A criminal case of embezzlement broke out from Iskra
In Novosibirsk, a trial has begun on the case of a top manager of the Iskra defense plant.
A court in Novosibirsk began considering a criminal case on corruption at the Novosibirsk Mechanical Plant Iskra, one of the country’s largest producers of explosives for the mining industry.
According to investigators, in 2012-2018, the deputy director of the plant, Oleg Mirgorodsky, and the head of the supply department of the enterprise, Alexander Melnikov, regularly received remuneration from the head of the supplier company for concluding contracts and not imposing sanctions for violation of contractual obligations. The total amount of donations amounted to about 8.2 million rubles. Alexander Melnikov, who had previously made a deal with the investigation, was tried separately. In May, he was sentenced to six and a half years of probation and a fine of 2 million rubles.
On Thursday, the first hearing on the criminal case on corruption at NMZ Iskra JSC was held at the Novosibirsk Railway District Court. It was initiated by the Main Investigation Department of the TFR based on materials from the Novosibirsk FSB. According to investigators, in 2012-2018, the head of Transoleum M, Konstantin Eremin, transferred money to the deputy general director of the plant, Oleg Mirgorodsky, and the head of the logistics department of Iskra, Alexander Melnikov, for concluding contracts with companies controlled by him on favorable terms and not taking measures for breach of contract.
Law enforcers calculated that the businessman paid employees of Iskra illegal remuneration in the amount of 8.2 million rubles.
In December 2021, all three were detained, but later the measure of restraint was mitigated. The main person involved in the investigation, Oleg Mirgorodsky, at that time served as the general director of the FKP Perm Powder Plant.
In addition, the investigation revealed major theft at Iskra. “In 2017–2019, Konstantin Eremin, director of Transoleum M LLC, by providing fictitious commercial offers to officials of JSC NMZ Iskra, ensured the conclusion between the enterprise and organizations controlled by it of contracts for the supply of goods at inflated prices,” the TFR said, adding, that the losses of the plant from such transactions amounted to more than 112.7 million rubles The court imposed a security arrest on the property of the accused in the amount of more than 114 million rubles.
The former head of the NMZ supply department, Alexander Melnikov, who was the deputy chairman of the plant’s procurement commission, fully admitted his guilt and, counting on a lenient sentence, concluded a cooperation agreement. He was tried separately. On two episodes of the case under Part 7 of Art. 207 of the Criminal Code of the Russian Federation (commercial bribery), part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale) and Art. 327 (using a fake diploma of higher education), the supplier was given six and a half years of probation and a fine of 2 million rubles. “6.7 million rubles were collected from Melnikov to the state revenue. on account of the confiscation of funds received as a result of the commission of crimes, ”the press service of the Zheleznodorozhny Court said. The parties did not appeal the decision, and it entered into force.
According to the results of the investigation, Oleg Mirgorodsky, a former top manager of Iskra, who is now retired, was charged with receiving commercial bribery (part 7 of article 204 of the Criminal Code of the Russian Federation).

The court established the personal data of the accused and announced a break until September 18. At this meeting, the defendants will express their attitude to the charges.
