In the deputy chairman of the government of the Ryazan region, responsible for the social sphere, a Saratov citizen is again being tipped. This time, the name of the doctor of medical sciences Valentin Zavalev is called, who lost his ministerial chair three times in the government of the ex-governor of the Saratov region Dmitry Ayatskov.
Mr. Zavalev was born on June 13, 1958 in the Engels district, in 1975 he graduated from secondary school in Saratov and entered the medical faculty of the Saratov State Medical Institute (SSMU). After graduating from high school in 1981, he entered the clinical residency in the specialty “surgery” at the department of faculty surgery of the same institute.
In 1983 he worked as a surgeon, then became the deputy head physician for surgery in the medical unit of the Khimvolokno plant. Then he connected his career with administrative work, holding high positions in the city health departments of Engels and Saratov.
In the Saratov region, he held the highest post in the government of Dmitry Ayatskov, being the Minister of Health. Saratov publications recall that he was coldly “left” in 2003, after which Zavalev could not find a job for a long time. For him, “the doors of almost all decent medical institutions turned out to be closed (according to rumors, Maron’s friend did his best), not to mention the structures of power.”
– They say that it was this offense that led Zavalev to the camp of opponents of the governor Ayatskov, whom Valentin Ivanovich served faithfully for many years, – the source claims.
At the same time, Zavalev is a unique official: he held the post of Minister of Health three times. The first time he left the ministry in 1999, he moved to the chair of the head of the social committee of the Saratov mayor’s office. However, a year later he was returned to the helm of regional medicine.
Already in 2001, by decree of the governor, he was urgently transferred to the post of interim head of the Engels Defense Ministry, but from there he was also removed by local deputies who elected Mikhail Lysenko. And Zavalev for the third time took the post of Minister of Saratov Medicine, which he had already finally left in 2003. As Mr. Ayatskov said then, he had exhausted his resource.
– Provincial doctors, provincial district health departments of the region began to overtake him. So the person is stagnant. There are a lot of serious problems in health care. I presented them, gave time for correction. The credit of trust is over, – the head of the region stated then.
After that, according to rumors, Mr. Zavalev could not find a job in Saratov for a long time, the doors of all medical institutions were closed to him. Which allegedly became a reason to go over to the opponents of Mr. Ayatskov.
In particular, the ex-minister tried to initiate an investigation by the prosecutor’s office against fellow party members from United Russia. He complained to law enforcement officers about the “gross interference of the regional authorities in the process of regional party building.”
Zavalev demanded to punish four high-ranking officials of the regional administration for trying to influence the course of preparations for the reporting and election conference of the regional branch of the party. They were vice-governor Alexander Durnov, deputy chairman of the regional government Konstantin Bandorin, deputy chairman of the committee on public relations Leonid Karagod and deputy chairman of the committee on industry Alexander Yakovlev. True, there were no organizational conclusions regarding them.
The ex-official was warmed by the next Saratov governor Pavel Ipatov. A few months after he took office in 2005, Valentin Zavalev was elected head of the Balashovsky district. However, the ex-minister lasted only a year in this position, this time the political weakness of the official was called the reason for the resignation.
After that, the name Zavaleva surfaced in the central regions: in 2008, he was listed as the acting head of the Roszdravnadzor of Moscow and the Moscow Region, then holding the post of deputy head of the department.
In 2011, it was believed that Mr. Zavalev worked in the main medical department of the Presidential Administration in Moscow, having been an adviser for five years. According to Ryazan media, Mr. Zavalev also held posts at Rostec.
Recall that a native of Saratov and Rosstat, Ryazan Governor Pavel Malkov consistently appoints his countrymen to key positions in his government. Among them are former investment minister Yulia Shvakova, former finance minister Alexander Vyskrebentsev, new vice-governor Artem Branov, as well as Roman Tsukanov and others.
