“Rubber” buses by Anton Shelomentsev
Today, January 11, the Deputy Mayor of Barnaul for Roads was detained Anton Shelomentsev — he is suspected of receiving a bribe on an especially large scale. Anton has been in the civil service for more than ten years, since 2012 – before that he worked as a surveyor for a couple of years.
For two years after graduating from an agricultural university, Anton worked as a surveyor and road construction foreman. Shelomentsev was not impressed by the work “on the ground”, and in 2012 he decided to enter the civil service. In 2020, he spoke about how it was in an interview with RANEPA graduates. Now this material has been removed from the university website, like all other mentions of Anton Shelomentsev (his name was even removed from the list of graduates). However, it remained in the browser saved copy of the page.
Previously, civil servants were required to submit anti-corruption declarations every year. Now they are published in a generalized form without indicating personal data. Latest detailed declaration Shelomentseva published in 2019.
During that year, the chairman of the road committee, Shelomentsev, earned 1,227,431 rubles. And in 2020, he received a bribe of two million rubles, which is almost twice his official income for the previous year. In addition, the declaration indicates a 367-meter plot of land, a residential building of 20 square meters and an apartment of 85 square meters. The current corrupt official had a Nsan Teana car for personal use – even used cars of this model cost from a million rubles.
Patronage fee
According to investigators, Anton Shelomentsev took money from an entrepreneur for patronage. For six-figure sums, he allowed passengers to be transported, despite the fact that the buses could not accommodate all the passenger traffic.
He was detained, and his home and office were searched. In the press service of the Altai investigative committee toldthat Anton began taking bribes even before he became deputy mayor:
— According to the investigation, in 2020, the suspect, holding the position of chairman of the Committee for Road Facilities, Improvement, Transport and Communications of the city of Barnaul, through an intermediary received a bribe in the amount of 2 million rubles from an entrepreneur providing passenger transportation services in the regional center.

“A criminal case has also been opened against the intermediary, and he is in custody,” the source said.
