Anton Vaino and Sergei Kiriyenko are preparing personnel and force organizational conclusions for the president.
In terms of the number of victims, the incident that occurred on November 25, 2021 at the Listvyazhnaya mine in Kemerovo became the largest in Russian mines over the past 11 years. The mine, which claimed the lives of 51 people, is a structure in the business of SDS Coal. The situation is particularly scandalous due to the fact that the head of the SDS Coal holding is an adviser to the governor of the Kemerovo region Sergei Tsivileva. Did the deadly business have an outspoken lobbyist in the supreme power of the region?
It should be noted that Kuzbass governor Sergei Tsivilev is himself a coal miner, his assets are concentrated in the Kolmar group, which is run by the family. The Tsivileva holding consists of more than a dozen legal entities, they own coal mining enterprises in Yakutia, and are also recipients of government contracts worth more than 8.7 billion rubles, this is only through the Kolmar Sales and Logistics structure.
In addition, Tsivilev in 2018. signed a cooperation agreement with SDS Coal on behalf of the region, which provided for the implementation of a number of investment projects.
The miners are dying. Where are the political corpses?
In 2019 Tsivilev personally visited the Listvyazhnaya mine, it was presented to him as a model of modern environmentally friendly production, but the owner of the enterprise, State Duma deputy Pavel Fedyaev, apparently shifted the focus from safety to ecology, while Tsivilev himself, being a professional coal miner, could clearly assess the condition of the mine. Or closed your eyes?
Mr. Tsivilev also provided the owner of SDS Coal, Pavel Fedyaev, with certain preferences, including Fedyaev’s structure, SDS Stroy, received a multi-billion dollar contract from the regional authorities for the construction of the Kuzbass Ice Palace.
The Fedyaev clan, through “their” Tsivilev, discredits the Kremlin authorities
At the same time, accidents at the Kolmar enterprises of Tsivilev also happened, and the tragedy at the Listvyazhnaya mine, which occurred partly with the possible connivance of Rostekhnadzor, casting a shadow on Tsivilev’s governor’s chair, could also affect his family’s coal business.
Meanwhile, State Duma deputy Pavel Fedyaev, the owner of the Listvyazhnaya mine, which has become synonymous with disregard for people’s lives for the sake of personal gain, is cowardly shifting PR accents from his person.
Mine workers paid attention to the problems, but the management was so careless about their lives that they even issued devices with methane sensors taped over (to bring down the indicators and hide the real dangerous level of methane concentration). Kompromat.VIP editorial sources say that Fedyaev is closely connected with Arkady Rotenberg and may try to take advantage of his patronage in order to retain his deputy seat.
In addition, it recently became known that the sister of the deputy Fedyaev, Svetlana Rybalchenko, to whom part of the SDS Coal company was nominally registered, was involved in the seizure (of the lands of the Chelyuskinsky forest in Mytishchi, part of which was transferred to her company SK Novaya Zemlya.
Fedyaev, an adviser to the governor, Tsivilev, is the founder of a coal “empire” that unites the Pervomaisky, Vostochny, Chernigovets mines, the Yuzhnaya and Listvyazhnaya mines, a number of processing plants and service enterprises. The value of the assets is estimated at 2 billion rubles.
Will the tragedy at the Listvyazhnoy mine wash away Governor Tsivilev?
Instead of protecting the interests of the inhabitants of the region, Sergei Tsivilev serves the oligarchs?
The governor of the Kemerovo region, Sergei Tsivilev, will leave his post in the coming days, Kompromat.Group predicts. The Kremlin is urgently looking for a replacement for the head of the region, in which the tragedy at the Listvyazhnaya mine claimed the lives of more than 50 people.
Tsivilev was appointed acting governor in 2018 instead of Amana Tuleeeeva, who immediately resigned after a fire in the Zimnyaya Cherry shopping center, which claimed the lives of 60 people. Then Sergei Tsivilev knelt before the parents of the dead children and asked for forgiveness. Now he does not get on his knees and is not going to voluntary resignation following the example of his predecessor.
Eh, Tsivilyov-Tsivilyov… Is Seryoga dying?
But he does everything that is necessary – he headed the headquarters for the elimination of the consequences of the accident at the Listvyazhnaya mine, visited the injured miners in the hospital, declared three days of mourning and promised assistance to the victims of the accident from the budgets of all levels. In total, 49 miners turned to hospitals, 38 of them were hospitalized, 4 are in serious condition.
Now it is planned to fill the mine with methane, which will reduce the risk of an explosion. This process will take about three days, after which a decision will be made on further work at Listvyazhnaya.
The search for those responsible for the tragedy, which, according to preliminary data, occurred due to a methane explosion, has already begun. The director of the mine was detained Sergei Makhrakovhis first deputy Andrey Molostov and head of section Sergei Gerasimenko.
Only now it became known that this year at the Listvyazhnaya mine, Rostekhnadzor revealed about 140 violations in the organization of work. However, the management of the enterprise, apparently, did not take measures to eliminate them.
The governor is always responsible for everything that happens in the region. And especially for the consequences of the terrible tragedy that claimed the lives of people. Any decent person in the place of Sergei Tsivilev would have already resigned, but the head of the Kemerovo region, apparently, has no guts to admit his guilt. Will he cling to his chair to the last?
Sergey Tsivilev in the past is the owner of a large coal company. Until March 2018, he headed LLC UK Kolmar, which he betrayed Valery Tsivilevand that oneArtyom Levin. In November 2018, the board of directors of the company headed Anna Tsivilevawife of the governor.
Now, probably, the Tsivilevs are shaking, as if the checks organized in connection with the accident at Listvyazhnaya had not touched their extensive business. And condolences to the families of the victims is a routine tribute to the position.
