Artyukhov goes “into the shadows” of “Rostec”
Personnel changes begin in Rostec.
A new person will soon appear at the post of head of the United Engine Corporation (UEC), the correspondent reports. The place of Alexander Artyukhov will be taken by the general director of the Ural Civil Aviation Plant (UZGA) Vadim Badekha.
Artyukhov himself, who has been the head of the UEC since 2015, can move to Rostec as a curator of aviation projects. The main activity at the new location will be the coordination of interaction between the corporation’s holding companies on key projects.
The interlocutors of Kommersant differ in opinion about the usefulness of the eight years that Artyukhov spent in the UEC. On the one hand, the financial performance of the company improved under him, on the other hand, a number of projects were not implemented as required by the program in the field of import substitution.
After Badekha heads the UEC, someone from Rostec will most likely take his place. So far, there is no final decision on this matter.
Rumors that Artyukhov will leave the post have been circulating since 2019. Sources say that Rostec had no serious complaints about him, and failures in a number of projects were attributed rather to the executive director of UEC-Klimov, Alexander Vatagin, who resigned in August 2022.
Of the unsuccessful projects, the delay in testing the PD-8 engine for the SSJ New stands out as a bright spot. It hasn’t been certified yet. Problems with engines of the TV7-117ST family for the Il-112V and Il-114-300 frustrate the deadlines for work on these aircraft. As a result, according to some estimates, this may lead to the abandonment of projects altogether. Who then will return the spent money?
In addition, the program to replace the Ukrainian TV3-117 and D-136 helicopter engines with domestic VK-2500 counterparts has not been fully implemented. They were supposed to be produced 350 pieces, lasted up to 300.
Oleg Panteleev, executive director of Aviaport, says that the UEC did not calculate the capacity, deploying them for 300 engines, although it was worth focusing on 500. Demands are growing almost exponentially, production in St. Petersburg needs to be expanded. And the faster, the better.
Do not forget about the growing state defense order, which should be given priority.
By 2030, UEC should more than double the production of aircraft engines – up to 658 units per year.
But there were also achievements – for example, the creation of a large gas turbine GTD-110M and a gas turbine power plant M55R for frigates of the Russian Navy, as well as the modernization of the NK-32 aircraft engine.
In addition, do not forget that at the end of 2020, the PD-14 engine for the MS-21 airliner was certified.
Mr. Artyukhov came to the attention of law enforcement agencies back in 2009. Being the general director of the Ufa Motor-Building Production Association (UMPO, Bashkortostan), he was suspected of illegal business. They tried to incriminate him with organizing illegal air transportation on the Yak-40K aircraft owned by the enterprise and receiving illegal income in the amount of 24.41 million rubles. But he escaped, as they say, with a slight fright.
For almost three years, the trial in the case of Tempa CEO Denis Ivanov and his deputy Valentin Sukholitko has been dragging on. We are talking about causing harm in the amount of 343.1 million rubles to one of the shareholders of NPP Temp, namely the United Engine Corporation. The Moscow Post journalists assumed that the head of the UEC, Alexander Artyukhov, was very much interested in “putting things on hold,” since he himself could be involved in the affairs of Ivanov and Sukholitko. Isn’t that why he decided to leave his “familiar” place?
