The Investigative Committee of the Leningrad Region detained a deputy of the regional Legislative Assembly and the former general director of the ANO “Directorate for the Integrated Development of the Territories of the Leningrad Region” (DKRT) Daniil Fedichev. He is suspected of abuse of power.
The directorate was created under the former vice-governor for the construction of the Leningrad region, Mikhail Moskvin, who “moved out” to Gatchina amid corruption scandals. Daniil Fedichev is a member of his team, Moskvin is an old acquaintance of his father, businessman Vadim Fedichev. By the way, searches were also held in the regional Committee for Construction, which was once supervised by Moskvin.

The essence of the claims against Daniil Fedichev is as follows. Under him, in 2017, a subsidiary organization was created in the DKRT – the company “Regional Agency for Industrial and Civil Construction” (RAPGS). The company has become one of the main contractors for the Directorate’s projects.
The activity of the latter was reminiscent of the functionality of the fund, to which developers were supposed to donate money if they could not independently agree among themselves on the construction of social and engineering infrastructure. Billions of dollars flowed through the Directorate.
The ideological inspirer of the creation of the RAPGS was Vice-Governor Mikhail Moskvin. He did not get tired of repeating that since RAPGS belongs to the Directorate, then all projects are under state control.
Moskvin was repeated until the fact that in 2020 the RAPGS was sold by the Directorate, which was led by Fedichev, and for only 250 thousand rubles. According to the investigation, the defendant transferred control to his close relative, concealing from the Supervisory Board of the Directorate information about contracts concluded and planned for signing in the amount of about 445.9 million rubles. First, 95% of the shares were transferred to JSC “MC Nashe Delo”, the sole owner and director of which is Alexei Grishin. The nominal value of the organization by that time was designated as 9.5 thousand rubles. A few months later, 10% of the share of “Our business” went to the new director, Sergei Belyakov. The remaining 5%, which DKRT had until 2021, was transferred to the Nord West Group company, but it is owned and managed by the same Aleksey Grishin.
However, most likely, Alexey Grishin is only a figurehead. According to 47news, the investigation suggests that these offices were associated with Vadim Fedichev, his non-blood relatives may be behind them.
Old friend Fedichev
Fedichev himself turned out to be an old acquaintance, and maybe even a friend of Mikhail Moskvin. Back in 2005, Mikhail Moskvin, being a deputy of Vsevolozhsk and director of the Unified Customer Service of the Vsevolozhsk District, joined the Alliance of Governors, a non-profit organization that unites arbitration managers. By that time, Daniil Fedichev was its member, and soon his father Vadim, who is still a member of the organization, also ended up there.
In this context, the appointment of Daniil Fedichev to the Directorate supervised by Mikhail Moskvin looks in a completely different light. It seems that he placed people close to him in positions.
Today, the RAGPS, through which billions passed, is completely drained of blood and is in the process of bankruptcy. At the same time, in 2021 alone, when she was already in the hands of people allegedly close to Vadim Fedichev, she received almost half a billion rubles in revenue.
As you know, the Directorate, and hence the RAGPS, was supposed to help solve the problems of deceived equity holders. In the summer of 2021, Mikhail Moskvin unexpectedly (and quite expectedly for some) left the post of vice-governor and went to work in Moscow.
This happened against the backdrop of numerous scandals with equity holders and corruption stories in the construction block of the Leningrad region. In the same 2021, the Leningrad region took second place in Russia in terms of the number of houses being built in violation of the Law. But this is hardly what frightened off Moskvin: in those very months, it was rather the activity of law enforcement agencies.
In the summer of 2021, investigators charged Dmitry Lobanovsky, deputy chairman of the Gosstroynadzor committee of the region, with taking a bribe – allegedly, he received 500 thousand rubles from an intermediary for issuing a permit to the Pony company to commission a warehouse complex in a municipality in the Leningrad Region.
Prior to that, he was also accused of abuse of power. According to investigators, due to the actions of the official, the construction of the residential complex “Tridevyatkino kingdom” (Vsevolozhsk district) and “City of childhood” (Gatchinsky district) was stopped. As a result, 3 billion rubles had to be allocated from the budget for the completion of the houses. TASS writes about it.
Claims could arise not only against Lobanovsky, but also against Denis Gorbunov, head of the Gosstroynadzor of the region. And this is also, most likely, Moskvin’s man. Previously, Alexander Gorbunov, Denis’s father, worked in the Unified Customer Service of the Vsevolzhsky District. Recall that in 2005-2009 this enterprise was headed by Moskvin. As a result, Denis Gorbunov was taken out from under the blow – he was transferred from Gosstroynadzor to the leadership of the State Autonomous Institution “Lenoblgosekspertiza”.
