Every year, DOSAAF sells hundreds of millions of rubles worth of entrusted property.
According to The Moscow Post correspondent, Tsarskoe Selo Shooting Club LLC filed for bankruptcy of the All-Russian public-state organization “Voluntary Society for Assistance to the Army, Aviation and Navy of Russia” (DOSAAF). This looks quite logical against the backdrop of the sale of property, which has been going to DOSAFF for a long time. Apparently, the chairman of DOSAAF, Alexander Kolmakov, is so busy with sales that he no longer cares about anything else. But what will he do if DOSAAF goes bankrupt?
Fly before it’s too late
As follows from the documents published in the file cabinet of the Arbitration Court, the shooting club (SC) “Tsarskoye Selo” stated that DOSAAF owed him more than 7 million rubles for the installation of fire and security alarms. Pravo.ru journalists report that the Tsarskoe Selo insurance company plans to collect another 1.5 million rubles in the form of interest for using other people’s money. These debts in the Tsarskoye Selo Insurance Company were apparently considered sufficient to bankrupt the organization.
Given the financial performance of DOSAAF, the start of the bankruptcy of this organization does not look at all surprising. Thus, according to the Rusprofile website, in recent years, the revenue of DOSAAF, whose chairman is Alexander Kolmakov, has basically been falling. The dynamics is as follows: 2013 – 91 million rubles, 2014 – 77 million rubles, 2015 – 71 million rubles, 2016 – 65 million rubles, 2017 – 68 million rubles, 2018 – 61 million rubles , 2019 – 66 million rubles, 2020 – 63 million rubles.
Obviously, the main sources of income for DOSAAF are contracts with government agencies. So, according to the Rusprofile website, DOSAAF had a contract with the military department in the amount of almost 32 million rubles, a contract with the Office of the Federal Tax Service of Russia for the Omsk Region in the amount of just over 21 million rubles, 11 contracts with the State Budgetary Institution of the Moscow Region “Center for Technical Sports” for a total amount of just over 5.3 million rubles. That is, having such profits from the treasury, Mr. Kolmakov brought the organization to the handle? And what, in this case, did the investment go to?
But against this background, the net profit shown by DOSAAF looks amazing. For example, according to Rusprofile, at the end of 2016, the organization reported a net profit of 190 million rubles. And in 2019, net profit reached 244 million rubles. In 2020, the profit amounted to 202 million rubles.

As you can see, DOSAAF, under the leadership of Colonel-General Alexander Kolmakov, receives its main income not at all from the proceeds from its core activities, but from the sale of fixed assets. In other words, selling property. So, according to the results of 2019, DOSAAF received more than 101 million rubles under this article. And by the end of 2020 – more than 273 million rubles. Such a sale helps to form colorful DOSAAF reporting. Another question – where does the chairman of DOSAAF Alexander Kolmakov send the proceeds from the sale? At the same time, according to information from the same open sources, at the end of 2020, DOSSAF still has 1.09 billion rubles of fixed assets left. That is, there is still something to sell.
Either they teach, or they mount
Apparently, just the sale of property led to the fact that DOSAAF was unable to fulfill its obligations to contractors. In the Tsarskoe Selo SC, apparently, they got tired of waiting for the DOSAAF, under the leadership of Alexander Kolmakov, to pay for the work performed. According to the Rusprofile website, IC Tsarskoe Selo, a company that is trying to bankrupt DOSAAF, was established on December 30, 2016. The authorized capital is 10,000 rubles. The main activity is additional education for children and adults. At the same time, it is not known how educational activities correlate with the fact that the Tsarskoye Selo SC installed security and fire alarms for DOSAAF.
The founders of the Tsarskoe Selo Insurance Company are: Vladimir Dikiy (33%), Konstantin Kutuzov (25%), VVA LLC (22%), Elena Romanova (20%). The General Director of the Tsarskoye Selo Insurance Company is Konstantin Kutuzov.
The financial performance of IC “Tsarskoe Selo” cannot be called impressive. Thus, according to the Rusprofile website, revenue in 2017 amounted to 6.1 million rubles, in 2018 – 422 thousand rubles, in 2019 – 3 million rubles. At the end of 2020, revenue is completely zero. In terms of net profit, nothing outstanding either. 2017 brought IC “Tsarskoye Selo” a loss of 542 thousand rubles. In 2018, the loss amounted to more than 2.2 million rubles. In 2019, the loss has already exceeded 7.2 million rubles. True, in 2020, a profit of about 3.5 million rubles was recorded. For 2021, data on the indicators of the Tsarskoye Selo IC are not yet available in open sources. But from the information presented, it can be understood that, according to the sum of recent years, the company SK “Tsarskoye Selo” has worked at a significant loss.
At the same time, if you believe the data of the Rusprofile website, then IC Tsarskoye Selo cannot be called a company specializing in public procurement. At least Rusprofile reports only one contract worth just over 32,000 rubles, which was concluded with the State Budgetary Institution “TsFKS and Z Kurortny District of St. Petersburg.” It should also be canceled that on March 16, 2020, enforcement proceedings were initiated against Tsarskoye Selo Insurance Company to collect taxes and fees. On September 5, 2020, this enforcement proceedings were completed.
It turns out that the size of the claims of the Tsarskoye Selo IC is not so big, given the turnover of DOSAAF. That is, if desired, the company, headed by Alexander Kolmakov, can pay off the claims of the Tsarskoye Selo Insurance Company. But this is if, following Tsarskoye Selo, other creditors do not enter the bankruptcy process, the amount of claims of which can be much more significant.
DASAAF is full of scandals
But let’s return directly to DOSSAF, more precisely, to what is actually happening in this society. Moreover, the process of squandering the property of DOSAAF did not begin yesterday. So on October 5, 2018, The Moscow Post reported that such DOSSAF leaders as Petr Kaserin and Rasul Bitiev were arrested in Moscow. They were suspected of receiving kickbacks for the sale of DOSAAF property. Kaserin was DOSAAF’s deputy chairman for development, and Rasul Bitiev was deputy head of the property complex department. The Moscow Post clarified that by the time of their arrest, Pyotr Kaseriin and Rasul Bitiev had worked in the company for a little over a year, they came to it from commercial structures.

