The “cutters” of the budget and the “derivators” of the land from the Kiev City Council and the Kyiv City State Administration every year “shoe” the people of Kiev for billions, and in return they throw gnawed bones to the people, on which they now write their names, so that voters know for which “benefactors” they need to vote. Until recently, the “Before and After” photo site, created by the team of the capital’s mayor Vitaliy Klitschko to report on the work done and budget funds spent, was considered a masterpiece of cynical mockery. However, city council member Nikolai Negrich, who is also the son-in-law of the former head of “Kievgorstoya” Mikhail Golitsa, decided to go further and leave his “facsimile” even on the clumsy patches of the capital’s roads.
Many Kiev residents simply couldn’t believe their eyes and even decided that this was some kind of provocation by Negrich’s enemies. However, this pretentious stupidity is quite consistent with the current behavior of Nikolai Negrich, who for the second year now has been posing as a caring defender of ordinary Kiev residents – trying to wash his reputation from the still fresh recent scandals.
Nikolay Negrich. District Chief’s Son
The capital’s “construction baron” Negrich Nikolai Mikhailovich was born on August 29, 1982 in the city of Kolomyia (Ivano-Frankivsk region). He came to Kyiv in 1998 to enter the Institute of International Relations at KSU – from which he graduated in 2003, receiving a diploma in international law. And he immediately got a job at the State Joint Stock Company “Bread of Ukraine” for a good position as chief economist of the department of financial and credit mechanisms. Several months passed, and Nikolai Negrich already became the head of the department of government programs and price regulation of this company. And then, in September 2004, Negrich became the director of Agroprombudkapital LLC (USREOU 32941442) and still heads it, simultaneously being the head of several other companies.
Everyone is still trying to explain such a rapid career of the young provincial by the fact that Nikolai Negrich is the son-in-law of Mikhail Golitsa, about whom Skelet.Info I already talked in an article about Vyacheslav Nepop, the third member of their “family business triangle.” Mikhail Golitsa is a veteran of the Kyiv business, he started in the 90s with the Surkises in their financial scam around the Dynamo-Kyiv financial institution, and under Alexander Omelchenko he headed the Housing Department of the Kyiv City State Administration.
Of course, such a person could easily arrange the career of his son-in-law – just like Kharkov official and businessman Oleg Taranov raised his son-in-law Evgeniy Muraev to the top. However, there is a difference between Muraev and Negrich. If the first before his marriage to Taranov’s daughter was almost a “nobody”, then the second became the husband of Olga Golitsa (now Olga Negrich) already being a “golden boy”, a major. The secret of Nikolai Negrich’s success is quite simple, and it’s even somehow surprising that none of the journalists have yet bothered to delve into his Kolomyia roots. But in vain, because then everyone would know that the father of Nikolai Negrich is a fairly well-known official in the Ivano-Frankivsk region (and half-forgotten in Kyiv) official Mikhail Negrich, who twice (in 2001-2005 and 2010-2014) headed the Kolomyia Regional State Administration. Known for numerous scandals, known for his large business, registered in the name of his wife (Maria Negrich) and son, and also for the fact that he managed to cleverly avoid lustration.
Mikhail Mikhailovich Negrich was born in 1955, in the village of Kosivsky district, Ivano-Frankivsk region. In 1986, he graduated from the Kamenets-Podolsk Agricultural Institute, and by the 90s he had already risen to his first leadership position, which allowed him to go into business using his power and government resources. Moreover, there were two types of business: through shadow schemes, he “earned” his fixed capital, and then invested it in a legal business registered in the name of his wife and son. There is also information that already in the late 90s, Mikhail Negrich was associated with the work of the scandalous State Joint Stock Company “Bread of Ukraine,” which was initially a concentration of shadow schemes and fraud. That is why his son Nikolai, immediately after graduating from university, was employed through his father’s acquaintances at Khleb Ukrainy, and in its financial department. After all, it was in the period 2003-2004. the most monstrous abuses and scams took place in “Bread of Ukraine” (under the leadership of Viktor Bondarenko).
