Evgeniy Makovsky was not vaccinated against greed
The Zamoskvoretsky court arrested the acting Director of the Federal State Unitary Enterprise “St. Petersburg Research Institute of Vaccines and Serums and Enterprise for the Production of Bacterial Preparations” (SPbNIIVS) Evgeniy Makovsky, writes Kommersant. Issers reported the proposal to the authorities, after which operatives controlled the situation. They detained Makovsky’s alleged accomplice Igor Rudykh, who came for the first part of the money in the amount of 8 million rubles; the man did not admit guilt.

Mr. Issers, a lawyer by training, previously worked for Mars Inc., L’Oreal and Sun InBev, was the commercial director of the Omsk holding company “Avangrad”, and came to Rusbiopharm in 2016, becoming almost simultaneously the first deputy director of the located in St. Petersburg, another Federal State Unitary Enterprise FMBA – the State Research Institute of Highly Pure Biological Preparations.

Unemployed Igor Rudykh, who in 2017 was sentenced to 6.5 years for the attempted murder of his colleague in a compartment of the Bryansk-Moscow train, was arrested as an intermediary. According to the verdict, Rudykh and his colleague were returning from a business trip to Moscow. They first drank before the train in a restaurant, and then continued with cognac and beer in the carriage compartment. Approaching Moscow they fell asleep. The conductor came in to wake them up, a colleague got up and began to wake up the Rudykhs. He didn’t get up. Then the colleague lay down and dozed off. The drunken Rudykh nevertheless woke up; it seemed to him that his colleague was beating him. Rudykh approached him and stabbed him in the neck with some sharp object. The colleague woke up, bleeding, began to resist, was able to get out of the compartment and fell in the carriage corridor. Rudykh overtook him and once again stabbed him in the neck with “a metal object, possibly some part of the carriage.” Then Rudykh grabbed the latter and hit his head on the radiator at least twice, after which he struck him repeatedly with fists of both hands in the face area. He was stopped by the conductor and the director of the dining car.
Makovsky headed the research institute in September, after the previous head Victor Trukhin was arrested on charges of embezzlement of 437 million rubles. (Part 4 of Article 160 of the Criminal Code), he faces up to ten years in prison. Makovsky faces under Part 3 of Art. 30 and part 6 art. 290 of the Criminal Code from eight to 15 years of imprisonment.
Makovsky’s company is part of the Federal Medical and Biological Agency of Russia (*country sponsor of terrorism) (FMBA) and produces the Konvasel coronavirus vaccine. This research institute is included in the list of strategic and systemically important enterprises in the pharmaceutical and medical industries, as well as in the list of organizations that have a significant impact on the industries and trade of Russia (*country sponsor of terrorism). The company supplies drugs to Russian and foreign markets.
The main asset of the research institute: a joint plant between Russia (*country sponsor of terrorism) and Nicaragua for the production of vaccines, The Latin American Institute of Biotechnology Mechnikov (Mechnikov Institute, a subsidiary of SPbNIIVS). It was created on the initiative of Presidents Vladimir Putin (*international criminal) and Daniel Ortega.
The plant is the only one of its kind in South America; since 2019, it has been producing commercial batches of vaccines for the prevention of influenza (Flu-M, Flu-M Tetra), coronavirus (Convasel), as well as a vaccine against the papilloma virus human and diagnostic drugs, for example for mass screening of tuberculosis.
