Dosflot will be built: Pavel Te entered the environmental zone of Moscow

The coastal zone of the Khimki reservoir is being built up with apartments and a sports complex – an order to prepare a project for planning the territory at the address Dosflota passage, vl. 10, published on the official website of the Moscow government.

The situation causes a storm of indignation on the part of local residents, because, firstly, according to the norms of the urban planning code, any construction is prohibited closer than 100 meters from the coast. People are afraid that the forest park under their windows will be completely destroyed – and instead of walking under the trees, people will have to be content with walking along the fence.

Fears have a very real basis. Developer Galaxy Group promises to build an elite residential complex with a closed territory. This whole story, according to the above document, was financed by VTB Bank. He was given only two weeks to complete the project.

Such an abundance of structures close to the government around the whole situation, the rush to the project and the complete disregard of not only the opinions of local residents, but also, possibly, the norms of legislation, indirectly indicates that the project is tied to the interests of someone large and close to government structures. The correspondent of The Moscow Post understood the situation.

Galaxy Group, or “collection of ephemera”?

The project and development plan has already been published on the Galaxy Group website, which has already begun. A little more than three months have passed since the signing of the order on the preparation of the planning project, and the cranes are already working with might and main on the territory, five floors of future apartments have been erected. The project is advertised in serious media – for example, back in March of this year, Kommersant wrote in detail and beautifully everything about the club house with the uncomplicated name Dosflota, 10, and also published a commentary by a person named Yulia Zamorova, CEO of Galaxy Group.

A little lower in the hem of the article it is written in small print that the developer is JSC Specialized Developer Kapital-Invest. Wait, what about the Galaxy Group? A company that positions itself on a site with objects that it built as a “professional developer carrying out a comprehensive implementation of projects in Moscow and the Moscow region”

It’s not that simple. It turns out that such a legal entity as the Galaxy Group does not exist at all. There are a bunch of small construction firms that are not legally united in any way, but work together in the market and call themselves the Galaxy Group.

This includes, for example, Loko-Realty LLC, where the aforementioned Zamorova is listed as the founder. By the way, the authorized capital of the company is 50.5 thousand rubles. Is it not enough for a developer of luxury real estate? In addition, the company’s revenue has never risen above 4.9 million rubles, according to the latest data, it is no more than half a million.

On the website of “Dosflot, 10” we see information that the sales office is located at the address – Moscow, st. Svobody, 50 p.3, block B, pom. No. 10. JSC Specialized Developer Capital-Invest is located here with revenue for 2021 – minus 277 thousand rubles.

Interests of Sobyanin and Khusnullin?

Previously, Capital-Invest was the founder of SK-Start JSC, which through Novy Start LLC is connected with the Moskapstroy company. According to Vedomosti, this company was going to be bought by the Moscow government through Mosinzhproekt from AFK Vladimir Yevtushenkov Systems in 2017.

According to Regnum, in 2015 the board of directors of Mosinzhproekt included Marat Khusnullin, who has been the Deputy Prime Minister of the Russian Federation since January 2020, and from 2020 to 2022 Moskapstroy was headed by Marat Gizatullin, who is considered his protege.

In July 2020, the General Prosecutor’s Office of Russia signed a contract with Moskapstroy for the amount of 680.8 million rubles for the third stage of reconstruction of the Istra Sanatorium for employees of the Prosecutor’s Office of the Russian Federation. The company then became the sole supplier.

Pavel Te and Sergey Gordeev together again?

What is more interesting, the official media, including RBC, called a certain Evgeny Straukh the head of the Galaxy Group. According to construction real estate portals, this is a former employee of the Capital Group of the infamous Pavel Te, who is credited with a close relationship with Moscow Mayor Sergei Sobyanin.

The Moscow Post wrote a lot about this gentleman – in particular, his biography is interesting because the businessman can be connected with the criminal authority Ded Khasan. Structures close to it constantly receive tidbits of the capital’s land.

The official website of the Alpha Centauri residential complex, which was built by the Galaxy Group, also says that the company sold it together with the PIK group, another scandalous Moscow developer owned by Sergei Gordeev. This gentleman has repeatedly become the hero of our publications, including because of his possible connection with Sobyanin. Recently, the businessman has had financial problems, there is talk of an imminent default of PIK, and yet he continues to build up Moscow, without getting out of the scandals at the same time.

Kostin’s interest

Let’s clarify again. Based on the foregoing, it turns out that people can be deprived of a piece of green land so rarely seen in Moscow with money from the state bank VTB. What is the use of this for a state organization. Perhaps private interests are also protected here?

