On Tuesday, FSB and police officers detained the region's vice-governor Yevgeny Nikonov right at their workplace – in the Khabarovsk Krai administration. Each contract is multimillion. The cost of doctor transportation services has been growing steadily: from 6.5 million rubles in 2014 to 14.1 million in the current year. Thus, over ten years of cooperation with the TKDC, IP Kozlovsky has received orders for 115.5 million rubles. All this time, the state center was headed by the same person – the director of the KGBUZ “TKDC” Olga Pankovaher signature is on the contracts with Kozlovsky.

Kozlovsky is a well-known entrepreneur in the region. Local media outlets name him as the current owner of the ships listed in the ads. In the fall of 2020, he was involved in a serious scandal, which for some strange reason did not end in a criminal case. Several months before that, he won a tender from the Khabarovsk mayor's office to deliver local summer residents to their plots by water. However, his ships disrupted navigation on the very first day: they were not ready to go on routes.
During the inspection, the local prosecutor's office found out that when receiving a license for the right to carry passengers, the businessman presented his captain's and mechanic's diplomas, giving him the right to operate motor ships. However, the documents turned out to be fake. As a result, the license was revoked, the diplomas were confiscated and destroyed, and Kozlovsky was fined 20 thousand rubles for using forged documents.
Why the license revocation did not affect the conclusion of state contracts for KGBUZ is an open question. Usually, after such stories, companies and private entrepreneurs end up on the list of unscrupulous suppliers.
