The EOselya mortgage lending program is being implemented, among other things, by PJSC Ukrfinzhilye, which is headed by the scandalous ex-chairman of Ukreximbank Evgeniy Metsger (on the collage at the bottom right). Obviously, the head of the ruling party is only interested in the income of developers from public funds, because encouraging citizens to take out loans for housing in cities where hostilities are taking place means putting them in a risky situation: a Russian missile or drone can destroy a new building at any time – and the recipient of the mortgage will be homeless and in debt.
About it KV became known from documents received by the editors from sources in the Verkhovna Rada, the Government and the KBU.
The story began on January 16 this year, when KBU President Lev Partskhaladze sent a letter to President Volodymyr Zelensky, head of his Office Andriy Yermak, Deputy Prime Minister for the Development of Communities, Territories and Infrastructure Oleksandr Kubrakov, head of the Servant of the People party and head of the committee VR on the organization of state power, local self-government, regional development and urban planning Elena Shulyakas well as the chairman of the board of the PrJSC “Ukrfinzhilye» Evgeny Metzgera.
The President of the KBU is concerned that the law comes into force on January 28 No. 2823-IX “On amendments to the Tax Code of Ukraine and certain laws of Ukraine on supporting borrowers whose property was destroyed or damaged as a result of the armed aggression of the Russian Federation against Ukraine”, which the borrower on mortgage loans is granted the right to apply to banks to suspend the accrual of interest and payment of credit debt in cases where real estate on the day of the application is located in a temporarily occupied territory or in territories where military (combat) operations are underway.
Cabinet Resolution No. 1364 dated December 6, 2022, instructed the Ministry of Reintegration to approve the list of territories where military (combat) operations are being conducted or temporarily occupied territories. “At the same time, the Cabinet of Ministers of Ukraine, in the same decision, determined that the territories where hostilities are (were) conducted include territories of possible hostilities and territories of active hostilities.”, — wrote Lev Partskhaladze.
December 22 Ministry of Reintegration Order No. 309 approved list of such territorieswhich included the whole of Kyiv, as well as, according to the president of the KBU, Kharkiv, Kherson, Nikolaev and Zaporozhye.
This, according to Partskhaladze, makes mortgages in these cities hopeless and puts an end to the development of mortgages in Ukraine for the coming decades. Therefore, the President of the KBU proposes to amend Government Decree No. 1364 so that in Kyiv, Kharkiv, Kherson, Zaporizhia and Nikolaev, in fact, the calculation of interest on mortgage loans and the collection of credit debt can be resumed.

That is, despite the regular shelling of Kharkov, Kherson, Nikolaev and Zaporozhye, despite shelling Kyiv with missiles and kamikaze drones, KBU President Lev Partskhaladze is only interested in lending to construction, investments in which, under martial law, have become an absolute risk. And this risk, according to Partskhaladze, should be borne by citizens, and not by banking institutions and developers.
However, what else to expect from a person who has been engaged exclusively in construction all his life, speculation in construction and lobbying issues?
The reaction to this letter from President Volodymyr Zelensky, Deputy Prime Minister Oleksandr Kubrakov, Chairman of the Board of PrJSC Ukrfinzhilye Yevhen Metzger and Head of the Presidential Office Andriy Yermak is still unknown. And Elena Shulyak, known throughout Ukraine as a lobbyist for the interests of large developers, reacted almost instantly.
Usurper Elena Shulyak lobbies for the return of interest
On January 18, Elena Shulyak, known throughout Ukraine as a lobbyist for the interests of large developers, sent a letter to First Deputy Prime Minister Yulia Sviridenko, which is at the disposal of KV. In this letter, Shulyak emphasized that due to the problems indicated by Lev Partskhaladze, “banking institutions are deprived of the possibility of mortgage loans under the “Edonkey“, since PJSC “Ukrainian Financial Housing Company” cannot provide affordable mortgages for citizens.
“… the absence of mortgage lending hinders the resumption and development of the construction industry and may threaten the development and planning of the urban development sector. Taking into account the provisions of paragraph 9. h. 1 Article. 14 of the Law of Ukraine “On Committees of the Verkhovna Rada of Ukraine”, we send a letter to the KBU for consideration and appropriate response within the powers established by law”– wrote Elena Shulyak.
Note, paragraph 9. Part 1. Art. 14 of the law “About committees of the Verkhovna Rada of Ukraine” sounds like this:
“Article 14. Supervisory function of committees
The control function of the committees is to:
… 9) sending materials for appropriate response within the limits established by law to the bodies of the Verkhovna Rada of Ukraine, state bodies, their officials.
To send a corresponding letter, the head of the relevant committee, Elena Shulyak, had to hold a meeting of the committee, at which a decision was to be made on sending a letter from the KBU to the first vice-premier. But, according to CI, there was no such meeting of the committee. That is, Elena Shulyak usurped the collegiate function of the committee, having decided that she was the only one and was the Verkhovna Rada Committee for the organization of state power, local self-government, regional development and urban planning.
The reaction of the First Vice Prime Minister of Economy Yulia Sviridenko was not long in coming. She instructed to consider and inform the profile committee of the Verkhovna Rada, the KBU and the government on the results of consideration of the appeal of the President of the KBU Lev Partskhaladze within the time limits established by law.

