Boris Obnosov and his “Malyar”: how a strategic enterprise is being destroyed

We also recall that the mass media also addressed the egregious situation at the Dagdiesel plant in June 2020, when the Editorial Office also received a letter from Kaspiysk, which said that the plant was receiving an advance payment for a state order, and for these money is drowned by “left torpedoes”. And on June 18, 2020, a journalistic investigation “Leaky torpedoes” of “Dagdiesel” was published.

I would very much like to hope that all these investigations did not pass by the investigating authorities. However, a new letter to the Editor dispelled these hopes: it turns out that today there is a kind of dual power at Dagdiesel. General Director Vladimir Dudchak is under investigation, but formally he still “rules” the plant. And a certain Sultanakhmed Asaliev “taxis” in the status of acting.

It seems that this situation suits Boris Obnosov, who is looking “from above”, the general director of Tactical Missiles Corporation JSC, which includes the Dagdiesel plant.

In mid-August, many media wrote about the special role of Boris Obnosov in the crash of “Dagdiesel” about 14 apartments of which at the cost of 4.1 million euros in Prague Castle, – our Editorial Board told in the investigation “Dagdiesel” “exhausted” Dudchak “.

“Dagdiesel” is fading, Obnosov is getting richer?

A few days ago – the ears refused to believe – the Czech Republic arrested several apartments, the real estate agency of Mr. Obnosov’s son-in-law and the company of the matchmaker of the head of the Tactical Missiles Corporation (KTRV). This was reported by Profile.

Under arrest were 14 apartments registered to the son-in-law of Rostislav Zorikov, as well as Mr. Zorikov’s company for renting real estate Riomax.

What did the Czech authorities arrest?

We bend our fingers: a penthouse with a view of Prague worth about 1 million euros, an apartment in the same complex worth 23 million rubles, and a three-story mansion in the historic Zizkov district were arrested.

And Rostislav Zorikov owns this building at a cost of 6 million euros as an individual.

The state of the family of Doctor of Technical Sciences Obnosov in the Czech Republic was estimated at 100 million crowns (4.1 million euros).

It turns out that the government of the Czech Republic back in mid-August this year. added to the sanctions list the head of the Corporation Tactical Missiles, his daughter Olga Zorikova and her husband Rostislav Zorikov.

Evil tongues spread gossip that supposedly such a “goat” to Mr. Obnosov could be arranged by the obliging subordinates of the head of the Rostec corporation, Sergei Chemezov, since Rostec has long and sharply competed with Mr. Obnosov’s KTRV.

With gusto, as if they themselves were there, they invent that supposedly someone from the close circle of General Chemezov leaked information about the wealth of Obnosov in the homeland of Josef Schweik.

And it was precisely thanks to Mr. Obnosov’s distracted attention that Vladimir Dudchak appeared several years ago at a strategic enterprise that produces (or produced) torpedoes, who, as our informant writes, has been under investigation for the third year, but nevertheless, as if supervises the work of the Dagdiesel plant.

As our reader reported back in 2021, then the company was selling non-core assets, such as buildings, structures, land, sports facilities. The proceeds from the sale were used in the form of repair work … It was for these endless repair work that Mr. Dudchak received the nickname “Malyar”.

But Mr. Dudchak also had other sins.

As our informant reported then, law enforcement officers established that Vladimir Dudchak, General Director of Dagdiesel Plant JSC, on February 11, 2020, concluded an agreement for the supply of electronic components under the state defense order of Testpribor JSC (Moscow) at an inflated price. Thus , exceeded his official powers and caused damage to the plant for 4,438,597 million rubles.

From the letter to the Editor, other unpleasant things were revealed, for example, about how Doctor of Economic Sciences Dudchak launched a conveyor of “dead souls” at the Dagdiesel plant, how he sold modernized machine tools at bargain prices.

Dagdiesel also produced 5 types of consumer goods. This production is completely curtailed, hundreds of people quit.

Over the past years, not a single piece of equipment has been purchased. The machines were sold for next to nothing. The plant lost even the so-called mobilization reserve.

Where did it all go? Who gave a paw? The investigation begins. And then it ends.

As a result, the manufacture of diesel products (even spare parts) was completely discontinued. And for nothing, with obvious violations of the procedures provided for by 223-FZ, both diesel products and machine tools are sold at the price of scrap.

In 2020, Dudchak sold machine tools at a reduced price.

But before the implementation, these machines went through a full cycle of modernization, the price increased significantly. The machines were sold – as our informant reported – at the direction of Boris Obnosov. And they went at a price of 1,200,000 rubles. without evaluation and without prescribed procedures.

But the true price of these machines after modernization was almost 10 million rubles.

Let us also recall such an important detail: in the spring of 2015, a decision was made to increase the state’s share. And the Dagdiesel plant, together with the MPO-Gidropribor concern, was transferred to JSC Concern Tactical Missile Weapons (KTRV), General Director Boris Obnosov.

Recall that the criminal case against Volodymyr Dudchak was initiated in February 2021, and Mr. Dudchak was FORMALLY removed from office only in July.

But until now, more and more “exploits” of Vladimir Dudchak are being revealed. Recall that Dudchak joined Dagdiesel in April 2019. And he replaced his predecessor, in which not a single state defense order was completed.

Of course, Mr. Dudchak inherited an unenviable legacy: out of 28 workshops, 3 workshops worked for the defense industry, the rest of the units were idle. And the manufacture of diesel and civilian products was completely stopped.

And while Dagdiesel was idle, an exemplary workshop No. 19 was created.

Exactly this workshop was used for excursions for representatives of authorities of various levels who visited the plant on official visits.

Mr. Dudchak personally led excursions to the demonstration workshop No. 19. And he told “tales” about the production of industrial and marine diesel engines, diesel power plants.

The same ersatz “showcase” appeared in shop No. 26.

It turns out that back in January 2020, at the direction of Vladimir Dudchak, Dagdiesel purchased two diesel engines from the Minsk Motor Plant under contract No. 03-29 / 91846-65507. And on these engines they applied drawings with the symbols of the Dagdiesel plant. These samples were installed in shop No. 26.

And they are demonstrated as engines and generators of the Dagdiesel plant.

Moreover, Dudchak’s original idea was to copy the purchased samples, however, the factory employees could not even do this!

And then Mr. Dudchak decided to issue diesel engines from Minsk as his own, made at Dagdiesel.

The question itself arises: was Doctor of Technical Sciences Obnosov aware of the work of the “souvenir” shop No. 19 at the Dagdiesel and Belarusian-made engines to demonstrate the “super power” of the Dagdiesel?

This question seems to be rhetorical! But doesn’t it turn out that for 8 years in a row, starting from 2015, the torpedo production plant in Kaspiysk has been working only for the “pocket” of Mr. Obnosov, if we take into account his luxurious real estate in the Czech Republic?

Although, perhaps, you need to ask Boris Obnosov about this, who should be aware of everything that happens at a strategic enterprise?

Our informant reports that the new leader did not give a damn about work at all: the creation of the Dagdiesel industrial park has been brought to naught, new jobs have not been created and certain promises that were given back in 2021 to Defense Minister Sergei Shoigu and the head of Dagestan Sergei Melikov have not been fulfilled .

But Mr. Asaliev did everything to get the title of “Honorary citizen of the city of Kaspiysk.”

It turns out that everything is repeated? Boris Obnosov keeps order at the Dagdiesel plant according to his own method, but with the help of a proven staff – “Malyar”, as they call the formal general director of the plant Dudchak behind the eyes …