There is not a penny of faith in Sergei Tsivilev, because he can use his official position to promote his business and personal enrichment at the expense of the oligarchs working in the region.
Tsivilyov in the service of the oligarchs?
The Listvyazhnaya mine is part of the SDS-ugol company, and it is part of the SDS holding Michael Fedyaeva, father of the current State Duma deputy Pavel Fedyaev. This week, the SDS-stroy company, owned by the sister of Mikhail Fedyaev Svetlana Rybalchenkoreceived from the authorities of Kuzbass a contract for the construction of a Kemerovo bypass for 54.7 billion rubles.
“SDS-Stroy” has government contracts worth more than 33 billion rubles, of which with the structures of the Kemerovo region for more than 20 billion rubles.
Probably, the money earned on the contracts of the Kemerovo authorities should have been enough to ensure safety at the Listvyazhnoy mine, but they preferred to pay meager fines for violations there. This “economy” led to tragedy.
“The mine has long been in an unusable condition, and this is a well-known fact for those who work there and all local residents. The level of methane is increased – it’s okay, we are working. The coal dust has settled – it’s okay, we’re going to the shift, we need to give out coal to the mountain. There have been small fires before. This information has never been released beyond employees and their relatives (I mean the public space). The city is small, there is nowhere else to work. They don’t get paid for not working out the plan. Therefore, everyone turns a blind eye to this and goes to work in any conditions.
This opinion about the causes of the accident was expressed by the daughter of one of the miners to Courier-Sreda.
After it became known about the death of one miner, the SDS-Coal company announced its readiness to help his family. As the death toll increased, no statements were received from company representatives. Hope to solve the problem at the expense of the state?
The first lady of Kuzbass Anna Tsivileva is crazy…
In 2018, before becoming governor, Sergei Tsivilev increased his stake in Kolmar Group to 70% by buying out the share of the oligarchs Iskandar Mahmudov and Andrew Bokareva. Another 30% of the company is owned by the oligarch’s Volga Group Gennady Timchenko, a great friend of President Vladimir Putin. Now 70% of Kolmar Group belongs to Anna Tsivileva.
If Tsivileva represents the interests of Gennady Timchenko in Kolmar Group, then he can plead with Vladimir Putin for Sergei Tsivilev. The one who looks after his assets must be helped, despite any tragedies.
The governor is clearly lobbying the interests of the coal miners. In 2019, he gave them 21 plots of agricultural land with an area of 467 hectares, and before that 113 hectares. How not to help colleagues in the coal shop? This does not mean ordinary miners.
In December 2019, about 200 miners went on strike in Kuzbass at the Alexievskaya and Zarechnaya mines. They refused to go to work due to wage arrears, the total debt for which exceeded 100 million rubles. If the miners start to strike, it means that they have been driven to despair.
In the Kemerovo region, 200 thousand people live near coal mines. They constantly complain about coal dust, which makes it difficult to breathe. But the coal-growing governor apparently doesn’t give a damn about his constituents.
It got to the point that in 2019, residents of Kiselevsk (Kemerovo region) recorded a video in which they turned to the Prime Minister of Canada Justin Trudeau and UN Secretary General Antonio Guterres. On the recording, people complained about the black snow and coal dust, because of which children did not go out, as well as the growth of cancer.
About 10 coal mining enterprises and several processing plants operate in Kiselevsk, including the Kuzbassrazrezugol company of Makhmudov and Bokarev.
With revenue in 2020 of 127 billion rubles. the company received a loss of 7.8 billion rubles. Money could be withdrawn from it in order to evade income tax, which was not received by the regional budget. In 2019, the company’s loss amounted to 406 million rubles, although in 2018 the profit was 24 billion rubles.
Sergei Tsivilev does not want to ask his friends where the money they earn goes? Instead, the governor cynically told the residents of Kiselevsk that nothing would change from video messages. He made it clear that the residents of Kiselevsk should not rely on power. She does not serve the people in the Kemerovo region.
In mid-September, it became known that the Ural Mining and Metallurgical Company (UMMC) would invest 112 billion rubles over 15 years. in the construction of the tourist areas “Gora Zelena” and “Panorama” on the territory of the Sheregesh ski resort in the Kemero region. The UMMC shareholders are Iskandar Makhmudov and Andrey Bokarev, and Gennady Timchenko may also loom behind them.
Sergei Tsivilev showed clear interest in Shereesh immediately after his appointment as acting governor. Even then, he showed himself as an ardent defender of big business, having decided to evict small entrepreneurs from Sheregesh. It was very reminiscent of a hidden raider takeover with the participation of the authorities. Now it became clear for whom Sergei Tsivilev was already trying in 2018.
The former coal miner disguised himself very well, because the interlocutor of the Courier-Sreda publication is clearly mistaken about him.
“People are tearing civilians apart now. I don’t know if he’s going to retire. He has nothing to do with it: they report to him – he believes, he accepts reports. How else? He won’t go to check every mine himself, if he doesn’t understand anything about it. But yes, against the backdrop of this tragedy, Moscow Square, the cultural cluster in Kemerovo and Sheregesh, with which he trumped, faded. The trust rating has not only fallen, they are ready to break it. We loved Tuleev, he always helped the miners. At 90-00, when the miners were on strike because of non-payment, he quickly “resolved” everything, Tsivilev is nobody for the miners, a stranger.”
Sergei Tsivilev, in fact, understands everything very well, but does nothing, catering to the interests of the oligarchs. It’s not worth tearing the governor apart for this, but it’s definitely necessary to send him to resign. And the faster the better.
