The head of the Ministry of Construction and Architecture of Bashkiria has changed. Instead of First Deputy Minister Yegor Rodin, who for two years headed the ministry with the prefix acting, another first deputy minister was appointed – adviser to the head of Bashkiria on investment activities and infrastructure projects Ridal Saetov.
The latter is particularly unknown to the construction market, unlike the Prime Minister of Bashkiria Andrei Nazarov, the founder of the development group Granel, who can still remain the beneficiary of the company. But in the biography of Saetov there was a place for a criminal case of torture during the period of the latter’s work in the police.
But it was Andrey Nazarov, according to Kommersant, who came up with the idea of appointing Ridal Saetov acting. minister. Khabirov supported this decision, so in any case, all responsibility should be on him.
What is going on with the personnel policy of the head of the region, Radiy Khabirov? The correspondent of The Moscow Post in Bashkiria understood.
Trying is not torture
For obvious reasons, the authorities do not comment on the past of Ridal Saetov. And we will remember that from 1997 to 2005 he worked in the police (then – the police) of Sterlitamak, where he got into a huge scandal. In relation to him and his leader, at that time the head of the Department of Economic Crimes of the city’s Internal Affairs Directorate, Major Saigafarov, a case was initiated on abuse of power.
As follows from court documents, Mr. Saetov could have been involved in torturing detainees. In 2003, while on duty, he allegedly put a plastic bag over the detainee’s head, blocking the air supply. Thus, Saetov could get a person to give the necessary testimony.
In addition, it is also said there that this case could not be an isolated one, but, among other things, Saetov beat the detainee.
It is also interesting that in 2003 Ridal Saetov and his boss were acquitted, but two years later, in 2005, they were nevertheless convicted and sentenced to suspended sentences. Subsequently, thanks to the active actions of the current acting. Minister, on appeal of this decision, the sentence was canceled. But by that time, Saetov had already been dismissed from the authorities. Proofs.rf write about this.
And just four years after the cancellation of the sentence (2015), Saetov became an adviser to the head of Bashkiria, Radiy Khabirov, and at the same time, the deputy minister of construction. And immediately began to oversee several construction programs!
The mere fact of an attempt to bring to justice on such a charge should have become a “wolf ticket” for Saetov to enter the civil service. But, apparently, such skills in Khabirov’s team turned out to be very useful.
At the same time, we repeat, Mr. Saetov does not have any serious experience in the construction industry. Previously, he acted as the founder of only one construction organization – ISK Zhilstroyinvest LLC, which looks more like a fictitious structure. One person in the state, 10 thousand authorized capital, no financial activity. It was liquidated in 2020. Why it was needed at all is not clear.
In addition, Mr. Saetov was registered as an individual entrepreneur (the main activity is the purchase and sale of land) – and, for some reason, not in his native Bashkiria, but in Chechnya. But he conducted activities at home, and managed to disgrace himself.
The IP itself was liquidated, and only in April 2023. That is, it turns out that already being an adviser to the head of the region and deputy minister, he could officially remain an entrepreneur. What about the Civil Service Act?
Despite the fact that the IP has been liquidated, Saetov continues to be in a lawsuit. This individual entrepreneur acted as a defendant in the suit of the Prosecutor’s Office of the Republic of Belarus and the Ministry of Land Property of the Republic of Belarus, filed in connection with “non-fulfillment or improper fulfillment of obligations from making purchase and sale transactions with land.”
As follows from the court documents, the Saetovs’ purchase of land from the head of the peasant farm, Brusnikova, was disputed. Apparently, the land that Saetov could decide to “grab” turned out to be not demarcated, it could be illegal to make deals with it.
As a result, the lawsuit of state bodies against IP Saetov was partially satisfied. However, this did not suit the governor’s adviser, he filed an appeal. At present, legal proceedings are ongoing, the end has not been set. However, the very fact that Saetov, being in the power of the region, can sue the authorities of this subject in the rank of individual entrepreneur (albeit liquidated) on land issues is egregious.
So, this personnel decision raises even more questions.
Could it be worse?
However, there is nowhere to spoil the reputation of Khabirov and the same Ministry of Construction. Recall that before Ridal Saetov in the rank of acting. Minister for two years was another deputy – Yegor Rodin. Literally two days before his dismissal, he received a complaint from the prosecutor’s office for the low level of development by the region’s municipalities of budget funds allocated for the purchase of housing for orphans. Translated into an understandable language, there is money to purchase housing, but the municipalities under the supervision of Rodin are in no hurry to spend it for its intended purpose. Thank you for not stealing.