There were other strange events around DOSAAF. So in 2015, during the presentation by Dmitry Medvedev of the award of the Russian government to the 10 best tourist centers in the country, the investment director of Park Drakino, Boris Krivodubsky, openly accused the Federal Property Management Agency of attempting a raider takeover at the suggestion of DOSAAF. And he asked Prime Minister Medvedev to look into this story. On the eve of the award ceremony, Park Darkino received a paper from the Federal Property Management Agency to the Arbitration Court on the seizure of land from it.

Once this land was provided by DOSAAF for holding the World Gliding Championship. But the society did not have money for this. All work on the improvement of the territory was carried out at the expense of the regional budget. As a result, “Pair Drakino” turned out to be very beautiful and comfortable. The role of DOSAAF in this conflict was that its representatives denied signing documents for the ownership of land belonging to the park. And thus untied the hands of the officials of the Federal Property Management Agency, who wanted to take away the land. There was even a suspicion that this was done allegedly in the interests of criminal structures. This was reported in detail by the publication “Scandals”.
In 2016, a whole network of criminal accountants was uncovered in DOSAAF. A number of criminal cases were initiated against officials who were supposed to be responsible for the safety and efficient use of the company’s financial resources. It turned out that under the banner of DOSAAF, twin driving schools were opened in many regions, where they taught driving a car. The funds that were supposed to go to the military-patriotic education of young people were appropriated. In official documents, the number of school students was underestimated or it was written that there were none at all. That is, in fact, it was about the illegal use of the DOSAAF brands. But how could the chairman of this society not know about the whole network of twin schools? According to Komsomolskaya Pravda, the damage then amounted to about 7 million rubles.
May 2018 the scandal happened in the Bryansk region, where illegal sand mining was carried out at the DOSAAF airfield. At the same time, garbage was also illegally dumped into the formed pits in industrial quantities. The head of the Bryansk aviation and sports club DOSSAF, Igor Sorokovy, was suspected of giving up the airfield for mining. The damage caused could amount to 12 million rubles, the Nash Bryansk publication reported. This list can be continued if desired.
One way or another, but if the bankruptcy procedure of DOSAAF still begins, then its main meaning will be to obtain control over the property of DOSAAF by creditors. There are a lot of them all over the country, and there are obviously quite a few who want to get it. The only question so far is how interested the chairman of DOSAAF, Alexander Kolmakov, is in the safety of this property, or whether he will be ready to contemplate how valuable property goes to the side.
