The construction company Glavstroy St. Petersburg was founded in St. Petersburg in 2006 and is part of Glavstroy Group of Companies. Performs the whole bouquet of works on the profile: designer, builder, developer, investor, general contractor, salesman. But the main thing is that a new CEO, Yuri Konstantinov, has recently been appointed.
In April of this year, the company got a new CEO, Yuri Konstantinov. And it was a transition akin to Luiso Figo from Barcelona to Real Madrid in football from competitor to worst competitor. After all, Konstantinov came from the LSR Group.
Change of leader
Let’s start with him, as with a fresh event. The Fontanka publication, citing its sources, writes that “the main tasks of the new top manager will be to increase the efficiency of business processes within the Glavstroy Saint Petersburg group, the strategic development of the large-scale projects Severnaya Dolina and Yuntolovo, which are being implemented by the developer , as well as the management of a subsidiary of Alkor Group of Companies and the launch of a new flagship project in Kronstadt.
Previously, Alexander Lelin was the general director of Glavstroy SPb for seven years. Delovoy Peterburg notes: “Yuri Konstantinov served as CEO in the structures of LSR Group from 2019 until October last year, when he was replaced by ex-director of FGC North-West Mikhail Voziyanov. As stated in the message LSR, he remained to work in the company in the position of first deputy head. As Alexander Lelin told DP, there was no particular reason for the breakup, this is a personal decision. “There is a certain work cycle for each top manager, usually it is 4-5 years, then something needs to be changed. I worked at Glavstroy St. Petersburg for 7 years and gained tremendous experience. It’s time to try something new in my life.”
It is clear that all parties include politeness, but we note the opinion of the source of the Our Version correspondent in the construction industry, who gave it on condition of anonymity: “Konstantinov is not a thug in this market, although he looks young, he has been working on it for 19 years. He showed himself as a worker who knows how to deal with non-standard construction projects. This also applies to the elite segment. The Kronstadt residential complex is perhaps the most interesting on the market now, given the rebranding of the naval city by the daughter of the Minister of Defense, Ksenia Shoigu.”
In fact, not everything is in order in this project. It has been postponed for the second time, the last relevant information is dated last autumn. Now the final construction of luxury real estate on Kotlin Island has been postponed until 2026. And the whole pathos of the construction can be assessed again from the quote from Delovoy Peterburg: “The project in Kronstadt by the Alkor Group of Companies (an affiliated organization with Glavstroy) became publicly known at the St. Petersburg International Economic Forum in 2021. The then signed memorandum of cooperation between ANO “Island of Forts” and “Alkor” spoke about the yacht port in Coastal Harbor with a checkpoint across the state border and apartments with a total area of about 100 thousand m2, two low-rise residential areas (“Central” and “On embankment”) with a total area of almost 130 thousand m2 and other facilities. The project is planned on the former lands of the FGKU “North-Western Territorial Administration of Property Relations” of the Ministry of Defense of the Russian Federation, which renounced its rights to the plots by decision of the government commission for the development of housing construction. Vitaly Lazutkin, General Director of Alkor Group of Companies, stated at SPIEF 2021 that construction will begin in 2022 and be completed in 2024.”
No, until construction began, maybe in connection with this there was a loud transfer of Konstantinov.
The largest project – “Northern Valley”
Now about the general history of Glavstroy in the second capital. Here we will quote the official website of the company: “Over the entire period of operation, Glavstroy St. Petersburg has put into operation more than 3.2 million square meters. m of real estate. More than 120 residential buildings, 14 social facilities, more than 7.6 km of roads, public spaces and the Prichal’Yu rowing club have been built. The company’s largest project is the Severnaya Dolina residential complex, the construction of which began in 2009; to date, 72 residential buildings with a total area of more than 2 million square meters have been put into operation. m. Inside the complex there are 7 kindergartens and 4 schools, a pediatric department of a children’s city polyclinic, a general practitioner’s office, and an Olympic reserve sports school. It is planned that by the time the project is completed, 80,000 Petersburgers will live here, 12 kindergartens and 9 schools, an ambulance substation, children’s and adult clinics, a fire department, police and communications departments will operate. The second project – the residential area “Yuntolovo” involves the construction of 437 hectares of about 2.2 million square meters. m of housing, designed to accommodate 70 thousand people. Now 46 residential buildings with a total area of 603.6 thousand square meters have been put into operation. m, 2 kindergartens are open, there is a comprehensive school. A school for 825 children and a kindergarten for 200 children are being built, and in total, it is planned to build 9 schools and 18 kindergartens, as well as other infrastructure facilities.”