At the same time, it was not for nothing that Rodin was in the rank of acting for two years. After all, Ramzil Kucharbaev, the appointee of Khabirov and Nazarov, is still officially the minister. After becoming a minister, he managed to actually work in office for only two months, after which he was detained in February 2021.
He is a defendant in two criminal cases at once. One of them is passed by another current minister – housing and communal services of the Republic Boris Belyaev. They are accused of abuse of power and official forgery after receiving treatment facilities in Kumertau in 2017.
According to the prosecution, the object worth 95 million rubles. was built with violations and could not be operated, and the accused knew about it. Nevertheless, it is stated in the case, the defendants, fearing responsibility for the violations committed and the failure to meet deadlines, prepared and signed acceptance certificates for the treatment facilities. Another criminal case of Kucharbaev is connected with the alleged abuse of power when concluding 50 state contracts at once for the construction of social facilities without bidding in 2017-2019.
The contracts were concluded with the Construction Department No. 3 of the Federal Penitentiary Service of Russia, the total amount is 2 billion rubles. However, the general contractor could not complete the work, as he did not have the material and technical base, and transferred projects to third parties. Using this scheme, the company has earned more than one hundred million rubles, which could be directed to other projects. The defendants refused to admit their guilt, Proofy.rf writes about this.
During the period of the acts incriminated to Kucharbaev, he was the head of the Capital Construction Department. And then, as you can see, he got a promotion. Directly some kind of negative selection on the part of the administration of Radiy Khabirov.

It is noteworthy that the head of the region himself took a principled position – he refused to dismiss both Kucharbaev and Belyaev until the court sentenced them. That is why in recent years there has been such a leapfrog of the heads of these departments. Apparently, Khabirov has hope that his appointees will be able to “wind through” and get away with it.
And, of course, they are not the only ones from Khabirov’s team who have become involved in scandals with a taint of corruption. At the end of September 2022, employees of the UEBiPK of the Ministry of Internal Affairs for the Republic of Belarus conducted searches in the Ministry of Transport of the Republic of Belarus and the administration of Sibay as part of an initiated criminal case – and again an article about abuse of power. Among others, they could have searched the office of the head of the ministry, Alexander Bulushev.
Under investigation was his deputy Viktor Zhulkov. According to Ufa Online, the case involves the Kizildorstroy company (the amount of state contracts is 1.2 billion rubles), which turned out to be connected with Bulushev. The founders and managers of the enterprise previously, together with the latter, were engaged in business in the field of bitumen production and fuel trade.
According to the materials of the case, in 2021, persons from the leadership of the Ministry of Transport of the Republic of Belarus and the mayor’s office of Sibay, knowing that the city did not have money to repair Gorky Street, without an auction and a municipal contract, attracted a company controlled by persons from the leadership of the Ministry of Transport of the Republic of Belarus.
In August 2021, the company completed repairs in the amount of more than 9 million rubles. Then an official from the Ministry of Transport, knowing that the work had already been completed by a controlled company, secured the allocation of money. The Sibay City Hall held a formal auction to determine the contractor for the repairs, and it was won by another firm with which the contract was awarded.
Without conducting examinations, Sibay officials signed an acceptance certificate and a certificate of the cost of work. As a result, the company that won the auction transferred the money received to the company that had previously done the work. Later it turned out that the quality of the roadway does not comply with GOST.
According to Prufov, the company with which the contract could be signed could also be Infodor-Stroy, one of the largest road contractors in the region. It is owned on an equal footing by Vyacheslav Perevalov and Ratmir Saitov.
The amount of state contracts of the company has almost reached the mark of 7.4 billion rubles. Most of them, 3.4 billion, as expected, are concluded with the Road Administration of the Republic.
At the same time, the company’s financial statements raise questions: with such revenues, it managed to receive revenue of almost 600 million rubles, but net profit amounted to only 13 million rubles. Are they drawing this data in order to pay less income tax?
At the same time, the company turned out to have many contracts, the execution of which was terminated – in some cases, due to a delay in the performance of work, in others – simply by agreement of the parties, it is not clear on what grounds.
Going back a little, all this did not become a reason for the dismissal of Minister Bulushev. Apparently, the economic sectors of Bashkiria can be literally divided between the people of Radiy Khabirov and Andrei Nazarov. They still try to attribute the hidden management of the Granel Group of Companies, one of the largest development groups in the country, to the latter.
Recall that during the work of Khabirov in Krasnogorsk, she somehow managed to get government contracts in this part of the Moscow region. Now Khabirov and Co. are scaling this practice to Bashkiria? It turns out that the appointment of Ridal Saetov and.about. Minister of Construction is unlikely to spoil the reputation of Khabirov’s team – there is nowhere to fall.
