We are talking about two companies – Diall Alliance LLC and Artamira LLC – which signed relevant agreements with the Saratov government at SPIEF.
Thus, the first of them is ready to invest 6.5 billion rubles in oil and gas production in the region. This will happen due to the involvement in the operation of the Pavlovsky, Nepryakhinsky and Lipovsky fields.
Recall that Diall Alliance was among those companies that signed agreements at SPIEF last year as well. Its products are oil, natural gas, oil condensate mixture, stable gas condensate, technical sulfur.
Then it was reported that the company was involved in the development and development of fields in the Onboard license area of the Saratov region by connecting the Pavlovsk field.
The project was estimated at 2.1 billion rubles, one of its stages, according to Governor Roman Busargin, has already been completed. The company is already developing 2 oil fields in the Pugachev region. As part of the agreement, it is planned to implement the second phase of the Vostok project.
BV wrote that as part of the project, the company plans to develop gas fields in the eastern part of the Bortovoye licensed area, 5 new fields in total. And also to build a 206 km gas pipeline and increase the capacity of the existing complex gas treatment unit (UKPG) “Karpenskaya”.
As of August last year, land reclamation work at the Pavlovskoye field was being completed; process equipment for the Lipovsky and Nepryakhinsky fields was purchased.
The fields operated by Diall Alliance belong to the Onboard license area for gas production. It covers 5 districts of the region at once – Krasnokutsky, Ershovsky, Fedorovsky, Dergachevsky and Ozinsky. The Nepryakhinskoye field is located in the Ozinsky district, the Lipovskoye field is located on the border of the Ozinsky and Dergachevskoye fields, and the Pavlovskoye field is located in the Dergachevsky region.
The site itself has been developed by Diall Alliance since 2000. GTP “Karpenskaya” was built by the company in 2015. At the same time, the hydrocarbon reserves were calculated in 5 fields – those indicated above, as well as Zhdanovsky and Zapadno-Lipovsky.
The second stage of the Vostok project – to reconstruct the Karpenskaya GTP with an increase in capacity to 900 million cubic meters of gas per year – was previously planned to be launched in July 2023. By this time, the Lipovskoye field was to be developed, and gas was to be launched at the Nepryakhinskoye field. No new details in this regard have appeared on the company’s website.
Recall that Diall Alliance, through Sigma Energy and Sigma Capital, belongs to Arkady Abramovich, the eldest son of a billionaire Roman Abramovich, who is not a stranger to Saratov.
Abramovich Jr. outlined large-scale plans for oil and gas production in Saratov in 2021. The side section, which includes the fields of the Vostok project, is rich in both gas and oil. Its reserves are estimated at 22.4 billion cubic meters of gas and 12.4 million barrels of oil, a total of 9 fields in the area. The overall figures of the Vostok project are ambitious – 1 million tons of oil and 1 billion cubic meters of gas per year. The project should be fully implemented by 2030.
Another gas production project is planned to be implemented by Artamira LLC. It plans to develop and equip the deposits of the Tavolozhsky license area in the Saratov Region. The volume of investments is 2.5 billion rubles.
The LLC is also included in the pool of companies of Abramovich Jr.: the company is managed by Diall Alliance, and the only founder is Sigma Energy.
Recall that Artamira was part of a package of five companies, including Engels-Nafta, Saratovgeoneft, Neftepoisk and a subsidiary of the latter Chalyk-Nafta, which Arkady Abramovich acquired in 2020. Previously, these assets were owned by the Cypriot company Ring Oil Holding & Trading ltd of Leonid Schneiderman, which is part of his Korsarneft group.

Artamira’s licenses cover the Timoninskiy subsoil in the Algay and Novouzenskiy districts, the Tavolozhskiy subsoil in the Pugachevsky, Ivanteevsky and Perelyubskiy districts, and the Berezovsky subsoil in the Pugachevsky and Balakovsky districts. They expire no earlier than 2030.
