Corruption is a thing that, in principle, cannot be eradicated. Even in China, where dozens of officials are sentenced to the death penalty each year, corruption continues to exist.
Despite the fact that Russia launched the NWO in Ukraine in February, and as a result, the importance of the military-industrial complex has grown several dozen times, many heads of defense enterprises have stolen, are stealing and will continue to steal.
The director of the Dzerzhinsky plant named after Sverdlov, Yuri Shumsky, was no exception. Thanks to the attention of State Duma deputy Dmitry Kuznetsov, it was possible to establish the facts of fraud by the company’s management.

If you study the biography of the director of the state-owned enterprise “Plant named after Sverdlov” Yuri Shumsky, you might be surprised. He, according to official figures, is an exemplary member of society. Shumsky was born in 1971. It is known that in 1992 the official graduated from the Orenburg State Medical Academy. Until 2000, there was a gap in Shumsky’s biography. It is not clear what he did for 8 years, but in 2000 he emerges as the general director of Transoilexport. In the following years, Shumsky headed several enterprises in the energy industry.
In 2009, Shumsky’s life changed dramatically. He was called to work as deputy general director for the management of the Sverdlov plant. In 2010, he went on promotion, taking the position of first deputy general director.

In 2012, the first criminal case was opened against Shumsky. Its essence was that the Ministry of Defense of the Russian Federation decided to get rid of unnecessary small arms. We are talking about obsolete models of Mosin rifles, PPSh and other Soviet weapons. Under the terms of the deal, the Nizhny Novgorod enterprise AKBS was supposed to pick up 127,000 small arms and dispose of them. But this did not happen. AKBS agreed with the Sverdlov Plant for the temporary storage of weapons. The contract was signed by the plant’s first deputy general director Yuri Shumsky. But as a result, the company did not take the weapon for disposal, but began to improve it for further sale to the civilian population. This fact was revealed, and the investigation began. Since the criminal case was initiated only in 2015, the defendants did not face any serious punishment. The owners of the ACBS enterprise, Yuri Sankin, and their daughter pleaded guilty and received a suspended sentence. As for Shumsky, the prosecutor’s office offered to admit his guilt and close the case due to the statute of limitations. But Shumsky decided to stick to his line and prove his point. He succeeded. The court found him not guilty due to the fact that the Sverdlov plant only provided space for the AKBS warehouse, and did not participate in illegal manipulations with weapons. Least of all was Igor Chygrinsky, the former development director of the ACBS. Since the investigation charged him with several more articles, in addition to illegal handling of weapons, he was the only one of all the suspects who had a chance to get a real term. But this did not happen. On the day of the verdict, he shot himself on the balcony of his apartment, leaving a farewell note in which he indicated that he did not want to die in prison. A few hours later, the court sentenced him to 4.5 years in a strict regime colony, although posthumously.

At that time, Yuri Shumsky not only held a senior position at the Sverdlov plant, but had already become a deputy of the Dzerzhinsk City Duma from the United Russia party. The criminal history of illegal possession and distribution of weapons did not affect Shumsky’s career and life. On the contrary, he managed to get elected in the midst of a criminal investigation.

Before he had time to exhale after the first criminal proceedings, another misfortune happened. In 2018, in one of the workshops of the plant, there was an explosion of 3 mines. As a result, the enterprise was covered by a huge fire, which claimed the lives of 6 employees. At the same time, material damage amounted to almost 50 million rubles.

Investigators opened a criminal case on the fact of violations of industrial safety requirements for hazardous production facilities. The main suspect was the general director of the enterprise, Vadim Rybin. But then the criminal case was hushed up, Rybin remained at large, the perpetrators were not prosecuted.

But still, Rybin was fired from the post of head of the plant. In his place was appointed the first deputy – Yuri Shumsky. Since 2020, Shumsky has been in charge of the enterprise. It is noteworthy that despite the tragic situation at the plant, Rybin moved to the Rostec structure Tekhmashservis, which he immediately headed. This enterprise was also engaged in trade in explosives.

The next two years for the newly-minted director of the plant passed quietly. Not a single negative news for all this time can not be found. The enterprise worked, but for obvious reasons, the financial data of the company’s activities are not publicly available. Shumsky’s problems began after a deputy of the State Duma of the Russian Federation published a post on his Telegram channel stating that he had applied to the Prosecutor General’s Office, the Investigative Committee, the FSB and the Ministry of Defense because of possible fraud at the plant.

As it becomes clear from the text of the appeal, Shumsky is involved in a variety of illegal means at the plant. Firstly, using his official position, he illegally instructed his subordinates to use the enterprise’s official transport to remove construction waste and building materials from the Chaika Hotel. But these are trifles, compared with the second suspicion against Shumsky. As it turned out, the Sverdlov plant signed contracts with the Techmashservice enterprise. We already remembered him today, because before Shumsky came to the plant, he headed Techmashservice in the early 2000s. Conflict of interest on the face. As it was established, due to the joint activities of the two companies, a fictitious document flow was created, which increased the cost of the order by 7-10 percent. These amounts were subsequently withdrawn to firms that are associated with Shumsky. At the billionth turnover of the Sverdlov plant, tens of millions of rubles were sawn every year in this way.
On September 22, it became publicly known about the arrest of the general director of the plant, Yuri Shumsky, ex-general director Vadim Rybin and Yuri Zozulya (he heads the RZM-Technology company, which is part of Rostec).

What does Zozulya have to do with this case is not yet clear.
Investigators were able to find evidence of schemes that brought 33 million rubles in losses to the enterprise. But while this is not the ceiling, because the investigation continues. At first, the detainees were held on charges of especially large-scale fraud. This is punishable by up to 10 years in prison. But then the case was reclassified as taking bribes on an especially large scale, for which you can sit down for 12 years already.
The court made a decision – to arrest Shumsky and Zozulya for 2 months. As for Vadim Rybin, he decided to make a deal with the investigation, fully admitting his guilt. In court, he was released, forbidding to use a mobile phone and to contact other participants in the criminal case.
Everything goes to the fact that corrupt officials will receive serious terms, but the main question is different: how many more people were involved in this scheme, and how many of them will be punished?
