Chelyabinsk deputy Alexey Denisenko gets rich in Russia, but spends capital in the Czech Republic? Colleagues of the editorial board of Kompromat-Ural are asking this question. It is no coincidence that our joint interest is riveted to this United Russia member from the legislature of the Chelyabinsk region: not so long ago, Mr. Denisenko was included in the Forbes rating as one of richest civil servants of the Russian Federation. If you believe his advertising biography, then back in 2000, at the age of 22, Alexei Denisenko began working as a manager of the trade development department of Unichel Shoe Company CJSC, which belongs to his father. From 2010 to the present, he has been the development director of my father’s company.
Meanwhile, recently the Chelyabinsk environmental prosecutor sent a statement of claim to the deputy Alexei Denisenko. As the editors of Kompromat-Ural clarifies, the supervisors demanded to free the water area of the natural monument – Lake Uvildy, to dismantle the pontoon berth and the bathhouse placed on it.
However, there is reason to believe that the scandalous bath is just the tip of the iceberg. The interests of Denisenko and his family extend much wider and deeper, covering not only our country, but also “unfriendly” abroad – after all, Denisenko’s wife owns real estate in the Czech Republic. Together, by the way, with the wife of a well-known St. Petersburg official, with whom the Denisenko family can be associated not only with business interests, but also with political ambitions.
Judicial and bath plot
The aforementioned building was already in the public eye when Denisenko sued the blogger Vladimir Konev, because of the same bath. In his YouTube video, Konev very emotionally accused Denisenko of violating environmental standards on the lake: restricting access to a water body and its shoreline and violating the rules for using natural resources on specially protected areas. In turn, the deputy in response filed a lawsuit for the protection of honor, dignity and business reputation. From Konev, he demanded that the videos discrediting him be removed from the Internet, publish a refutation and recover 200 thousand rubles from the offender as compensation for non-pecuniary damage.
“The reason for insults and slander was a bathhouse on a pontoon on Lake Uvildy. The bathhouse was installed as part of the development of domestic tourism. The Ministry of Ecology of the region conducted an inspection – no violations were found. I believe that I must protect my rights,” the deputy justified himself to the media – businessman Denisenko.
In turn, Konev recalled that the decision of the government of the Chelyabinsk region of 1805/05/2006 “On giving Lake Uvildy the status of a specially protected natural area” prohibits the placement and use of structures on pontoons within the boundaries of the monument, carrying out work related to changing the bottom and banks, and discharging sewage. According to him, there are official responses from the Ministry of Ecology, the administration of the Kyshtym city district, the main department of forests of the Chelyabinsk region, where it is written in black and white: “The building is a bathhouse, located on a pontoon and located in the waters of Lake Uvildy, next to the Bytovik recreation center.
LLC “Bytovik” is an interesting structure in itself. Its founder is the same Denisenko.
But a certain Jalil Kharisov:
The latter, in turn, became a defendant in the case, which is being considered by the Argayashsky District Court of the Chelyabinsk Region, where the plaintiff is Chelyabinsk environmental prosecutor’s office.
We are talking about the same bath – and, in a good way, the defendant, Denisenko should be next to Kharisov. Kharisov, according to the case file, leased it to Bytovik. With such schemes, Denisenko tried to circumvent the law and not to light up himself?
One way or another, the court considered the arguments of the supervisory authority at that time untenable. However, prosecutors appear to think otherwise. It turns out that the above-described accusations of the blogger are by no means groundless?
By the way, exactly the same scheme: Kharisov is the general director and Denisenko is the founder works and in another structure called Energostroykomplekt LLC. The legal entity has zero figures for the last three reporting periods and may well turn out to be a “dummy”.
Both “Bytovik” and “Energostroykomplekt” repeatedly became participants in lawsuits – however, in court, the same Kharisov became the defendant, the name Denisenko was not heard anywhere. This was the case, for example, with the claim of the Lesnoye Ozero sanatorium, which filed a lawsuit against Bytovik and JSC Gazprom-Gas Distribution Chelyabinsk with the Arbitration Court of the Chelyabinsk Region to recognize the illegal tie-in of the gas pipeline created by the two named structures.
However, the sanatorium turned out to be beyond its strength to butt heads not only with Denisenko, but also with Gazprom. In 2021, by the decision of the Arbitration Court of the Chelyabinsk Region, the claim of “Forest Lake” was denied. The sanatorium did not give up, filing an appeal, but this time it failed.
