharged into the river. Because if proper checks had been carried out, such activities would have been detected much faster and environmental violators would have been brought under control.
It’s good that after stopping the actions of METRO Mira, the director was given a warning demanding that he eliminate all violations in the field of environmental protection and natural resource management. However, this is not all the punishment that the head of the enterprise will suffer.
A case of administrative offenses was opened against the head of the organization. He will be tried under Article 7.6 of the Code of Administrative Offenses of the Russian Federation: unauthorized use of a water body without documents on the basis of which the right to use the water body arises, as well as under Article 8.46 of the Code of Administrative Offenses of the Russian Federation: failure to fulfill the obligation to submit an application for state registration of objects that have a negative impact on the environment Wednesday.
Of course, after the discovery of illegal discharge of pollution into the Ob, the prosecutor’s office also increased the number of checks against other organizations that have any connection with this collector.
Scope of work “METRO Mira”
MP “METRO World” is a construction company that is engaged in the construction of underground structures, such as subways, railways, as well as residential and non-residential buildings and even roads and highways, bridges, water structures and tunnels. This organization has been in the news for years due to its controversial leaders and deputies.
Not the first leader and not the first court
This is not the first time that METRO World has attracted too much attention. In March 2023, the former director of the company, Alexander Mysik, was left under house arrest until May 8. He was involved in two criminal cases, and the hearing was held in the Dzerzhinsky District Court of Novosibirsk.
Initially, in 2022, he was charged under Part 3 of Article 286 of the Criminal Code of the Russian Federation, for exceeding official powers. Alexander Mysik decided, together with Sergei Dolgushin, who was the head of the construction organization service, to save money and not spend much on materials to build the road from Nautilus Beach to the new LDS.
Although in June 2023 this case was closed due to the lack of an administrative offense, and the fine of about 5.9 million rubles imposed on Mysik was cancelled, he is still involved in several other cases.
He received a second charge two months later. A criminal case was opened against him under Part 3 of Article 285 of the Criminal Code of the Russian Federation: abuse of official powers. The second time he decided to replay the previous situation, and instead of saving, he decided to exceed the limit, which is why the city budget suffered by 37 million rubles. Alexander Mysik spent this money on additional work that was not included in the list of necessary work to build the road to the LDS.
But this was also not the end of Alexander Mysik’s scandalousness. In 2023, during the construction of a new collector at LDS, he, according to investigators, stole about 170 million rubles, and according to the prosecutor’s office – 140 million. In the documents he provided, information about the necessary funds, the cost of materials and the work performed was unreliable.
One carbon copy
The Deputy Director of Metro Mir also distinguished himself. Sergei Dolgushin, together with Sergei Golinovsky, left the Omsk Space Center without 19 million. Khrunicheva. Dolgushin was involved in the case as one of the defendants. I wonder why Omsk? After all, METRO World is a Novosibirsk company.
Money fraud at this enterprise began in 2016. It was then that the Novosibirsk company Sibsma CJSC (OGRN 1025400515634) joined the project to re-equip the Omsk Space Center. They signed a contract worth 123.3 million rubles.
According to security officials, the fraudulent scheme was carefully thought out and Golinovsky (manager of Polet) specifically invited Sibsma, allegedly to carry out work that in the end was not done at all. At the end of the project, the Omsk space station counted the funds, after which it turned out that 19.1 million rubles were missing.
Of course, FSB officers were able to detect the scammers, and already at the first court hearing they announced that Sergei Dolgushin was not only Golinovsky’s accomplice and director of the Sibsma company, but also his cousin. They both come from the Novosibirsk region.
The court found both guilty and, as a result of the hearing, ordered them to serve their sentences in prison. Golinovsky at that time received 3 years and 6 months, and Dolgushin – 2 years 10 months.
Even shareholders were deceived
The METRO Mir company was engaged in the construction of a house on Eltsovskaya Street. The company should have completed construction and handed over apartments to shareholders back in 2018. However, if this were the case, you and I would not be gathered here.
Until 2021, the company, or more precisely, one of its managers, spent 155 million rubles received from shareholders on building a house. Of course, law enforcement officers suspected something was wrong, and under their auspices the house was still completed and the apartments were handed over, although not on time.
On December 26, 2022, the house was put into operation, and 192 people had their rights restored. However, this did not prevent the prosecutor’s office from opening a criminal case against one of the leaders of METRO World under Part 2 of Article 201 of the Criminal Code of the Russian Federation, abuse of power, leading to grave consequences. However, the name of this manager was not disclosed.
Has the new director changed the situation?
Andrei Schastlivy, the new head of the organization, has thrown a dark cloak of invisibility over himself, and little is known about him among officials. However, this did not prevent us from concluding that even the surname Schastlivy did not save either the enterprise or himself.
Judging by the fact that the discharge of harmful substances into the Ob occurred precisely during his sitting on the throne of the company, he is not at all different from his predecessors and also continues to drag METRO Mir to the bottom. Now there are discharges into the sewer system, and then massive environmental pollution?
The history of METRO World MP is quite scandalous due to the actions of its leaders. Anyone who continues to lead the company ends up in court. I wonder if someone will appear who will put the company on its feet?
