KR Properties Alexandra Klyachin agreed on twice the volume of development on the territory of the former Rassvet plant in the center of Moscow than the existing facilities on the site. The developer will build a business center there.
Previously, the plant was used for space development. This is the former leading enterprise of the hydraulic unit building of the aviation industry in Russia. According to Kommersant, KR Properties bought the territory in the early 2000s and leased it out.
As the Krasnaya Moskva newspaper wrote in 2016, deputies from the Communist Party of the Russian Federation were concerned about the preservation of the plant for Russian industry. They even held a meeting to discuss the further development of the plant by the Moscow authorities.
The Communist Party believed that the plant belongs to the Moscow government? But why, if it is known that the Klyachin structures have been there since time immemorial? The correspondent of The Moscow Post understood.
The vicissitudes of the owners
In 2019, Rassvet held a meeting of shareholders, at which the market value of the shares was approved – with a view to their possible redemption from shareholders. Later, at the beginning of 2022, all the founders of the company withdrew from its composition.
According to information from the Rustsifra website, in 2018, about 60,000 people were the shareholders of the plant. Most likely – former employees and other individuals who invested in shares. In 2022, they were, in fact, privatized.
According to the company’s annual report for 2018, almost 30% of the shares belonged to the legal entity Olympic Management Company, which is tied to offshore and, most likely, is associated with Klyachin. The head of the company is Olga Terekhova, the founder of Sinevo-1 and Sinevo- 2″. The general director of these persons is Alexei Ignatenko, who was associated with Klyachin. In addition, the threads from him lead to Elena Vaidman, who is also called a person from Azimut Hotels (Klyachin’s structure).
Another 25%, according to the same report in 2018, was controlled by Technodinamika – this is the structure of Rostec. Was it thanks to Sergei Chemezov that Mr. Klyachin managed in the 2000s to “subdue” the plant for his share?
Another 20% was owned by Gleden Capital – the company’s share in the offshore KRESTALLMO HOLDINGS LIMITED. From the general director of the company, Oksana Potapenko, through OOO Pervenstvotorg, the threads lead to Emil Vildanov, deputy general director of Vector Investments (a company controlled by Klyachin that implements suburban real estate projects in the Moscow region).
Another part of the shares (10%) was owned by MPO Vympel – owned by an offshore company, CEO Elena Bekker – the former founder of KR Nedvizhimost (most likely, also a Klyachin structure), and Oleg Busargin controlled about 2.3%.
Everything else, apparently, was distributed among ordinary investors, who later became “victims of privatization.”
How can we help
It can be assumed that the gentlemen from the Communist Party of the Russian Federation did not know about the belonging of the plant to the Klyachinsky structures, since his name did not shine behind the listed companies. The plant was transferred during the mayorship of Luzhkov. He was well acquainted with Mr. Chemezov, their names even stand side by side in the biographical information of the former mayor. It is possible that Klyachin entered the plant with the mediation of Chemezov – secretly, since the asset is strategic, state.
And all these years, “Rssvet” allegedly remained in the hands of the state, although Klyachin had been making plans for it for a long time. And now, after the antics of the Communist Party, “began to stir.” First, cafes and restaurants opened at the plant, in 2018, Sergei Gordeev’s PIK structures rented space there, and now Klyachin has fully decided to do redevelopment – until the state changed its mind and took the space back from him. But if you start to understand how the developer got them, this can all end.
By the way, the contract with PIK was originally signed for 5 years, but then the structures quarreled and even went to court. Rassvet claimed that PIK was not paying its bills. To which the company filed a counterclaim, stating that the facility has a lot of problems that it was not warned about. Although, perhaps, all the fuss began due to the fact that Gordeev simply began to “push” and also wanted to get a share in Dawn. So Klyachin removed him from his eyes away?
Where are state assets going?
Alexander Klyachin is a very ambiguous person. He is credited with a lot of raider seizures, including with Mr. Gordeev in tandem. In the early 1910s, they gained control of Vyacheslav Rudnikov’s R-Style holding. Moreover, they allegedly first entered the business, and then began to “squeeze” the former owner out of it against his will.
For several years, Klyachin tried to prove that IKEA in Khimki illegally received land from the state. Funny, considering what we just talked about “Breaking Dawn”. In response, IKEA filed a complaint with the Supreme Court about the attempt to take away its land. Representatives of the company called it nothing more than a raider takeover.
Moreover, the “bargaining chip” in the dispute between economic entities was the fate of the former head of the Khimki Land Committee, Marina Dunyushina. She was accused of fraud on an especially large scale: between 2001 and 2011, she allegedly forged documents retroactively, thanks to which the land into which the Klyachin structures were so “bitten” became the property of IKEA.
At the same time, all the ex-official is to blame for is that she registered a lease agreement between the administration of Khimki and IKEA in 1993. In fact, she simply did not have the right not only to refuse to register this agreement, but also to demand additional documents. So the innocent could be convicted. But Klyachin didn’t seem to care.
Now, when IKEA sells its assets in Russia, the developer can “activate” again.
And there are a lot of such stories in the “piggy bank” of Klyachinsky structures. Is it any wonder that he, too, could have obtained “Dawn” illegally? What is surprising is the potential unscrupulousness of Chemezov and Luzhkov, who may have given away state lands to strategic firms tied to offshore companies from the lord’s shoulder.
