Regarding the head of the administration of the city of Novocheboksarsk Dmitry Pulatov, the investigative department of the Investigative Committee for Chuvashia opened a criminal case for abuse of office and participation in business activities. The official was placed under house arrest.

According to investigators, Dmitry Pulatov gave instructions to officials of subordinate institutions to conclude contracts with a certain company to perform construction and installation work in Novocheboksarsk.
In addition, officials, at the request of Mr. Pulatov, had to “show loyalty in meeting the deadlines for completing work, determining the procedure for their advance payment, which was not provided for in contracts at the stage of competitive and other procedures.”
“As a result of the criminal actions of a high-ranking official, the deadlines for completing work were illegally extended, and budget funds allocated in the form of advances were used unreasonably. The total amount of contracts concluded with an affiliated organization exceeded more than 200 million rubles. The attacker acted for selfish reasons, having received from a construction company, with whose management he had long-standing friendly relations, an expensive Genesis GV80 business class car for personal use, leasing payments for which were made by the commercial organization itself,” emphasized Alexander Sorokin.
He also noted that during the searches, “computer equipment and funds, including in foreign currency, were confiscated from the official.”
The representative of the Investigative Committee did not disclose the details of the case, the name of the construction company and the names appearing in the investigation, citing the secrecy of the investigation. However, Kommersant’s interlocutors familiar with the case materials said that the construction company Stroytrest appears in the case. “This company was managed by Pulatov’s wife for almost two years, until 2023,” they explained.
The Moskovsky District Court of Cheboksary, at the request of the investigation, chose a preventive measure for Dmitry Pulatov in the form of house arrest for two months.
Kommersant’s sources in law enforcement agencies reported that the defendant fully admitted his guilt, repented of his crime and is cooperating with the investigation. It was not possible to promptly obtain comments from representatives of Dmitry Pulatov and the Stroytrest company.
The head of Chuvashia, Oleg Nikolaev, wrote in his Telegram channel that in connection with the initiation of a case against Dmitry Pulatov, he initiated “the consideration by the Novocheboksarsk Assembly of Deputies of the issue of early termination of the contract with Pulatov due to loss of trust.” Dmitry Pulatov has held the position of head of the Novocheboksarsk administration since August 2021.