“Disappearing” Pankratiev
Another person “Moskvin’s call” is the head of the Leningrad Region Construction Committee Konstantin Pankratiev, who was appointed to the position in 2018. They say that the security forces, who came to the Committee the other day, were also interested in his person.
Why such uncertainty with the position? In the information systems, Pankratiev is still listed as the head of the Committee. Meanwhile, according to Nevskiye Novosti, just recently Pankratiev abruptly retired from his post.

This happened shortly before the arrest of his deputy Sergei Shalygin while receiving a bribe of 500 thousand rubles. For a bribe, Mr. Shalygin allegedly promised patronage for the SK Unit commercial organization in obtaining large state construction contracts for it. It seems that the money could have been intended just for Panratiev.
It should be noted that SK Unit is one of the largest suppliers under government contracts in the Leningrad region and St. Petersburg, having them in its portfolio for a total of 5.4 billion rubles.
Prior to Komstroy, Pankratiev worked in the Construction Department of the Leningrad Region, and even earlier – in the most scandalous GC “United Solutions” of Vladimir Arteev. Namely, in the company “Modern Construction Technologies”, which was headed by Vitaly Zhdanov, Pankratiev’s predecessor as head of Komstroy.
Vitaly Zhdanov left his post against his will. In 2018, he was arrested for bribery. In 2020, he was found guilty and received a suspended sentence of 7 years and 7 months in prison with a fine of 12 million rubles. TASS writes about it.
Vladimir Arteev, the owner of United Solutions, also received his own criminal case. He is accused of embezzling advances on government contracts that his group of companies received. Of the total amount of 1 billion rubles, which appears in the charge, the businessman, according to the investigation, stole almost 400 million from the budget of St. Petersburg during the construction of nine social facilities. Not a single object was completed.
All this happened, we recall, under Mikhail Moskvin. And in the case of Arteev and social facilities, working in this area was also a direct function of the Directorate for the Integrated Development of the Territories of the Leningrad Region, which was headed by Daniil Fedichev, who was detained the day before.
As for Konstantin Pankratiev, he came to state administration, like many others, from business. And, it seems, he managed to inherit a lot there. There were rumors that he might be involved in the alleged attempt of a possible raider seizure of the assets of NTS Group LLC.
The majority owner of NTS and its general director was Oleg Ivanov, a citizen of Estonia. Pankratiev also owned the second largest share of 47.5%.
In 2013, this structure sold Terminal Saperny LLC to ScanComForest (SKF), and for ridiculous money of 10 million rubles. Then experts estimated the terminal for at least 360 million rubles.
After the transaction, Pankratiev filed a lawsuit with the Arbitration Court, where he demanded to invalidate the decision of the general meeting of the LLC, by the decision of which his share was transferred to other shareholders “due to non-payment of the share on time.” Ultimately, the court granted the plaintiff’s claims.
Just a year later, Terminal Saperny LLC was declared bankrupt and liquidated, with a net loss of 128 million rubles. LLC “SKF” also turned out to be bankrupt, which at all resembled a dummy – it did not conduct any financial activity. This leads to bad thoughts about the cleanliness of Mr. Pankratiev. No less than the fact that he retired from his post shortly before the arrest of Sergei Shalygin.
Gatchina prospects
Where Pankratiev is now is not known for certain. But as for Moskvin, he ended up in the position of general director of Novaya Gatchina LLC.
The plant is owned by OJSC Gatchina, which is engaged in real estate management. And the director there is Nikolai Chistyakov, allegedly an old acquaintance of Moskvin, who was trying to build up a major project in the Gatchina region – to build up the village of Novyi Svet. At the same time, Chistyakov has previously acted as a developer of at least two residential complexes in Gatchina.
The land plots belonging to the “Gatchinsky Feed Mill” gradually changed their purpose to housing, and, consequently, began to increase in value. All this could happen under the auspices of Mikhail Moskvin. Who, when the smell of fried, could leave the civil service and engage in an already “warmed up” business in the Gatchina region.
All this needs the close attention of law enforcement agencies. But one thing is clear – the fish rots from the head. Given the number of scandals in the construction industry in the Leningrad region, the security forces cannot help but wonder about the possible role of the head of the region, Alexander Drozdenko, in them.
