For two years already, Chingis Mansheev has been ruling the Tunkinsky district of Buryatia – the governorship of the the capital boss republic.
The newly minted inherited managers from among the “Alkheevskaya organized crime group” and a bunch of problems that only worsened under his rule. Babr talks about the failed activities of Mansheev and his income.
From economist to head of the district
Chingis Mansheev was elected head of the Tunkinsky district of Buryatia by the Council of Deputies in 2021 for a period of five years. At the moment he is a member of the United Russia party.
The official was born in 1981 in the village of Khoito-Gol. In 2004 he graduated from the Buryat State Agricultural Academy with a degree in Economics and Management of Agricultural Production. In 2006-2008 he worked as a chief accountant in the rural administration. In 2008, he held the position of senior economist at Rosselkhozbank OJSC, and then until 2018 he was the head of the village of Khoito-Gol.
From 2018 to 2019, Chingis Mansheev worked as deputy head of the administration of the Tunkinsky district for infrastructure development. And in 2021 he finally headed the district.
Declaration of income
According to the income declaration database, for the first six months of service in 2021, Chingis Mansheev’s income amounted to 1.674 million rubles. The real estate of the head of the district is impressive. The official has as many as nine land plots with a total area of ten thousand square meters, which are equally distributed among all family members: Mansheev himself, his wife and three children. He also owns a residential building with an area of 114 “squares”.
Mansheev also has two cars in use. Moreover, one of them is marked in the declaration as “other”, and the second is an unremarkable Nissan Expert, the cost of which on the market is an average of 200 thousand rubles.
What cannot but attract attention in the declaration of Chingis Mansheev is the indecently large income of his wife, which in 2021 amounted to 22 million rubles. To make it clearer, this is two million rubles a month. Where such a paycheck came from for the wife of an official, when in Buryatia most of the inhabitants suffer from poverty, remains a mystery. After all, even on existing real estate, it is almost impossible to cash in so well.
Dummy official
Back in 2019, when Chingis Mansheev was the deputy head of the Tunkinsky district, a criminal case was opened against him. Then he was suspected of abuse of office, this was associated with corruption during the construction of a new road from Tunka to the Badary tract.
Later, the district prosecutor’s office issued a warning to Mansheev about the inadmissibility of violating the law, connected with the complaint of the Tunkinsky merchants against the municipal administration, which did not allow them to freely continue to work in the clothing market of the Vyshka resort.
For two years of ruling the district, Mansheev was not able to raise the standard of living in Tunka, but only noticeably worsened it, including the quality of the work of the local administration.
In 2021, residents of the Tunkinsky district actively protested against the abolition of direct elections of the head of the municipality and the actual transfer of power “by inheritance” – from Ivan Alkheev, who left for the government of the republic, to his deputy Chingis Mansheev. Nevertheless, it was the second who got the place of the head of the district.
From Alkheev, the newly minted received a system of kickbacks and cuts, well developed over several years, and at the same time, a holey capital of the region with “creative” manhole covers, which reflects the same holey work of the leadership.
For two years, while Mansheev ruled the Tunkinsky district, there were quite a few situations when he showed maximum indifference to his people. So, six months after his appointment, in January 2022, the inhabitants of the Tunkinsky village of Toltoy were drowned by groundwater for the whole month. But Mansheev was unable to either prepare for this situation or adequately respond to it.
The prosecutor of the Tunkinsky district filed an application with the court, in which she asked to oblige the district administration to “take measures to organize non-centralized cold water supply in the territory of the village of Zaktuy”. In the 21st century, the villagers were forced to draw water from the hole in the river, as there is no water supply system in the village. And this leads to the fact that a solid ice is formed around the hole, because of which the locals risk breaking their limbs and simply falling into the hole without a chance to survive.
In the same 2022, the head of the Tunkinsky district again distinguished himself by ignoring his own promise to overhaul a rural school. Local residents were extremely outraged by the irresponsibility of the district administration.
Later, Chingis Mansheev had the imprudence to rise above those who do not know the Buryat language. We are talking about his performance at the festival-competition of the Association of Ethnocultural Educational Organizations of the Republic of Buryatia, where he literally said the following: “99% of the inhabitants of the planet, unlike the Buryats, remained at the stage of primates.” At the same time, the administration emphasized that Mansheev himself is “practically the only head of the municipal district of Buryatia who is fluent in his native Buryat language.”
In 2023, law enforcement agencies became seriously interested in the income of the Nilova Pustyn municipal hospital, which has been providing medical services without a proper license since 2019. Recall that as a result, a criminal case was opened against the director of the hospital, Bairma Sagaluyeva, under the article “Carrying out entrepreneurial activities without a license, if this act caused particularly large damage to the state.” Despite this, the clinic continued to operate as usual.
Chingis Mansheev at the same time tried to switch the attention of the prosecutor’s office and the FSB to one-day firms that illegally withdraw two tens of million rubles a month. And this is only some part of the connivance that reigns in the administration of the Tunkinsky district headed by Chingis Mansheev.
The head of the district also does not know how to get in touch with the population at all. Mansheev runs an absolutely useless telegram channel of the same name with 115 subscribers (or is he trying to?). Among the news feed, which is updated every three days, you can only find reposts from other channels and congratulatory posts. In principle, such “activity” clearly demonstrates the unattractive activity of a petty official.