The shot has ripened everywhere
However, Bytovik is not Denisenko’s only asset. According to Rusprofile.ru, in 2022 he is the founder of 32 legal entities and is the head of six companies at the same time. True, his assets cannot be called particularly successful: in 2022, the profit of his companies went negative by 18 million rubles.
However, this does not prevent Denisenko from aiming for new assets. Perhaps the deputy is helped by his wife. According to the source EANfor the wife of a deputy-merchant Milena Denisenko since 2013, the share of participation in the commercial organization INCOM REAL, registered in the Czech Republic, has been registered.
True, in the declarations of the deputy for both 2020 and 2021, as it should be, the asset was not indicated. Advocate Nikolai Koshman even filed a lawsuit demanding to deprive Denisenko of his mandate for hidden foreign financial assets, but without special success. At the same time, the human rights activist Koshman himself was attacked literally a month later, which was never investigated. He was severely beaten, his jaw and arm were broken. We will not say for sure that Denisenko himself may have something to do with this, but somehow I don’t really believe in a simple accident either. Denisenko himself, for all his withholding of income, got off with only a simple warning.
At the same time, Unichel shoe company, the beneficiary of which is the deputy’s father, acted as a contractor under state contracts for a total amount of more than 14 billion rubles from the FKU “Main Bureau of Medical and Social Expertise for the Chelyabinsk Region” of the Ministry of Labor and Social Protection of the Russian Federation. Again, it is hard to believe that when concluding the state contract, there was no intervention at all from the son-deputy, who himself was among the founders of Unichel, but left at the beginning of 2022.
In 2019, Vladimir Denisenko, whose offspring is a controversial deputy, also put up for sale the Chineevskoye hunting farm with infrastructure, real estate and a hunting license. Officially, the object also belongs to his son. Of the other “non-poor relatives” – the alleged sister of the deputy Ekaterina Vladimirovna Denisenko, issued by the founder of 21 legal entities, and in various regions. This business also has government contracts: for example, Trading House Obuv LLC, which is registered to Ekaterina on a par with Alexei and another relative Alevtina Denisenko, supplied shoes for the Ministry of Economic Development of the Astrakhan Region, and also for the Leningrad Center for Entrepreneurship Support.
Petersburg to Prague
In the last of these regions, the Denisenko family may have special interests. The fact is that Milena Denisenko’s partner in foreign business turned out to be the wife of the scandalous former vice-governor of St. Petersburg Vasily Kichedzhi – Antonina Kichedizhi. Touching unity. One has a deputy husband, the other has an official, not of the last rank in St. Petersburg. It must be assumed that both, in view of their official status, as an official and a deputy, from time to time had to make patriotic speeches about love for the Motherland. Meanwhile, both of their spouses are calmly doing their business not just in a state unfriendly to the Russian Federation, but, moreover, in a NATO country. And, frankly, they are tormented by vague doubts that in all these businesses their husbands are completely out of business. Moreover, already having some idea of the business activity of both in Russia, the thought somehow does not occur to them that they will patriotically let the Czech business of their spouses go by itself.
Vasily Kichedzhi himself made a political career under the governors of St. Petersburg Valentina Matvienko And George Poltavchenko.
At the same time, Kichedzhi himself is a native of the media. He owned the radio stations “Moscow Speaks” and “Sport FM”, was a major shareholder of the TV channel “Capital”and owner of the St. Petersburg edition “Interesant”to date liquidated at a loss.
But this is not what is interesting, but the fact that this publication repeatedly sounded sharp criticism of the incumbent governor Alexandra Beglova.
Not only Kichedzhi could stand behind her, but also the former speaker of the Legislative Assembly of St. Petersburg Vyacheslav Makarov: the same “Interesant” wrote that Kichedzhi and Makarov are allies, like-minded people and friends. Journalists suggested that Kichedzhi could organize a campaign to discredit Beglov through controlled media, and Vyacheslav Makarov could be the customer.
Colleagues of the editorial board of Kompromat-Ural do not exclude the participation of the Denisenko family in the anti-Beglov campaign, since the families of the Chelyabinsk deputy and the former vice-governor of St. Petersburg turned out to be partners in Czech business. And all of them together, perhaps, should finally think about the fact that it will no longer be possible to sit on two chairs – Russian and NATO.