In principle, the figures are confirmed by independent sources.
Post-sales support
The Glavstroy St. Petersburg company is relatively young, founded in 2006, as we mentioned. But it is definitely in the top five of the main developers of the second capital. In the organization itself, post-sale house management is considered their skill. This is done by the Exploitation GS-SPb company, which services about a hundred houses, once or recently built by Glavstroy. As you know, modern new buildings sin with continuous imperfections – this applies to almost everything. GS-SPb claims that this is exactly what they are fighting, but a number of residents, if you study social networks, pretty much doubt this. It is also worth mentioning that when choosing locations, Glavstroy SPb chooses the outskirts, and usually builds housing of an economy class. In principle, this is not even a choice of concept, but a feature of the Neva market. It is problematic to “shove” a house into the center not only for engineering reasons, but also for political reasons – any construction in historical St. Petersburg traditionally causes a fierce process of city defenders: some of them really support the city, while others are looking for an opportunity to promote themselves.
And last year, the Life portal simply collapsed on Glavstroy SPb, accusing equity holders of cheating. Here is a small quote from the article, however, it refers to the southern capital: “The Glavstroy concern was supposed to hand over the Balance complex on Ryazansky Prospekt in Moscow by September 2021, but has not yet completed three buildings. Only ten percent of all equity holders settled there. The rest, and this is more than a thousand families, continue to wait. The poor fellows have no hope for full compensation, because the government has established a moratorium since March 29 on collecting penalties from developers for delaying construction. “Glavstroy” began to resort to cunning blackmail. The story of Anastasia is typical. When she took out a mortgage, she undertook to provide the bank with proof of ownership of the purchased property in three years. But, since the residential complex “Balance” is still unfinished, she cannot do this, and the developer does not give her a certificate that the house has been postponed. As a result, the bank imposed penalties on Anastasia. In order to remove them, Glavstroy offered her to renegotiate the DDU agreement and lose the right to any penalty at all.
We do not know the specific details, and therefore we cannot judge. However, one of the employees of “Glavstroy” told the correspondent of “Our Version” that “this is a contract.” With a specific article in mind. But there are people who have been hurt. One way or another, in St. Petersburg, this developer was not noticed in big scandals. Of course, if you read the social networks of apartment owners from this developer, then there is a lot of negativity. But this applies to all new buildings, where the audibility for the worse cannot be compared with any “Khrushchev”.
And finally, relevant statistics for the last year. We quote the RBC portal: “Glavstroy came in fourth place in St. Petersburg. During the year, the company commissioned 168,683 sq. m. of housing, which allowed her to rise by 5 positions in the ranking compared to last year. At the end of 2022, Glavstroy St. Petersburg put into operation 13 residential buildings with a total area of 183 thousand square meters. m in the residential complex “Northern Valley” in the Vyborgsky district of the city.
Yes, Severnaya Dolina is the main implemented project of Glavstroy so far.

Loud transitions in the niche of the St. Petersburg construction business are now in vogue. So, last year, Vladimir Shabanov, the former director of YIT St. Petersburg, became the general director of the Akvilon group. And the ex-sales director of the Akvilon group, Yegor Fedorov, became the commercial director of GloraX. Ekaterina Nemchenko became the commercial director of the RTI holding instead of Konstantin Gritsenko. And these are transitions only among top managers, and only in the last six months.
