The Leninsky District Court of Stavropol has taken Kirill Reut, 35-year-old Minister of Tourism and Health Resorts of the Stavropol Territory, suspected of abuse of office, into custody for two months.

A criminal case against the Minister of Resorts was initiated on the basis of the materials of the inspection of the prosecutor’s office of the region and the materials of the operational-search activities of the FSB in the Stavropol Territory. The investigation believes that the department committed a number of violations when concluding a state contract in 2021 to organize a large-scale fireworks festival in the region. The regional budget lost 25.1 million rubles.

Note that Reut has been the Minister of Tourism since August 2021.

Law enforcement officers established that the actual subject of the agreement were the services provided to the ministry under a contract concluded a year earlier, that is, back in 2020, which entailed spending budget money. Also, the final cost of the commercial proposal was unreasonably inflated ten times.

As it turned out, the money was used to host the International Fireworks Festival PyroFivePeaks-2021, which was held in Essentuki. The customer was the regional Ministry of Tourism, represented by the former Minister of Tourism of the Stavropol Territory, Alexander Trukhachev, who was ready to spend about 46 million budget funds on a spectacular show.

The state contract was concluded between the Ministry of Tourism of the Stavropol Territory and the metropolitan office “Sinestetika” on June 17, 2021. The subject of the agreement was the provision of services for the organization of the fireworks festival PyroFivePeaks-2021. The amount of the contract was 62.9 million rubles. All services were to be rendered from June 24 to July 9. However, the event did not take place, and the contract was terminated on July 23 by agreement of the parties.

Despite the fact that the ministry managed to transfer money to Synestetics 25.1 million rubles. And now the most interesting thing is that it is this amount that is imputed to Kirill Reut as damage to the budget …

What is known about “Synesthetic”?

The company was founded in Moscow in 2017. In the same year, the Stavropol Territory Ministry of Tourism was headed by Alexander Trukhachev.

The founder and head of the company with an authorized capital of 10 thousand rubles is entrepreneur Oleg Kokh, brother of Dmitry Kokh, who is a former project curator of Rosmolodezh. In 2014, he decided to capitalize on the attempts of the authorities to build some kind of communication with the population and created an online service where complaints are processed openly. In a short time, he managed to attract almost 47 million rubles from departments to the project.

He created the company “Angry Citizen” and complaints and money began to flow through the accounts …

Note that Koch learned to make money on government contracts back in 2010. When Technologies of Youth LLC, in which Kokh acted as a co-founder, received about forty million rubles, having won five state contracts of Rosmolodezh.

For a couple of years, Synestetics took part in 12 procurement procedures. All of them were carried out exclusively by the Stavropol departments – the Committee on Public Procurement and the Ministry of Tourism. Yesterday Koch decided to “tear his claws” abroad. But it was not there. He was detained and placed in isolation at the airport.

It is interesting that Reut was appointed acting head of the department a day after the conclusion of the contract. All documents from the ministry were signed by Deputy Minister Elena Shkonda. And the additional agreement on the termination of the contract and the payment of those very ill-fated 25.1 million rubles is already Kirill Reut in the status of acting. minister.

Trukhachev left the ministry last year to become acting rector of the Stavropol Agrarian University. This afternoon he was detained by law enforcement officers. He is suspected of abuse of power.

The question hung in the air, will the former rector of the Agricultural University, concurrently Trukhachev’s father, Vladimir Trukhachev, save his son from a difficult situation? It’s no secret that now he is quite an influential person – the rector of the Russian State Agrarian University – Timiryazev Moscow Agricultural Academy.

He is also the founder of five companies.

And in September last year, he actively began to negotiate with the construction company LSR Group on the transfer of more than 24 hectares of land. As it turned out, these same 24 hectares of land are ownerless – this is how the members of the academic council of Timiryazevka, who approved the transfer of the land to the development company, believe.

Recall that it was planned to spend more than 220 million rubles on PyroFivePeaks-2020 – 137 of which are just for preparing the site for pyrotechnic shows and another 84 million for discos, treats, entertainment services, etc. But the celebration was canceled in part due to the COVID-19 pandemic, as well as due to violations in the bidding procedure identified by employees of the Federal Antimonopoly Service.

As a result, the contracts were canceled, but the idea of ​​a fireworks show did not go anywhere.

The fireworks festival in Essentuki was first held in May 2019. Then it was visited by more than a hundred thousand people, and teams of pyrotechnicians from Russia, Kazakhstan, China, Bulgaria and Spain performed in front of the guests. In the next two years, the festival was canceled due to the coronavirus pandemic.