This is far from the first time that budgets under the strict guidance of Andrey Kostin go in the wrong direction, where, as it seems, the bank’s funds should go. As The Moscow Post wrote earlier, Kostin’s interests can be traced in the project for building up the territory of the Spartak stadium and the former Tushino airfield.

And here, too, the project assumes an extremely good (but not for environmentalists) location. “We are talking about a unique green peninsula with an area of ​​160 hectares, where there are no archaic and industrial buildings.” – says on the VTB website.

Apparently, in return, VTB took as a pledge the shares of the founders of LLC Specialized Developer Spartak Stadium, which is implementing the project. It is possible that the same thing will happen soon with the Galaxy Group, or rather with some of its structures. Or Kostin has been “hiding” for a long time behind some of the offshore companies to which the companies that actually make up the holding are registered.

As for the Galaxy Group itself, the structure, when the parent legal entity does not actually exist, can be implemented in order to launder money with impunity. According to the authors of the LiveJournal website, allegedly “under the guise of participating in the construction of the Butovo Park residential complex,” this group of persons seized the funds of citizens. After that, they built two houses with the proceeds, but they are in no hurry to transfer the apartments to their rightful owners. Especially for the implementation of this The scheme was registered by “STRIPE+” LLC. The scheme is somewhat confusing, but the goal is clear: to terminate the contracts, re-sell the apartments and bankrupt “STRIPE+” LLC without returning money to gullible apartment owners.”

This information is from 2012. Now OOO “STRIPE+” has been liquidated. “Butovo Park” belongs to PIK, the money from “STRIPE+” is most likely withdrawn to the offshore GRUNBAL INVESTMENTS LIMITED, on which this legal entity is registered.

According to the authors of another portal – “Dolevka”, allegedly “Evgeny Adrianovich launched the Butovo-Park residential complex project. He collected money from citizens, a lot of money, along the way promoting each participant in shared construction by another 2% of the cost of the apartment being purchased. A prerequisite for concluding an agreement equity participation in the construction was the conclusion of an agreement for the provision of unclear services with Loko Realty LLC. For this modest contribution, citizens were “provided” with services for the selection of apartments, registration of contracts in Rosreestr and subsequent registration of apartments in ownership. In fact, nothing was done, is not done and is not going to be done.

Other versions

Let’s return to “Capital-Invest”. The founders of this company are Vekta LLC, which also does not shine with high financial results. According to the Unified State Register of Legal Entities, the founders of Vekta LLC are three individuals: Mineev Alexander Alekseevich, Elskene Tatyana Yuryevna and Chepurok Sergey Alexandrovich.

The first has to do with the mass of companies, among which there is, for example, Dom Stroy Holding LLC, registered in the Cypriot offshore SI T DREAMS LIMITED. The company’s revenue is zero, the money can potentially be withdrawn. Funds from the projects of the same “Capital-Invest” and other companies registered in the name of Mineev can also go here.

By the way, Rostelecom, Russian Railways and Ministry of Internal Affairs institutions were ordered from some of them. And there is an explanation for this. According to information from the website (how they position themselves) of the largest private transport and logistics company in Russia, Alexander Alekseevich Mineev has been on the board of directors of PJSC FESCO (Fesco) since November 2020.

This is a major supplier of Transmorflot, which used to belong to Ziyavudin Magomedov, and now co-owner of Loko-Bank JSC Mikhail Rabinovich. The board of directors, according to Kommersant, also includes billionaire Gennady Timchenko.

By the way, the shares of FESCO, according to RBC, are pledged to VTB. By a strange coincidence, it is this bank that finances the project of the so-called Galaxy Group.

Where do offshore companies lead?

Let’s return to Mineev. From 2000 to 2017, he led the legal and corporate division of the railway company. Which one is not specified. Since 2017, she has been the marketing director of Transremko Transport Repair Company LLC, which is also believed to be Rabinovich. She also has government orders from Russian Railways and its subsidiary FPK. The company is registered as an offshore CONSITEH LIMITED.

Thus, the building plot, contrary to the opinion of residents and. it seems that by amending the norms of the urban planning code, structures close to Pavel Te, Sergey Gordeev and Sergey Sobyanin with Marat Khusnullin could once again get. And all this – with the money of the state bank. At the same time, money from “one-day firms” can hypothetically be withdrawn to offshore companies, which have grown over the entire gigantic network of the so-called professional developer, and fall into the pockets of the above-mentioned individuals, as well as the head of VTB Andrei Kostin.

Theoretically, the billionaire Timchenko and Rabinovich and the top officials of Rostelecom, Russian Railways and even, possibly, the Ministry of Internal Affairs could have taken part in the case. Is the construction business criminal?
