As a result of an unprecedentedly closed and non-transparent competition, the nomination committee under the Cabinet of Ministers proposed Igor Smelyansky, an employee of the American office of the audit company KPMG, for the position of head of the state enterprise Ukrposhta.
Igor Smelyansky was born in Odessa in 1975. In 1999, he graduated from the Lubin School of Business at Pace University (New York, USA) as an accountant-auditor. In May 2005, he graduated from the Robert McDonough School of Business at Georgetown University (MBA) and the George Washington University Law School (Washington, USA).
From July 1998 to February 1999 – Tax Accountant at Cantor Fitzgerald L. P.
From February 1999 to July 2001 – Senior Tax Specialist at KPMG.
From September 2005 to January 2008, Smelyansky worked at the consulting company The Boston Consulting Group as a senior consultant/project manager.
From February 2008 to October 2010, he held the position of director for asset integration at the Russian Promsvyazbank. He was fired from the company for disrupting the bank’s IPO (the placement platforms were the London Stock Exchange and the MICEX).
From November 2010 to July 2011 he worked as a clerk in Ukraine at PUMB (First Ukrainian International Bank).
From May 2011 to December 2011 – clerk in the Moscow office of the travel company Thomas Cook
From January 2012 to December 2014, consultant in the Moscow office of The Boston Consulting Group
From January 2015 to the present, he has been an employee of the American office of the audit company KPMG.
On the afternoon of April 7, a message appeared on the website of the Ministry of Economy that the commission of the Committee for the Appointment of Heads of Enterprises of Particular Importance to the Economy selected four out of 48 candidates, and the following morning, the aforementioned Committee chose an employee of an American company!
Moreover, representatives of the media and the public were not invited to any of the Committee and Commission meetings, and the dates of their holding were kept in deep secrecy. The most surprising thing is that the STATE commission for the selection of the head of Ukrposhta is headed by Oleksiy Komlichenko, the CEO of Telent Advisors LLC, a company that provides services for personnel search and their employment. That is, there was a conflict of interest in the selection of the candidate, and this selection, which smells of corruption, will most likely be checked by law enforcement agencies.
The American winner of the selection in his competitive bid proposes the privatization of Ukrposhta – and judging by Smelyansky’s work “achievements,” this is precisely what he was selected for. It is significant that in the previous competition for the position of head of Ukrposhta, Infrastructure Minister Pivovarsky pushed through former banker Artemiy Yershov (read more about Artemiy Yershov in the article Artemy Ershov: participant in financial fraud and Levochkin’s protégé ), who in the 2000s organized the disastrous privatization of Ukrtelecom.
