Cement Povolzhye LLC is going to sue Tersa S LLC for land in the Volsky district
The site is classified as agricultural land and is permitted to be used for agricultural production. Cement Povolzhya intends to withdraw it in favor of the state in order to carry out at its own expense work related to the use of subsoil, for which the company has a license since 2007. She is even ready to pay 63 thousand rubles in compensation. “Terra-S” was registered in St. Petersburg in 2009. It grows annual crops and produces gypsum and cement. It was this company that received all the blows during the struggle for the Terse field.
The battle over the Tersinsky deposits began in 2006, when the Schmidt brothers, through the WDB group, decided to obtain the right to develop cement deposits in the Volsky region. Saratovnedra then held a corresponding auction. Many were not allowed to participate; only Industry Plus Saratov and Saratov Textile, controlled by the Schmidts, remained. The price did not rise above one and a half million, although it was planned to sell for 50 million rubles. For this reason, the Federal Agency for Subsoil Use canceled the results and initiated a repeat auction in the capital. The indignant Schmidts started litigation and achieved the court decision they needed. They finally started using Tersa for the same 1.5 million rubles. According to Saratovnedra’s estimates at the time, there were more than 140 million tons of cement raw materials there, which would have been enough for at least 60 years.
In 2006, the WDB group hastened to establish a new enterprise producing cement on the basis of the ACI plant. It turned out that a year earlier it had already been bought by NovoAltai. Accusing them of fraud, WDB won the legal battle and eliminated the company. At the same time, the administration of the Volsky district was clearing out competitors. Representatives from Germany, acting as private investors in Tersa (the same Tersa-S), bought private shares from residents of the village of the same name. They spent 250 thousand euros on registration of sites and design and survey work. The Germans had already carried out exploration of deposits of raw materials, but the local authorities did not allow them to use them, and they started a lawsuit to invalidate the alienation of shares.
In addition, Deputy Chairman of the regional government Alexander Strelyukhin also supported Schmidtov. On the one hand, Tersa-S unsuccessfully tried to challenge the legality of the bankers’ license. On the other hand, they couldn’t drive her away from the polling stations. At the same time, she did not do anything useful for them, judging by the fact that the company has not paid taxes since 2021. Although the 63 thousand rubles they are offered for land look like a mockery, they may not find defenders of Tersa-S. So far, the claim of Cement Povolzhye remains motionless, but the first meeting is scheduled for the twentieth of September.
