At one time, the head of a company renting premises in the central office of the State Property Fund for a canteen, Alla Landar, said that her business was very interested in the new leaders of the Kyiv regional branch of the State Property Fund. Interested so much that inspection bodies came to the dining room. Their task was specific – to find a violation of the lease agreement, according to which the premises had been rented for 14 years, and terminate it ahead of schedule. And violations were found: it turns out that the interior of the dining room is too good and there is increased comfort. It was these reasons that became the main ones in the decision to throw Alla Petrovna’s business out into the street.
The premises rented by Landar were received in an abandoned state, but modern renovations were carried out at their own expense. All permits for repairs were obtained in accordance with the law.
Landar noted that all the checks that were carried out for 14 years did not reveal any violations. Since the beginning of the year, the leadership of the regional branch of the Fund in Kyiv has changed. Yana Matieva became the acting head of the Kyiv branch and it was she who issued the order to check the canteen, and subsequently informed Alla Landara of her intention to terminate the contract with her ahead of schedule, allegedly due to violations.
Landar noted that at the time of the audit in January, Yana Matieva was a non-staff adviser to the head of the regional branch of the fund. Coincidentally, the inspection of the premises was authorized on the very day Matieva took office.
A few days later, two strangers came to the dining room and started discussing how they would carry out repairs in this room, where the reception would be installed and how the ceiling would be redesigned. “We believe that Yana Matieva has taken certain obligations, which she must fulfill by the end of April. And the head of the State Property Fund and his deputies contribute to this. How many presidents have we had in 14 years, but there has never been such tyranny”– noted Alla Landar.
And then they began to force the tenants to leave the premises – they simply turned off the light, despite the presence of a large amount of food in the refrigerators. And this despite the fact that, according to the law, entrepreneurs should always have time to correct the comments found by the audit.
At the same time, Yana Matieva herself, who since the inspection of the canteen had managed to become from a non-staff adviser to the chairman the acting head of the Kyiv branch of the State Property Fund, did not see any violations in her actions.