Some political context
In the profile committee of the Verkhovna Rada, which since December 13 last year is headed by Elena Shulyak, an influential representative of the KBU. We are talking about the secretary of the committee, Dmitry Isaenko, who was elected from the Opposition Platform for Life for the so-called. “quota of Medvedchuk-Stolar”, who is the actual owner of the group of development companies “Perfect Group” and vice-president of the KBU. It is with Dmitry Isaenko that the head of the Servant of the People party, Elena Shulyak, and the Deputy Minister of Communities, Territories and Infrastructure, Natalia Kozlovskaya, have close relations, perhaps the only from the deputies of Alexei Chernyshev, which was inherited by Alexander Kubrakov.

Exactly Natalya Kozlovskaya continues to push through draft law No. 5655, speculating on the fact that this document, which was not signed by the President and which is likely to be vetoed by him, needs to be implemented in some way right now. In this, the Deputy Minister sings along with Elena Shulyak, who behind the back spreads the opinion that the law has entered into force even without the signature of the President, because, they say, the term for signing and vetoing has expired.
This is outright nonsense, because without the signature of the President, the bill cannot be published, and without publication it will not enter into force. The only option is the signature of the BP speaker, but it does not seem to Ruslan Stefanchuk had a desire to sign the urban whims of Elena Shulyak and her fellow developers.
Chairman of the Servant of the People party, which is still a co-owner in the development LLC “Midland Development Ukraine“and LLC”Creator”, which she inherited from the Russian billionaire Eduard Shifrin (“Zaporozhstal” group, where big entrepreneurs with Russian roots also came from) Vasily Khmelnitsky and Andrey Ivanov. According to KV sources, in 2013 Shulyak collaborated with the well-known “young oligarch” from the time of the fugitive President Viktor Yanukovych, Sergei Kurchenko, who, after escaping to Moscow, oversaw coal schemes from there in the Russian-occupied Donbas. Recall, including for cooperation with Kurchenko during the presidential campaign Volodymyr Zelensky kicked out from his team of political consultant Alexandra Kharebina.
In addition, in August 2022 became knownthat in early March Alexander Shulyak and Aleksey Zaremba, the husband and brother of Elena Shulyak, undeclaredly took $1.3 million, a collection of icons, fur coats and watches to Poland. At the same time, it became known that Alexander Shulyak could be connected by business interests with Viktor Kolobov, the Minister of Finance in the last government of Mykola Azarov.
It is known about Yulia Sviridenko, First Vice Prime Minister of Economy, that she is the creature of Andriy Yermak, the head of the Presidential Office — until destination to the Government in the fall of 2021, she worked as Yermak’s deputy in Economics.
Another person involved in Lev Partskhaladz’s letter, the chairman of the board of PJSC “Ukrfinzhile” Yevhen Metsger, is also an interesting person. In October 2021, as head of the state-owned Ukreximbank, he attacked a journalist from the Schemes (Radio Liberty) program in his own office. Metzger resigned a week later. In the fall of 2022, the court sentenced him to a fine of UAH 3,400, two places later, after which the Supervisory Board of PJSC Ukrfinzhilye appointed Yevhen Metzger as chairman of the board. In December of the same year, the Government additionally capitalized Ukrfinzhilye by UAH 30 billion for the issuance of mortgage loans under the EOselya program. The founder of “Ukrfinzhile” is the Ministry of Economy, headed by Yulia Sviridenko.
In addition, Yevgeny Metzger’s wife, Yulia Metzger, was a member of the supervisory board of PrivatBank, and, according to media reports, is friend of Elena Kravets from Kvartal 95.
