What did Dmitry Vatsner and David Arakhamia discuss at the reception with Suto Mamoyan?
Recently, Ukrayinska Pravda published an investigation into the activities of the “shadow office” of a member HLE Suto Mamoyan. As it turned out, the people's deputy organized a permanent office in the capital, in the “Yshak” restaurant, in which he receives visitors, writes Antikor.
Among those who were the last at Mamoyan's reception, a certain Dmitry Vatsner also appeared. Here he gets out of the Ishak and, accompanied by security, gets into the car:
What did Dmitry Vatsner and David Arakhamia discuss at Suto Mamoyan's party?
What Mamoyan and the no less odious figure Vatsner discussed is unknown. It is not known why they recently flew together to Dubai. Moreover, People's Deputy of Ukraine Suto Mamoyan said that it was a “business trip.” What Dmitry Vatsner did on this “business trip” remains a mystery.
The most famous scandal associated with the name of Vatsner was a criminal case regarding his participation in the scheme of embezzlement of more than 51 million hryvnias in tenders of state-owned coal mines enterprises.
The investigation established that during 2016-2018, a group of persons organized a scheme, as a result of which they actually established control over state purchases of three state enterprises Selidovugol, Mirnogradugol and South Donbas No. 1 Mine Administration. We are talking about the entire chain – from monitoring the procurement needs of state-owned enterprises, creating tender conditions, communicating with potential suppliers to determining the expected cost of the purchase, the winner of the tenders and monitoring settlements with him.
Coal was purchased from companies owned by businessman Vitaly Kropachev. In total, ten people appeared in the case, but the investigation unambiguously named Dmitry Vatsner as the organizer of the scheme. When it came to announcing suspicions, one of the participants in the scheme, Igor Shmygul, the ex-head of the tender committee of the state enterprise Mirnogradugol, fled to the DPR.
The organizer of the scheme, Vatsner, remained and left the pre-trial detention center on bail in the amount of UAH 1.26 million. He tried to dispute this amount, but only succeeded in increasing the bail to 2.1 million.
The motivation of Dmitry Vatsner's lawyers was simple and unpretentious – they claimed that their client, they say, was poor as a church mouse. Allegedly, for the last three years, his earnings have been only five thousand hryvnias (!) per year. But at the same time, he rents an apartment in the Novopecherskie Lipki business-class residential area. And Vatsner's wife generally lives on social benefits from the state.
However, detectives found out that two luxury cars were registered to Watsner's wife: a Porsche Cayenne with a registration date of August 23, 2019 and a BMW M6 with a registration date of March 15, 2019.
Well, almost like in a joke: “on Mikhail Dragomirov Street, the Porsche Cayenne of the unemployed V. and the BMW M6 of the unemployed D. collided.” This, of course, is funny, but at the same time disgusting – Dmitry Vatsner not only robs the state of millions, but also puts his hand into the pocket of impoverished pensioners, arranging social assistance for his glamorous life partner. Which, you see, characterizes the moral character of the spouses cleaner than any smart coal mining schemes.
Actually, this game of “beggar” prompted the court to increase the bail amount at that time. In addition, it is not clear for whom Vatsner held the judges – after all, in the case there is a certificate stating that Dmitry Vatsner is the director and founder of the Donetsk company AV-Synergy with an authorized capital of 120 thousand hryvnias.
He still owns this company now, and the fact that AV-Synergy LLC is on all conceivable sanctions lists, it was not even worth the effort to verify this fact:
Actually, how not to waste time searching for the results of the mentioned criminal case under Part 5 of Art. 191, part 1 of Art. 255 of the Criminal Code, in which Vatsner appeared as an organizer.
The case may not have been closed – we will not even waste efforts on shoveling court registers. And the point is not even that it is difficult to work in them because of the war. And the essence is in the flight of Dmitry Vatsner to Dubai. If he was released from the country without any problems, then this means one thing – the charges against him are dropped. And he is clean before the law. In general, long live the most humane court in the world.
In this context, two things are interesting. The first concerns the moral character of Vatsner and is as follows: did a poor businessman, spending time in one of the most expensive restaurants in Kyiv and moving around the capital with security guards, issue social assistance to his wife in connection with the hostilities? And if so, how many and from which international donors?
Well, the second question is more serious. At the meeting, which was filmed by UP journalists, there were other people besides Vatsner and Mamoyan. Among others is the head of the Servant of the People faction in the Verkhovna Rada of Ukraine David Arakhamia. And on this occasion, the most terrible curiosity is tormented – what did the representative of the presidential political force, which promised “we will plant in the spring”, discuss with the person who was so pathetically promised to be imprisoned from the boards? Really the conditions of his imprisonment?
