As it became known to Kommersant, businessmen Kurban Abaev and Anatoly Bokov, who supplied the Defense Ministry with access control and food ordering systems (SKU DiZP), conditionally received five years each. Both were found guilty of embezzlement of about 76 million rubles. during the implementation of a government contract for the supply of biometric terminals purchased in China, which contain the data of each serviceman using the army canteen.
A criminal case on the fact of a particularly large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) in the implementation of a state contract for the supply of the Ministry of Defense of the SKU DiZP was initiated by the Main Military Investigation Department of the TFR in April 2019. According to Kommersant, the reason for this was the military’s complaints about problems with purchased biometric terminals. The systems supplied to the Ministry of Defense since 2015 include a server with biometric data of military personnel, a fingerprint scanner, a biometric sensor for their recognition, a printer for printing out information for the food service, and two terminals for the cook and dining room visitors.
The principle of operation of the SKU DZP, which is now installed in all army canteens designed for 150 or more people, is quite simple.
At the entrance, the military puts his finger on the reader, and a page with his data is displayed on the screen. After that, he can choose the days when he will come to the dining room for breakfast, lunch or dinner, or, conversely, temporarily withdraw from allowance, for example, in connection with leaving on vacation or dismissal. In case of illness, the commander can also enter data for a fighter, who also has access to orders and their cancellation. According to the Ministry of Defense, the introduction of this system makes it possible to annually reduce budget expenditures on food by at least 1 billion rubles.
The first contract for the supply of 602 sets was signed by the IT contractor of the Ministry of Defense JSC Central Research Institute of Economics, Informatics and Control Systems (declared bankrupt in 2022) with I-Teco in May 2015. She, in turn, attracted the firm Sonda Technology from the Chelyabinsk region as a subcontractor. In total, more than 677 million rubles were allocated from the budget for the purchase and implementation of equipment.
According to the investigation, with which the court agreed, the director of the complex projects department of the Servionika company (a subsidiary of I-Teco) Kurban Abaev entered into an agreement with the head of Sonda Technology Anatoly Bokov. The firm of the latter, as follows from the case file, supplied I-Teco with fingerprint readers and software that allows them to be recognized, at an overvalued price of 76 million rubles. price.
During the debate in the Meshchansky District Court of Moscow, the prosecutor asked for five years in a penal colony for the accused and a fine of 700 thousand rubles. Judge Anna Mayorova considered it possible to limit herself to a milder punishment – five years probation and a fine of 500 thousand rubles. to each figure.
Messrs. Abaev and Bokov did not admit their guilt in the incriminated acts. The lawyer of the latter, Dmitry Glazov, told Kommersant that the circumstances underlying the accusation had not been proven.
“In total, Bokov’s company delivered goods to I-Teco for only 25 million rubles. The only drawback was the fingerprint sensor that did not meet the technical requirements. But after my client’s company finalized the software, the terminal began to work correctly. Moreover, the Ministry of Defense still buys software from Bokov’s company, but through another contractor. So there is no reason to talk about faulty equipment or malfunctioning,” the defender believes.
According to him, during the warranty service of the terminals, it turned out that in 99% of cases their failure was due to mechanical influences of users, for example, scanners were filled with compote or tea.
It should be noted that initially, in addition to the merchants, certain officials of the Ministry of Defense also appeared in this criminal case, which, according to Kommersant’s information, the investigation failed to identify.
