Children are annually poisoned in school and camp canteens in the Sverdlovsk region. Who is to blame and why is the “sensitive leadership” of the head of the region Yevgeny Kuyvashev not helping?

At the beginning of August this year in the Sverdlovsk region there was another scandal on the grounds of nutrition in the children’s camp “Baranchinskiye Ogki”. Nine children were hospitalized with poisoning, Komsomolskaya Pravda reported.

Earlier, a number of violations were already detected in this institution – including at the beginning of the season it was found that the camp workers did not undergo a set of mandatory medical measures. And in 2016, the parents of the children accused the administration of the institution of concealing the mass poisoning of pupils, the Mezhdu Rows newspaper reported.

The governor of the Sverdlovsk region, Yevgeny Kuyvashev, openly admitted that the incident happened due to sloppiness. But is it just negligence? This time, Alexander Bastrykin, the head of the Investigative Committee of the Russian Federation, ordered to personally investigate the situation with the outbreak of norovirus, the Club of Regions reported. And this means that in this incident, most likely, there is a trace of corruption.

The situation is not new in general for the Sverdlovsk region. Similar things happen from year to year, but nothing changes over time – often even the guilty contracting organizations that provide food for children remain, as they say, under contracts. The correspondent of The Moscow Post in the Sverdlovsk region understood the situation.

For example, in 2013, over a hundred children received the same norovirus in the Tavatui camp. The most interesting thing is that they did not even think about closing it – the second shift immediately began in the institution.

The following year, the situation almost repeated itself in another place – this time, the Dream summer camp almost became a place for vacationing children from which they would leave in an ambulance. In the institution, insects and cobwebs were found at the catering unit, but they did not find any traces of at least some cleaning, Nakanune.RU reported.

As a result of mass situations of this caliber in 2017, searches and detentions were carried out in the department of Rospotrebnadzor in the Sverdlovsk region – the then leadership fell under the hot hand. Ura.ru wrote about it. With those who remained in business and new people in the department, they had an “educational conversation”, where they told, no matter how funny, about the duties of the employees of the department.

Did not help. Despite the change of leadership and other measures described above, in 2018, 64 people were poisoned in the Sosnovy Bor camp in Kushev, RIA Novosti reported. At the same time, a similar situation occurred in the local children’s health camp “Chaika”.

A look through your fingers

The contract for food was concluded with IP Rosenbach Evgenia Olegovna. In the same year, it was terminated, and three months later it was re-concluded with the same counterparty. IP Rosenbach continues deliveries to Chaika to this day, the office has earned more than 24 million rubles on government contracts with the camp.

Immediately after that, mass checks began again, orders were poured in to strengthen control over what was happening in sanitary and resort institutions and other classic measures aimed at preventing such situations.

At the same time, according to the authorities themselves, the camp passed all the checks and received all the necessary certificates in order to work. It is time to once again think about the quality of the performance of duties by health workers and the local Rospotrebnadzor.

After a scandalous situation, the then head of the department, Sergei Kuzmin, resigned, and his deputy, Dmitry Kozlovskikh, took his place. The latter, it seems, still followed in the footsteps of his predecessor.

By the way, Kuzmin, not only was he not subjected to any punishment, but also in 2020 he was appointed head of another institution of Rosportrebnadzor – the FNTSG named after. F.F. Erisman”.

Trouble for delay

The situation, similar to the camps in the Sverdlovsk region, also affects local educational institutions. Scandals in the baby food market shake the patrimony of Kuyvashev and his ministers almost every month.

For example, everyone has long known that one of the largest players in the baby food market in Sverdlovsk schools was and remains Mr. Andrey Goncharov, who owns a whole network of interconnected organizations under the parent “Katerinburg”.

The amount of its revenue from state skazaz is comparable to what the road builders earn. At the same time, companies from Goncharov’s orbit often become the object of inspections that reveal numerous violations. From time to time, checks are late – and pupils of state institutions find themselves in hospital beds, and they don’t even think of curtailing the “potterism”. Yes, there were checks by the FAS, there were fines (penny, in comparison with the proceeds), but this was the end of the matter.

By the way, according to Vecherniye Vedomosti, Goncharov’s empire is partially composed of former municipal assets. It must be assumed that someone “at the top” feeds well from the earnings of a businessman …

Smaller market players can also be supported at the government level. In January of this year, the V Appetite company, which provides food for two schools in the Verkh-Isetsky district, was fined 3,000 rubles for feeding children with expired products. A worthy punishment for such a “crime”?

Issues are being discussed at the level of Governor Kuyvashev (who, by the way, has been heading the region for ten years), the departments under his control and the local Rospotrebnadzor. But either officials do not know how to conclude contracts with other suppliers, or is all this a sheer farce aimed at obtaining benefits at minimal cost?

Kuyvashev’s current “frank confession” looks like an attempt to absolve himself of responsibility if something happens.