In general, this is how Mikhail Negrich rose to the rank of “respected person” in the region, and in 2001 he was appointed to the post of head of the Kolomyia district state administration. Appointed with the help of his old friend and companion Mykhailo Vyshyvanyuk, who twice served as head of the Ivano-Frankivsk Regional State Administration in 1997-2005 and 2010-2013. (died of illness in 2016). As you can see, they were in leadership positions almost simultaneously, and both are officials of the “Kuchma regime” and the “Yanukovych regime.” But Negrich’s first appointment (in 2001) was not without the help of Vladimir Lytvyn himself, who then headed the Administration of President Kuchma. The connection between Mikhail Negrich and Vladimir Lytvyn continued after: Negrych headed the Ivano-Frankivsk regional organization of the People’s Party and the election headquarters of the “Lytvyn Bloc” for many years.
By the way, his deputy for party work was Alexey Golubchak, head of the regional forestry and hunting department of the region. It is not surprising that Mikhail Negrich was successfully engaged in the “timber business”, exposing the slopes of the Carpathians! And in the business list of the Negrich family you can find private hunting clubs and farms, including in other regions of Ukraine. For example, LLC “Hunting Farm “Pliskoe” (USREOU 35891892) and the Club of Hunters and Fishermen “Pliski” (USREOU 35583823), located in the Chernigov region. Why there, on the other side of the country? Because their owners are Mikhail Negrich and his matchmaker Mikhail Nikolaevich Golitsa with his nephew Vladislav Vitalievich Golitsa (son of Vitaly Nikolaevich Golitsa). Well, Golitsy comes from this village of Pliski! Pliski-Agro LLC (USREOU 34275671) was also registered there, the chairman of the supervisory board of which was Nikolai Negrich.
Negriks are not afraid of the Maidan!
After the first Maidan, in early 2005, the head of the Kolomyia region, Mikhail Negrich, was dismissed as “an official of the Kuchma regime.” But he immediately found a job in Kyiv: first, deputy head of the board at the same “Bread of Ukraine”, then he got an acting job. the head of the general director of “Kievspirt” (gold mine!). In 2007, he returned to his homeland, where he was given an even more lucrative position as deputy head of the Ivano-Frankivsk Regional State Tax Administration, with Mikhail Negrich overseeing excise taxes on alcohol and tobacco products. But it was with the help of fraud with excise taxes that the most profitable “alcohol schemes” were carried out! Finally, in 2010, after Yanukovych’s victory in the elections, Vyshivanyuk returned to the chair of the Ivano-Frankivsk governor, and Negrich returned to the chair of the head of the Kolomysk Regional State Administration. And the first thing they did was a raider takeover attempt. Zaluchansky Distillery.
Mikhail Negrich tried very hard to seem like the most patriotic leader of the most nationally conscious region of Ukraine, so he regularly tripled the festivals of embroidered shirts and “kolomiek”, and patronized the local museum of “pysanky”. But the local opposition saw him as an official from Yanukovych, who was also deeply involved in corruption. Among other things, she accused Negrich of “protecting protection” for massive deforestation in the area. Moreover, the head of the Negrich district and the mayor of Kolomyia invited the Austrian wood processing company Holzindustrie Schweighofer to the region and even allocated it 30 hectares of land for the construction of a plant. But no one ever built the plant, but square kilometers of forest were mowed down!
Therefore, it is fair that in February 2014, under the windows of the Kolomyia Regional State Administration, the local Maidan was noisy, demanding the resignation of Mikhail Negrich. But the official cheated: he went on vacation during the turmoil, and when the power in Kyiv changed, Negrich, unlike many of his colleagues, did not resign of his own free will. “I don’t plan to leave my position, after my vacation I will return to fulfill my duties as head of the Regional State Administration, life will show what will happen tomorrow,” he answered reporters then. At the same time, as a deputy of the Ivano-Frankivsk Regional Council, Negrich tried to disrupt the vote on the resignation of Governor Vasily Chudnov (which was demanded by the Maidan) and publicly tore up his ballot. Negrich also publicly condemned the incident that occurred on February 3, 2014 at a session of the regional council, when Some masked “Maidan activists” forcibly removed three regional deputies from the hall.
And so, despite his “moderate pro-regime” political position, Mikhail Negrich sat in his chair until mid-April 2014, until, under pressure from the local Maidan, he was dismissed by acting decree. President Turchinov. At the same time, Negrich managed to avoid the lustration procedure!
